Agribank, as a leading and pioneering institution, is actively disbursing funds for the Sustainable Development Project of 1 million hectares of high-quality, low-emission specialized rice cultivation, aiming to build a sustainable agricultural system.

According to experts, developing sustainable agriculture is becoming a "must-take-its-way" for Vietnamese agriculture, rather than just an option. Low-emission agriculture is the ultimate goal and destination. This is especially important as the agricultural sector will contribute to Vietnam's goal of achieving NetZero by 2050, as committed by Prime Minister Pham Minh Chinh at COP26.

The NetZero goal in agriculture, also known as "zero net emissions," aims to reduce greenhouse gas emissions (such as CO2, CH4, and N2O) from agricultural activities to levels that the Earth can absorb or eliminate, bringing total net emissions to zero. This is geared towards green, sustainable agriculture, minimizing negative impacts on the environment and adapting to climate change. This is also the goal and meaning of the Prime Minister 's "Sustainable Development Plan for 1 million hectares of high-quality, low-emission rice cultivation linked to green growth in the Mekong Delta by 2030."

At a recent meeting in Can Tho with ministries, sectors, and localities regarding the Project for the Sustainable Development of One Million Hectares of High-Quality, Low-Emission Rice Farming Linked to Green Growth in the Mekong Delta (the Project), Prime Minister Pham Minh Chinh affirmed that the Project is the first of its kind in the world and a source of pride for Vietnam. The Prime Minister highly appreciated the proactive approach of the Mekong Delta provinces in implementing the models and the active participation and response of farmers and cooperatives. Furthermore, the implementation of the Project has significant meaning, not only in material terms but also in political and spiritual values. Simultaneously, the Prime Minister requested that localities complete the planning of specialized farming areas for one million hectares of high-quality rice by the third quarter of 2025.

Agribank is the leading bank implementing the loan program for the 1 million hectare high-quality, low-emission rice cultivation project in the Mekong Delta.

Reporting to the Prime Minister, leaders of central and local ministries and agencies in the Mekong Delta region, Deputy Governor of the State Bank of Vietnam (SBV) Pham Thanh Ha stated that the banking system has actively participated in implementing the Project. Specifically, the SBV has proactively coordinated with the Ministry of Agriculture and Environment, implemented numerous solutions, and directed commercial banks to actively provide loans for the Project.

To date, in addition to Agribank, the leading bank participating without credit limits for the Project, seven other commercial banks have also registered to lend to members of the Project, with registered capital in the pilot phase (until the end of 2025) of approximately 17,000 billion VND. “It is noteworthy that just one month (until June 30, 2025), after the Ministry of Agriculture and Environment announced the list of models and businesses participating in the Project, the banks actively approached customers to disburse loans. As a result, the disbursed loan volume for this Project has reached approximately 5,200 billion VND,” Mr. Pham Thanh Ha informed.

The Deputy Governor affirmed that the State Bank of Vietnam will continue to direct commercial banks to actively approach eligible borrowers under the Project to accelerate disbursement; and at the same time, closely coordinate with the Ministry of Agriculture and Environment and relevant localities and units to promptly address any obstacles and difficulties arising during the implementation of funding for this Project.

"By the end of the first quarter of 2025, outstanding loans in the rice sector of Agribank branches in the Mekong Delta will reach VND 40,500 billion with 39,443 customers, an increase of over VND 3,800 billion compared to the beginning of 2025."

Outstanding rice loans from Agribank branches in the region are allocated to all stages of the rice value chain. Specifically, outstanding loans for rice cultivation reached VND 4,035 billion; loans for rice production and processing reached VND 6,610 billion; loans for domestic wholesale and retail rice reached VND 28,751 billion; and loans for rice export reached VND 1,104 billion.

Following the directives of the Government and the State Bank of Vietnam, Agribank has consistently played a leading role in supporting credit in the "three rural sectors" (agriculture, farmers, and rural areas) for many years, aiming towards a sustainable agricultural sector. At the conference to launch the preferential credit program for the project of cultivating 1 million hectares of high-quality, low-emission rice in the Mekong Delta at the end of November 2024, Agribank General Director Pham Toan Vuong committed to providing products and services to individuals, farmers, businesses, cooperatives, and cooperative groups participating in the project. "Agribank will use its own resources to support a minimum interest rate reduction of 1% per year compared to the normal lending rate for customers," emphasized General Director Pham Toan Vuong.

In fact, immediately after the Prime Minister issued Decision 1490/QD-TTg, Agribank signed a Memorandum of Understanding with the Ministry of Agriculture and Environment; and when the State Bank of Vietnam issued a guiding document on the lending program, Agribank also issued an internal guiding document to implement the lending program for linking production, processing, and consumption of high-quality, low-emission rice products in the Mekong Delta to individuals, farming households, cooperatives, cooperative unions, and enterprises eligible to participate in the Project. Currently, Agribank is also developing specialized credit products for each group of individual customers, farming households, cooperatives, and enterprises so that they can be implemented immediately when the People's Committees of provinces and cities, and the Ministry of Agriculture and Environment announce the list of specialized farming areas, linkages, participating entities, and cost norms, economic and technical norms for production according to the standards in the Project. "Initially, the minimum scale of implementation is 30,000 billion VND, and this will be further increased during the implementation process. Loan products will be optimized in terms of interest rates and streamlined procedures, based on effective cash flow management within the linkage, thereby contributing to the successful implementation of the 1 million hectare rice project," said Mr. Pham Toan Vuong.

Sharing more about the implementation of the Project, Deputy General Director of Agribank, Ms. Phung Thi Binh, said that for entities participating in the linkage chain within the project, Agribank reduces interest rates by 1-2% per year, helping businesses and farmers access capital more easily. Agribank does not limit medium and long-term loan capital and is ready to meet the needs of businesses participating in the Project. It also aims to build a closed-loop linkage chain, from farmers and raw material suppliers to purchasing, processing, and exporting businesses. This will help all parties reduce costs and benefit from preferential policies such as service fees and loan collateral conditions.
