According to the plans approved by the Prime Minister, the urban railway network of Ho Chi Minh City after the merger will be up to 1,012 km long. Of which, the city area before the merger had 12 lines, with a total length of about 582 km; Binh Duong province before the merger had 12 urban railway lines with a length of 305 km, of which 6 lines connected to Ho Chi Minh City. Ba Ria - Vung Tau province alone before the merger had 3 urban railway lines with a length of 125 km.

Currently, Ho Chi Minh City is reviewing and adjusting the Master Plan to 2040, with a vision to 2060. This includes reviewing the overall planning of the urban railway network according to a new model and vision, suitable for the context of expanding administrative boundaries after the merger; determining the planning of stations, depots, TOD areas, etc., and planning of urban underground space.

Following Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City, the National Assembly passed the Railway Law on June 27, 2025, adding a number of specific and special mechanisms and policies to invest in railway development. In particular, paying special attention to attracting private enterprises to participate in railway investment, including urban railways, the City People's Committee has issued a plan to implement Resolution No. 188/2025/QH15, assigning specialized agencies to perform tasks according to the plan. At the same time, coordinate with the Ministry of Construction to submit to the Government for promulgation Decree No. 123/2025/ND-CP dated June 12, 2025 detailing the overall technical design and specific mechanisms for a number of railway projects.

Up to now, the implementation of urban railway projects in Ho Chi Minh City after the merger has had Metro Line No. 1 Ben Thanh - Suoi Tien put into operation and exploitation; repaired defects, and resolved remaining issues related to operation and maintenance. Regarding the Ben Thanh - Tham Luong Metro Line No. 2 Construction Project, on July 4, 2025, the Prime Minister issued a decision to stop using ODA capital and foreign preferential loans from the German Reconstruction Bank for the project. Currently, the city is focusing on implementing procedures to adjust the project in the form of public investment, applying special and specific mechanisms according to Resolution No. 188/2025/QH15 of the National Assembly to strive to start construction this year.

To implement the railway connecting Tan Son Nhat International Airport and Long Thanh International Airport (Thu Thiem - Long Thanh route), on April 21, the City People's Committee reported to the Ministry of Construction on project investment under the direction of Deputy Prime Minister Tran Hong Ha. On April 25, 2025, the Dong Nai Provincial People's Committee also reported to the Ministry of Construction on the agreement in principle on assigning the competent authority to implement the Thu Thiem - Long Thanh railway project. The Ministry of Construction is also synthesizing the opinions of ministries and branches to report to the Prime Minister.

Regarding the railway route connecting the central area of Ho Chi Minh City to Can Gio district, the advantage is that the planning of Ho Chi Minh City for the period 2021-2030, with a vision to 2050 and the Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060 approved by the Prime Minister have updated the planning of the urban railway route connecting the city center with Can Gio district (urban railway route No. 12). On April 21, the City People's Committee reported to the Prime Minister on the investment of this railway route. Accordingly, the city proposed that the Prime Minister agree in principle to add the route project to the project list attached to Resolution No. 188/2025/QH15 of the National Assembly;

According to the City People's Committee, the Railway Law No. 95/2025/QH15 dated June 27, 2025 has added a number of specific and special mechanisms and policies for railway investment and development, with special attention paid to attracting private enterprises to participate in railway investment, including urban railways. Thus, the railway line connecting the city center to Can Gio will immediately apply the specific and special mechanisms of this law. To implement the project, the Ministry of Construction is currently synthesizing the opinions of the Ministry of Justice and the Ministry of Finance to report to the Prime Minister for consideration. The investor has conducted a survey and prepared a project proposal according to the city's policy.

The No. 1 Urban Railway Project connecting Binh Duong New City - Suoi Tien has a length of 29km, running on elevated railway with 17 stations, total investment: 46,725 billion VND, implementation period in 2025-2031; the No. 2 Urban Railway Project with a length of nearly 21.9km, running on elevated railway with 13 stations, total investment: 50,425 billion VND, in the period 2026-2031 is also being urgently implemented. In which, the Internal Appraisal Council has organized the appraisal and issued the Internal Appraisal Results Report for the No. 2 Urban Railway Project.

According to the City People's Committee, this route will immediately apply special mechanisms of the Railway Law, which will speed up the project investment process. For the Di An - Bau Bang section of the Ho Chi Minh City - Loc Ninh railway line with a length of more than 52km; the starting point is An Binh station, the end point is Bau Bang station, with a total investment of about 64,148 billion VND. This is an important national project, with the National Assembly deciding on the investment policy. The City People's Committee believes that in order to be proactive and flexible in using capital for the project, it is necessary to have both state budget capital from the Central, local and other legal capital sources.
