“Shield” protects both sides
Best Pacific Vietnam Co., Ltd. (VSIP Industrial Park, West Hai Phong area) is a company specializing in providing fabrics and elastic bands for famous fashion brands such as Adidas, Victoria's Secret, Uniqlo, Triumph, GAP, Target, Under Armour... The company always emphasizes propaganda and bringing laws to employees, especially paying attention to fire prevention and fighting because the products are all flammable.
Mr. Shi Hong Wei, the company's leader, said that the company regularly coordinates to organize activities to disseminate laws and fire prevention information to employees. All staff and employees are equipped with skills to use fire extinguishers. Whenever there are new regulations, the company and the trade union proactively coordinate with the higher-level trade union to disseminate information to the company's union members.
"The more workers understand the law, the more secure they feel at work. From there, businesses can also feel secure in decisions about personnel, wages, and benefits," said Mr. Shi Hong Wei.
The revised Law on Social Insurance and the newly revised Law on Employment were passed by the National Assembly with many new points such as: expanding the group eligible to participate in compulsory social insurance, adding regulations on voluntary unemployment insurance, changing the way to calculate the time to pay and receive social insurance... These changes have a profound impact on labor relations, employee rights and business obligations.
Mr. Pham Van Thai, a worker at Regina Miracle International Co., Ltd. (VSIP Industrial Park, East Hai Phong area) said that the company's union regularly organizes propaganda about new policies and laws, helping him and many other workers gain useful knowledge. According to Mr. Thai, his job often leaves him no time to learn about new policies related to his rights. If he does not have a firm grasp of the new laws, just one wrong step in paying insurance or terminating the contract can easily lead to a dispute, which can be very tiring.
The “gaps” that need to be filled

According to a survey by reporters, many small and medium-sized enterprises are still confused in accessing new legal regulations. Many places do not have a specialized legal department or a legal officer who holds a part-time position, leading to a lack of consistency in updating legal regulations.
A matter of concern is that many workers, especially those in industrial zones, are still unclear about their rights. Many do not clearly understand the regulations on probationary periods, annual leave and how to calculate severance pay.
In order to shorten the gap between law and business practice, legal representative agencies need to proactively deploy flexible legal dissemination models, so that workers can easily access them.
Many grassroots unions also proactively update laws on internal information pages, organize legal knowledge competitions, invite experts to provide direct advice, and especially propagate daily on loudspeaker systems located in production groups and workshops.
According to comrade Nguyen Van Phiet, Vice Chairman of the Hai Phong City Labor Federation, the city federation will promptly update the revised contents related to the Trade Union Law. At the same time, it will widely disseminate the contents and new points of the law to officials, union members and employees so that union members and employees can understand and effectively implement the law, contributing to building harmonious and stable labor relations and developing together. In the integration trend, standards on the working environment, human rights and corporate social responsibility are increasingly of interest to international organizations and business partners. Therefore, compliance with labor laws is no longer an option but a prerequisite for businesses to access the market.
Previously, the “Mock Trial” model, coordinated by the Hai Duong Provincial Youth Union (old) in a number of schools, created a positive effect. This model can be replicated in factories, enterprises, industrial parks and presented specific cases such as: simulated contract disputes, work accidents, unilateral termination of contracts in violation of regulations, etc., reenacted in a theatrical form. Thereby, workers can easily understand and remember, and proactively ask questions and enthusiastically discuss issues related to their rights. Mass organizations of the new Hai Phong City also need to replicate effective models such as “Mock Trial” to improve propaganda effectiveness.
