The 5th Congress of the Radio Frequency Department Party Committee for the 2025-2030 term was a great success.

On the afternoon of June 12 and morning of June 13, 2025, the Party Committee of the Radio Frequency Department held the 5th Congress for the 2025 - 2030 term. The Congress promoted democracy and intelligence, comprehensively summarized the past term, set out key goals and tasks for the new development period and elected the 5th Executive Committee for the 2025 - 2030 term.

Overview of the Congress.

Speaking at the opening of the Congress, comrade Le Van Tuan, Party Secretary of the Department of Radio Frequency, emphasized that in the past term, under the close direction of the Ministry's Party Committee, the Department's Party Committee has promoted its role as the political core, leading the unit to comprehensively complete its tasks, especially in frequency planning and 5G frequency auction, promoting digital transformation, protecting national frequency sovereignty and developing modern telecommunications infrastructure.

Faced with the country's new development requirements, the Department must continue to make breakthroughs in thinking and management to effectively serve the cause of national development in the digital age. Party members promoted the spirit of responsibility, democracy, intelligence, and solidarity, discussed the documents submitted to the Congress, and made practical contributions to the success of the Congress.

Party Secretary, Director of the Radio Frequency Department Le Van Tuan delivered the opening speech of the Congress.

During the period of 2020 - 2025, the Party Committee of the Radio Frequency Department has comprehensively led and achieved many outstanding results in all aspects of work:

Regarding Party building work, the Party Committee has synchronously and effectively implemented political, ideological and ethical aspects. The Party Committee has always maintained its stance, proactively concretizing the Resolutions of the Central Committee and higher levels, especially the policies on digital transformation and science and technology into key tasks of the Department. Ideological education work has been innovated through many forms, associated with training and fostering political theory for dozens of cadres and Party members. The Party building work on ethics has been promoted through the mechanism of setting examples and close supervision, thanks to which the entire Party Committee has maintained its qualities, showing no signs of degradation.

The Party Committee has successfully completed and streamlined the apparatus (reduced 08 department-level focal points under the Center and merged 02 departments under the Department), improved the quality of activities of 100% of Party cells and developed 24 new Party members. Personnel work was carried out democratically and transparently with 94 appointments, reappointments and more than 1,500 training and development sessions.

Inspection, supervision and mass mobilization work were carried out seriously. The Party Committee conducted 14 inspections and supervisions according to plan. Mass mobilization and grassroots democracy were focused on, creating consensus and solidarity within the Party.

In particular, the Party Committee's leadership method has been strongly innovated, demonstrated through the issuance of 02 specialized Resolutions on frequency control and digital transformation, promoting the application of information technology and promoting the pioneering and exemplary role of the leader.

The Party Committee of the Department always plays a comprehensive leadership role, effectively coordinating with the Department's leaders in implementing political tasks. The coordination regulations between the Party Committee and the Department's leaders were issued, promoting the principle of "collective leadership, individual responsibility", contributing to improving work efficiency. Coordination was maintained closely, especially in planning, personnel work and key tasks, through meetings, thematic meetings and extended activities with mass organizations. Results of implementing political tasks: Completing the legal system, removing institutional bottlenecks, promoting decentralization and delegation of power; Adding frequency bands to develop digital infrastructure, promoting digital transformation; Determining the roadmap for turning off 2G, 3G waves and re-licensing already granted frequency bands.

The Department has developed and advised the Ministry's leaders and the Party Committee to submit to the Government a report to the Politburo for approval and the Prime Minister has approved the project on replacing 02 Vinasat satellites, ensuring national defense and security, retaining the right to use frequencies and orbits, serving socio -economic development and digital transformation. The work of ensuring national defense and security with the system of adjusted legal documents, for the first time adding regulations on the use of frequency spectrum for dual-use purposes, both for socio-economic development and serving national defense and security purposes. The work of licensing and using online public services has achieved a high rate; the collection and payment of fees and frequency charges to the state budget has ensured regulations. The work of monitoring, inspecting, handling violations and handling interference has been resolutely implemented by the Department, ensuring stable and safe operation of the radio information system, while developing standardized standards to strengthen management. The Department has promoted its role and prestige in international cooperation activities on radio frequencies; participated in frequency control at political events of the Party; major cultural and sports events of the country; proactively and seriously implemented the Central Government's policy on reorganizing the apparatus and the Government's regulations on streamlining the payroll.

Entering the 2025-2030 term, the Party Committee of the Radio Frequency Department determined the general goal as: "Improving state management capacity on radio frequencies; promoting digital transformation; allocating and effectively using frequency spectrum, contributing to the successful implementation of the development goals of the industry and the country".

To realize this goal, the Party Committee sets out two key groups of tasks and solutions:

1. First, continue to strengthen the building and rectification of a clean and strong Party and political system. This is a key task, including strictly implementing political and ideological education; promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; improving the quality of Party cell activities and enhancing the effectiveness of coordination between Party committees, professional bodies and mass organizations.

2. Second, focus on implementing breakthrough, strategic professional tasks:

Regarding telecommunications infrastructure development: Organize auctions and license important frequency bands (the remaining 700 MHz band, 900 MHz band...) to improve the quality of mobile broadband networks. Promote satellite projects, including negotiating to expand the right to use the 132E orbit, deploying satellite launches to replace Vinasat and licensing pilot low-altitude satellite internet services.

Regarding digital transformation and management modernization: Build a unified frequency management platform, comprehensively connected from central to local levels; aim for 100% online public services by 2030. Deploy a system to collect and analyze background noise connected to mobile networks for online monitoring and quickly detect and localize the causes of interference; continue to research and expand the connection, use radio systems as a frequency control station.

Regarding planning and integration: Frequency planning for modern transport infrastructure projects such as urban railways and high-speed railways. Continue to actively and proactively participate in international organizations, bring Vietnam's initiatives and policies to the world, and optimize resources to support private economic development in the spirit of Resolution 68 of the Politburo.

To deepen the political report, a number of Party cells contributed their opinions at the Congress on issues related to frequency planning and construction, frequency control, interference handling, international cooperation on radio frequencies, etc.

Comrade Tran Thi Nhi Thuy, Deputy Secretary in charge, Party Committee of the Ministry of Science and Technology gave a speech at the Congress.

In her speech at the Congress, Comrade Tran Thi Nhi Thuy, Deputy Secretary of the Party Committee of the Ministry of Science and Technology, acknowledged and highly appreciated the impressive achievements of the Radio Frequency Department Party Committee. She emphasized that despite facing many challenges such as the Covid-19 pandemic and changes in leadership personnel, thanks to the spirit of solidarity and consensus, the Party Committee led the unit to excellently complete its tasks. This success is clearly demonstrated through the work of building a strong Party, the completion of important institutions such as the Radio Frequency Law, and the effectiveness of law enforcement as well as international cooperation, thereby affirming Vietnam's position.

For the 2025-2030 period, comrade Tran Thi Nhi Thuy commented that the role of the Department is increasingly important in the context of the country promoting development based on four pillars, including science, technology and digital transformation. The Department's Party Committee needs to strongly innovate its management methods, while focusing on key tasks: First, focusing on training and fostering successor cadres and developing new party members; Second, synchronously implementing the Party's strategic resolutions, especially Resolution 18-NQ/TW on restructuring the apparatus and Resolution 66/NQ-CP to promptly remove legal obstacles; and Third, improving digital governance capacity to meet development requirements in the new era./.

Deputy Secretary of the Party Committee of the Ministry of Science and Technology Tran Thi Nhi Thuy and comrade Mai Anh Chung, member of the Executive Committee, Deputy Head of the Organization Committee of the Party Committee of the Ministry of Science and Technology presented flowers and took souvenir photos with the Executive Committee of the Party Committee of the Radio Frequency Department for the term 2025 - 2030.

One of the important contents of the Conference was to elect the Party Executive Committee of the Department for the next term; with a serious working spirit and wise choice, the Congress elected the Party Executive Committee of the Radio Frequency Department for the term 2025 - 2030, consisting of 09 comrades.

Immediately afterwards, at the First Meeting of the Party Executive Committee of the Radio Frequency Department for the 2025-2030 term, the Conference elected the Standing Committee, Secretary, Deputy Secretary of the Party Committee, Inspection Committee and Chairman of the Inspection Committee of the Radio Frequency Department Party Committee for the 2025-2030 term.

Party Secretary and Director of the Radio Frequency Department presented flowers to the members of the Party Executive Committee of the Department for the 2020-2025 term who did not participate in the re-election of the Party Executive Committee of the Department for the 2025-2030 term.

At the same time, the Congress also elected the Delegation to attend the Congress of Party Delegates of the Ministry of Science and Technology and passed the Resolution of the Congress of the Party Committee of the Radio Frequency Department for the 2025-2030 term with 100% of Party members attending the Congress voting in favor./.
