For projects under construction, especially traffic projects outside the dike, units must take measures to ensure the safety of people, machinery, equipment and works; in areas that affect the dike, the flow must be treated to ensure safety and drainage. The Standing Vice Chairman of the City People's Committee also requested localities to focus on evacuating and ensuring the safety of households living outside the dike and the security and order, and the safety of people's property. Wards should step up propaganda on loudspeaker systems, regularly update the storm situation, and advise people to absolutely not be negligent or subjective, and proactively implement effective storm prevention and control measures. Regarding the work of ensuring security and order, especially in vulnerable areas, the Standing Vice Chairman of the City People's Committee requested the Police and Border Guard forces to be on duty on site, ready with means to promptly handle arising situations to ensure the safety of people's health, lives, and property of the State and the people.

To proactively and promptly respond to flooding, ensure safety before storm No. 3 (storm WIPHA) and during the 2025 storm season, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, assigned the Department of Construction and the People's Committees of communes, wards, and special zones to urgently organize reviews, take measures, and complete the pruning and bracing of rotten and dangerous trees on roads under their management to ensure maximum limitation of fallen trees that obstruct traffic and affect the power system.
The Department of Agriculture and Environment is assigned to direct the Hai Phong Urban Environment One Member Co., Ltd., units providing waste collection, transportation and treatment services, and related localities to proactively arrange equipment, vehicles, and human resources to promptly collect, transport and treat waste generated by storms to ensure environmental sanitation.
City departments, branches and sectors; People's Committees of communes, wards and special zones; investors, contractors and relevant agencies and units urgently organize the review of construction works, paying special attention to degraded and vulnerable works; take measures to ensure safety in construction and management and operation of works.
Regarding the work of overcoming flooding when there is heavy rain, the Standing Vice Chairman of the City People's Committee assigned Hai Phong Drainage One Member Co., Ltd., the following Joint Stock Companies: Hai Duong Urban Works Management, Hai Phong Public Works and Construction, Hai Phong Public Works and Tourism Services to urgently focus resources, proactively implement measures to ensure drainage, and minimize serious flooding in the areas under the management of the unit.
The Department of Construction shall preside over and work with relevant agencies and units to proactively develop scenarios and plans to respond to situations of widespread, prolonged heavy rain combined with high tides that may occur during the storm season. Review and arrange warning signs at regulating lakes and canals that may pose a danger to people and vehicles.
The Department of Construction is assigned to urgently inspect and review old, dangerous and degraded apartment buildings in the city; proactively develop and implement storm prevention plans in apartment buildings: Reinforce roofs, prevent fire and explosion; relocate and temporarily shelter households (if necessary); immediately repair construction items and apartments belonging to public property affected by the storm to stabilize people's lives.
