At least six big transfer targets have been on Newcastle's radar, but they have all quickly disappeared. Liam Delap (Ipswich) and Joao Pedro (Brighton) joined Chelsea. Hugo Ekitike (Eintracht Frankfurt) went to Liverpool. Dean Huijsen (Bournemouth) chose Real Madrid. Even MU - the team that failed last season, also attracted Bryan Mbeumo (Brentford) and Matheus Cunha (Wolverhampton). All are good players that Newcastle wanted, but could not buy this summer.
A moment of hesitation caused Newcastle to lose James Trafford to Man.City

When Newcastle failed even in the "small deal" named James Trafford, observers immediately concluded: Newcastle had really failed in the transfer market. Trafford was just a young goalkeeper (22 years old), playing for the newly promoted team Burnley. Newcastle "looked" at Trafford since last year, and could have signed a contract in June. Trafford itself had also "verbally agreed" with Newcastle. But the transfer, about 20 million pounds, had not been officialized. Surprisingly: Man.City jumped in and immediately owned Trafford for 27 million pounds. Trafford "turned around" with Newcastle because the salary at Man.City would be higher. While Liverpool, Chelsea, Arsenal... are all spending a lot of money in a rare transfer boom in the Premier League, Newcastle has only bought one player this summer, Anthony Elanga (55 million pounds, from Nottingham Forest). They continuously make transfer offers, and have to watch bitterly as those transfer targets choose other teams. Newcastle even faces the risk of losing their best player: striker Alexander Isak. From affirming "Isak is not for sale", Newcastle has now softened its tone, hoping that Isak will stick with the club, but is not sure what the future will be.
RICH OWNER, BUT NOT RICH CLUB
Newcastle is the club with the richest owner in the world . If you want to be sarcastic, people will say that this is a club that uses... state money (and it is super-rich Saudi Arabia). In reality, if you measure wealth by annual revenue, Newcastle is just an average team. Both UEFA and the Premier League have financial fair play regulations, limiting salaries and transfer funds of teams by revenue - that is, the ability of the club to make money. Newcastle is considered to be tied in the transfer market because of these regulations. But that is not the only reason.
Many years ago, Man.City sold the young Trafford goalkeeper they trained to Burnley for 19 million pounds (Burnley's transfer record). Additional terms: Man.City will have priority to buy Trafford back for less than 40 million pounds. In addition, Burnley will have to pay a portion of the money to Man.City when they continue to transfer Trafford to another team. That is why Man.City has just announced that they will immediately buy Trafford (Newcastle can only buy Trafford if they sign the contract in June, when Man.City is still busy attending the Club World Cup and has not officially requested to buy Trafford). On the other hand, Burnley will of course sell Trafford back to Man.City, both for a higher price and without having to pay the "continuing transfer" percentage.
The lesson here is that there are many corners of the transfer market that require information, even "art", if you want to attract stars. The latest "fashion" currently used by big clubs: if you want a star, you pay a lot of money to "buy out the contract". Liverpool got Ekitike, Arsenal got Viktor Gyokeres this way (although in each case they got a discount). These are things that Newcastle cannot do.
Finally, Newcastle is strong thanks to the consistency, understanding, and coaching style of Eddie Howe. They have to consider carefully if they want to add a star from another school to the existing force. They also cannot easily buy another star to replace, in case they lose the current star (like Isak). All of this makes the "dark horse" Newcastle face the risk of falling behind before the new season, when the strong teams around them are shopping massively, but they are not.
