On the evening of July 20, Prime Minister Pham Minh Chinh continued to sign an official dispatch requesting ministries, branches and provinces from Ha Tinh to the North to urgently deploy emergency response to storm No. 3.
According to the National Center for Hydro-Meteorological Forecasting, at 10:00 p.m. on July 20, the center of storm No. 3 was about 407km east of Quang Ninh - Hai Phong , with storm intensity at level 10 (89 - 102km/h), gusting to level 12.
The dispatch emphasized that this is a strong, fast-moving storm. Storm No. 3 is forecast to affect the North and North Central regions from the evening of July 21, causing strong winds, heavy rain, high risk of flash floods, landslides in the midlands and mountainous areas, and flooding in low-lying areas and urban areas.
To proactively respond to storm No. 3, the Prime Minister requested ministries, branches and localities within the storm's affected area to continue to focus on directing and promptly implementing storm and flood response work with the most urgent and drastic spirit to ensure the safety of people's lives and property and the state, and minimize damage caused by the storm.
The Prime Minister requested provinces and cities to focus on calling and guiding ships (including fishing boats, transport ships, and tourist ships) still operating at sea to leave dangerous areas or return to safe shelters. Measures must be taken to ensure the safety of people and ships at anchorage areas.
Review and deploy safety measures for tourism and aquaculture activities at sea, in estuaries, and along the coast.
Resolutely evacuate, do not let people stay on boats, rafts, and aquaculture huts before and during the storm.
Based on specific situations, localities proactively decide to ban fishing boats, transport ships, and tourist boats from going to sea.

For coastal and inland areas, the Prime Minister requested to proactively review residential areas and organize the evacuation of people from unsafe houses and areas at risk of landslides, flash floods, and deep flooding.
Prepare forces, means, equipment, and necessities according to the "four on-the-spot" motto to be ready to respond to all situations.
At the same time, reinforce and protect factories, telecommunications infrastructure, power grid systems, etc. and take measures to quickly fix problems, maintain operations, and avoid interruptions before, during and after storms.
Control traffic, organize traffic flow, guide traffic, limit people from going out during storms and thunderstorms before storms.
The Prime Minister requested the Ministry of Agriculture and Environment to monitor, forecast, and provide complete, accurate, and timely information to relevant agencies to serve the direction and response to storms according to regulations.
Assign ministries to establish working groups to coordinate with localities in directing response to storms and floods. These include the Ministry of National Defense in Quang Ninh province, the Ministry of Public Security in Hai Phong city, the Ministry of Agriculture and Environment in Ninh Binh province, the Ministry of Construction in Hung Yen province, and the Ministry of Science and Technology in Thanh Hoa province.
