Currently, storm No. 3 is active in the northern area of the Gulf of Tonkin, with a level 09 intensity, gusting to level 11. This is a strong, fast-moving storm. According to the forecast of the National Center for Hydro-Meteorological Forecasting, the storm will affect the North and North Central regions from the evening of July 21, 2025, causing strong winds, heavy rain, high risk of flash floods, landslides in the midlands and mountainous areas, and flooding in low-lying areas and urban areas.

Pursuant to Official Dispatch No. 117/CD-TTg dated July 20, 2025 of the Prime Minister on urgently deploying emergency response to storm No. 3 and Official Dispatch No. 19-CD/TU dated July 20, 2025 of the Provincial Party Committee Standing Committee on focusing on leadership and direction in response to storm No. 3 in 2025, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of communes and wards, Director of the Provincial Hydrometeorological Station, Director of Thanh Hoa Maritime Port Authority, Directors of the following Companies: Irrigation Works Exploitation, Viettel Thanh Hoa, VNPT Thanh Hoa, Thanh Hoa Electricity and related units to continue to strictly implement the direction of the Chairman of the Provincial People's Committee in Official Dispatches: No. 06/CD-UBND dated July 19, 2025 and No. 07/CD-UBND dated July 20, 2025 with the most urgent and drastic spirit to ensure the safety of people's lives and property and the State, minimize the damage that may be caused by storms; at the same time, urgently direct the immediate implementation of the following key tasks:

1. Urgently review, update and immediately activate disaster response plans according to the "four on-site" motto, appropriate to the risk level, close to the reality of each locality, ensuring synchronization, unity, flexibility, and avoiding being passive or surprised in any situation.

2. Strictly implement the ban on going to sea according to the direction of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense in Official Dispatch No. 05/CD-PCTT,TKCN&PTDS dated July 20, 2025. Focus on calling and guiding ships (including fishing boats, transport ships, and tourist ships) still operating at sea to escape from dangerous areas or to safe shelters; take measures to ensure the safety of people and ships at the anchorage area; resolutely not let people stay on board when the storm makes landfall; arrange forces and means to be ready to mobilize and closely coordinate in rescue work when situations arise.

3. Review and implement measures to ensure safety for tourism activities (including tourists), aquaculture, and fishing at sea, estuaries, and along the coast; resolutely evacuate people on cages, aquaculture huts to safe places before and during direct storm impacts.

4. Organize a review and proactively implement an immediate plan to evacuate people in areas at risk of deep flooding, especially at river mouths, coastal areas, areas at risk of flash floods, landslides, and weak houses that are not safe; prepare forces, means, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations.

5. Urgently repair and overcome incidents and damage at dikes and dams, especially at key and vulnerable points. Inspect, review, reinforce and protect the safety of key works, especially irrigation dams, dikes, public works, unfinished works, headquarters of agencies, schools, hospitals, industrial parks, factories, electricity, water, telecommunications and traffic infrastructure systems, ensuring safe and continuous operation during storms and floods and taking measures to quickly overcome incidents, maintain operations, and avoid interruptions before, during and after storms.

6. Review and be ready to deploy timely and effective drainage and flood prevention plans for urban areas, concentrated residential areas and agricultural production areas, especially in low-lying areas prone to prolonged flooding; proactively operate drainage pumping stations according to actual situations.

7. Control traffic, organize traffic flow, guide traffic, limit people from going out during storms and thunderstorms before the storm. Organize 24/7 guard duty at key points and dangerous areas (overflow tunnels, landslides, areas with strong currents, etc.); proactively stretch ropes, put up warning signs, and resolutely not allow people and vehicles to pass when safety is not guaranteed; at the same time, prepare vehicles, materials, and human resources to fix problems and quickly clear main traffic routes when they are cut off.

8. Directors of the Departments: Agriculture and Environment, Industry and Trade, Construction, Science and Technology; Directors of the Companies: Viettel Thanh Hoa, VNPT Thanh Hoa, Thanh Hoa Electricity and related units proactively carry out tasks according to their assigned fields, ensuring the safety of reservoir systems, irrigation dams, hydropower, traffic infrastructure, power grids, telecommunications networks, supply of essential goods, residential housing and construction works.

9. The Commander of the Provincial Military Command, the Director of the Provincial Police, and the Commander of the Provincial Border Guard Command, according to their assigned functions and tasks, shall direct the development and implementation of detailed response plans; arrange forces and means on site to be ready to mobilize to carry out rescue missions, support the evacuation of residents, especially in remote areas, areas at high risk of being isolated.

10. Organize a 24/7 on-duty shift, regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue to synthesize and report according to regulations.

Request the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of People's Committees of communes, wards and related units to seriously implement.
