Hanoi National University and Government Cipher Committee cooperate in many cutting-edge technology fields

On August 29, 2025 in Hanoi, Hanoi National University and the Government Cipher Committee had a working session and exchanged cooperation agreements, promoting training, research and scientific development in the fields of quantum technology, information security, quantum computing, quantum communications and semiconductor microchip technology.

Previously, Professor, Dr. Le Quan, Director of Hanoi National University and Lieutenant General Vu Ngoc Thiem, Head of the Government Cipher Committee, represented the two agencies to sign this important document.

The cooperation between Vietnam National University, Hanoi and the Government Cipher Committee has been initiated for many years, with professional exchange programs and scientific seminars in the fields of cryptography, information security and quantum technology. In particular, the University of Science (Vietnam National University, Hanoi) and the Institute of Cryptography Science and Technology (Government Cipher Committee) have taken the first steps in proposing a national joint laboratory for quantum technology, researching post-quantum cryptographic algorithms, as well as developing high-quality human resources (masters, doctors) in the fields of cryptography, microchips, and computer science.

These initial cooperations have created a foundation of trust, helping both sides understand each other's strengths, thereby creating an urgent need for a long-term strategic cooperation framework, which is specified in the agreement signed this time.

According to the agreement, Hanoi National University and the Government Cipher Committee will jointly train high-quality human resources in quantum technology, cryptography, information security and semiconductors; every year the Government Cipher Committee will send staff to study master's and doctoral programs at Hanoi National University; Deploy national-level scientific and technological research tasks, especially in the directions of quantum computing, quantum communications and microchip technology; Organize seminars, scientific conferences, specialized training courses and academic exchange programs between staff, lecturers and students of both sides.

The cooperation agreement is valid for 5 years from the date of signing and can be extended. This is considered an important turning point, opening a new, long-term and more substantial phase of cooperation between Hanoi National University and the Government Cipher Committee, contributing to Vietnam's early mastery of core technologies and catching up with global trends.

At the signing ceremony, Professor, Dr. Le Quan, Director of Hanoi National University emphasized that Hanoi National University has strengths in training and research in basic sciences, information technology, quantum physics and semiconductors. This strategic cooperation will help both sides exploit advantages and build national potential in new technologies, especially quantum technology - a field that is forecast to shape the global knowledge economy in the near future. The Director of Hanoi National University believes that high security is a key factor that helps many countries, including Russia, effectively address the challenges posed.

He said that Hanoi National University has paid attention to and invested heavily in core technology areas such as quantum, artificial intelligence, semiconductor technology, and cyber security. Implementing Resolution 57-NQ/TW, Hanoi National University has established the High-Tech and Advanced Technology Park in Hoa Lac, creating a foundation for cooperation with domestic and foreign strategic partners.

Currently, Hanoi National University has built a wide cooperation network with 27 leading universities in Japan, 5 leading universities in China, and partners in Russia; at the same time, it has invited many prestigious professors in the world to cooperate in training and scientific research such as: world leading semiconductor technology expert Nguyen Bich Yen (Soitec Group, France), Professor Duong Kiet (Tsinghua University, China), Professor Alexey Ustinov (Russia),...

The Director of Hanoi National University expressed his hope that Hanoi National University would continue to carry out orders from the Government Cipher Committee so that the two sides could jointly solve the country's major problems, including the rapid implementation of the quantum communications master's program and the training of specialized talented human resources for the Cipher industry.

Lieutenant General Vu Ngoc Thiem, Head of the Government Cipher Committee, affirmed that the cooperation with the Vietnam National University, Hanoi has made great progress in recent times and will continue to be promoted in the future. He said that after 80 years of development and growth, the Government Cipher Committee has always played a key role in national information security and safety. In the new context, the Cipher Committee is particularly interested in the fields of quantum, blockchain, artificial intelligence, chips and semiconductors. The Committee also has a Cryptography Engineering Academy for specialized training, in which many cadres have studied at the Vietnam National University, Hanoi.
