The meeting was attended by Mr. Mai Tuan Dat - Deputy General Director of BSR , Chairman of the Safety Council; Board of Directors of Dung Quat Oil Refinery; leaders of specialized departments and divisions; experts, engineers and officers in charge of technological safety, and representatives of the O&M contractor coordinating operations at the plant.
In his opening speech, Mr. Mai Tuan Dat emphasized: “Dung Quat Oil Refinery is an important link in the strategy to ensure national energy security. Therefore, ensuring technological safety must be a top priority, not only in compliance but also as part of the operating culture. We must be proactive, instead of reactive in identifying risks and controlling risks."
At the meeting, Head of ATSKMT Nguyen Quang Hung and representatives of the O&M consulting contractor presented in-depth analysis and assessments revolving around urgent issues such as corrosion, leakage, deterioration of mechanical integrity and equipment reliability, and proposed innovative solutions to limit the risk of incidents. This shows the urgent need for comprehensive control from design, operation, maintenance to hazard identification and risk assessment, especially in critical and potentially high-risk equipment areas.
BSR is actively implementing key risk control solutions, including: Reviewing and controlling the risk of corrosion and leakage at locations such as flanges, heat exchange pipes, chemical pumps, crude oil tank roofs; Periodically monitoring and inspecting heat exchangers, cooling fans, boilers, enhancing equipment reliability with real data; Standardizing technical standards, strictly controlling operating parameters such as pH, corrosive impurity components, during the processing of mixed crude oil; Completing the process of releasing technical situations (Technical Event - TE) and incidents (Near Miss) as part of the hazard identification and rapid response system to risks; Inheriting the results of hazard identification, risk assessment from RBI assessment results, lessons learned from incidents, design principles, API international standards; Organizing the assessment of the effectiveness of risk control measures. Ensure that risk control measures are directed towards system improvements such as design, standards, processes, etc.
In parallel with technical solutions, BSR is promoting the implementation of the digital system of automatic technology safety management (APSM). Notably, it is the automatic control and warning of SOL-IOW values for abnormal operating parameters. The goal of this system is to: Detect abnormal trends of equipment early, helping to make decisions sooner and more accurately; Real-time risk warning, minimizing response time; Integrate with existing operational data systems, creating a foundation for a risk management model in the direction of prevention - intelligence - automation.
At the end of the meeting, BSR's Board of Directors affirmed its strong commitment to building a comprehensive technology safety management system and culture, with people at the center and data as a decision support tool. The meeting's directives will be concretized into a detailed action plan, linked to the goals of assessing safety performance, team capacity and system compliance. BSR continues to aim to build a modern, green, safe, sustainable refinery that makes a positive contribution to national energy security.
