According to information from the Ministry of Industry and Trade , in the first seven months of 2025, the country's merchandise export turnover is estimated to reach US$261.8 billion, an increase of 14.6% compared to the same period in 2024, exceeding the set export growth target. Accordingly, the average monthly export turnover reached US$37.4 billion; with May and June both exceeding US$39.5 billion. In July alone, exports are expected to reach a peak of over US$41.6 billion.

Conversely, merchandise imports in the past seven months are estimated at $252.1 billion, an increase of 17.9% compared to the same period in 2024. Due to the recovery of both production and exports, businesses are stepping up imports of raw materials to serve production for export orders.

The trade balance for the first seven months is estimated to have a surplus of $9.7 billion. This figure is lower than the $12.6 billion recorded during the same period last year. However, a moderate trade surplus can boost foreign exchange reserves, stabilize monetary policy, and contribute to sustainable import and export development in the medium and long term.

Recently, the Import-Export Department (Ministry of Industry and Trade) has coordinated with relevant units to submit a report to the Ministry's leadership for the Government to issue Decree No. 146 dated June 12, 2025, regulating the decentralization and delegation of authority in the industrial and commercial sectors. Simultaneously, the Department has submitted to the Ministry's leadership for signing and promulgation Circular No. 38 dated June 19, 2025, amending and supplementing some regulations on the decentralization of administrative procedures in areas under the management of the Ministry of Industry and Trade, and Circular No. 40 dated June 22, 2025, regulating the issuance of certificates of origin and approval of self-certification of origin.

In addition, the Department has reviewed and simplified the documentation requirements or processing time for 44 out of 85 administrative procedures; the compliance costs for these 44 procedures are estimated to decrease from VND 1,306 billion to VND 882 billion, a reduction of 32.5%. Notably, the decentralization of the issuance of certificates of origin (C/O) to local authorities is being addressed through training programs organized by the Import-Export Department in coordination with relevant agencies and units on rules of origin and self-certification of origin for exporting businesses and local Department of Industry and Trade officials.

According to Mr. Nguyen Anh Son, Director of the Import-Export Department, in the context of deep integration, businesses need to thoroughly understand trade policies, proactively update on technical barriers from import markets, improve product quality, invest in technology, and apply digital transformation to meet international standards.

On the part of the authorities, Minister of Industry and Trade Nguyen Hong Dien requested that units under the Ministry continue to promote and improve the quality of advising and perfecting mechanisms and policies, especially decrees and circulars that internalize international commitments under FTAs to which Vietnam is a member.

Furthermore, it is crucial to effectively connect domestic businesses with the production and supply chains of foreign-invested enterprises (FDI) and large global enterprises, creating markets for industrial development. Market information dissemination should be strengthened, providing timely information on market demand (especially in new and potential markets), regulations, and new policies of the host market, and offering policy advice to businesses, associations, and import-export sectors.
