Earlier, on August 6, thousands of Ukrainian troops suddenly launched a raid on Russia's western border, marking the largest attack by a foreign power on Russia since World War II, forcing the Russian army to struggle to repel it for more than a week.
Ukraine said the offensive was necessary to force Russia to start "fair" peace talks.
The US and other Western powers said Ukraine had not been notified of the attack and that the US was not involved, although weapons supplied by Britain and the US were said to have been used on Russian soil.
At a meeting of the Russian Security Council chaired by President Vladimir Putin, with Mr Patrushev present, Mr Putin said the discussion would focus on "new technical solutions" being used in Russia's special military operation in Ukraine.
"The US efforts have created all the prerequisites for Ukraine to lose its sovereignty and part of its territory," said Mr. Patrushev.
Ukraine said on August 15 that it had appointed a military commander in the area under its control. Meanwhile, the Russian Defense Ministry said it had repelled a series of Ukrainian attacks along the Kursk frontline.
Officials in Washington say the United States has so far approved the surprise attack, but has also expressed concern about what could happen if Ukrainian troops advance deeper into Russian territory.
An unnamed US official said that if Ukraine began to seize Russian villages and other non-military targets with US weapons and vehicles, this could be seen as crossing US-imposed limits, potentially triggering a direct conflict between NATO and Russia.
