In recent days, border posts in the coastal border areas of Thanh Hoa and Nghe An provinces have quickly taken action to focus on announcing and calling on local people's boats to move ashore to avoid storm No. 3. The units also sent many working groups to stand guard at boat moorings to guide and request ship owners and captains to move their boats to the correct position and tie up according to regulations.
By the morning of July 21, when there was not much time left for storm No. 3 to make landfall, Border Guard units were racing against time with local authorities and other forces, determined to ensure the safety of people's lives and property.

In the Thanh Hoa sea area, there are many estuaries and large numbers of ships. In response to the development of storm No. 3, the Thanh Hoa Provincial Border Guard Command has organized 4 working groups to strengthen the deployment of key border posts to direct and urge the implementation of response measures.
Since receiving information about storm No. 3, officers and soldiers of the Nghi Son Port Border Guard Command have worked with local authorities to quickly deploy disaster response measures. Because the unit is assigned to be in charge of a large area with a large population, with over 700 fishing vessels and thousands of fishermen at sea. Especially in the sea area around Hon Me managed by the unit, there are many households investing large amounts of money in seafood farming.

Talking to us, Lieutenant Colonel Bui Ba Ngoc, Commander of the Nghi Son Port Border Guard Command, said: “In the past few days, the unit’s forces and local authorities have divided into many groups to go to the areas to propagate and mobilize people to deploy measures to respond to the storm. Up to now, most of the fishermen’s vehicles have anchored in safe areas, we have also strictly implemented the ban on going to sea, and resolutely handled violations. The viewpoint of the local authorities and forces is to resolutely not let fishermen stay in dangerous areas.”
For people raising seafood in the Hon Me area, the unit coordinated with the Hon Me Joint Battalion, the Defense Command of Region 5 - Tinh Gia, and the Thanh Hoa Provincial Military Command to support people in securing their cages. Along with that, combined with propaganda, the people were required to strictly comply with the local decision to return to shore safely before the time when storm No. 3 directly affected.

On the morning of July 21, heavy rain and big waves began to fall on the coastal border area of Nghe An province. Border guards continued to deploy troops to support people in anchoring boats and transporting fishing gear to shore. At the same time, they supported people in securing their houses and ensuring safety.
Lieutenant Colonel Tran Van The, Political Commissar of the Border Guard Station at Cua Lo - Ben Thuy Port, Border Guard Command, Nghe An Provincial Military Command said: "The sea area managed by the unit has many households raising aquatic products. We have coordinated with local authorities to propagate and mobilize people not to stay on cages to avoid danger to their lives. The unit's working groups and other forces will regularly inspect, remind and require people to strictly comply with storm prevention and control regulations."
Faced with the situation of local fishing boats and boats from many provinces and cities taking shelter from the storm, units of the Border Guard of Thanh Hoa and Nghe An provinces also maintain permanent working groups here. The number of officers and soldiers of the working group is responsible for coordinating with the management board of the anchorage area and fishing port to ensure security, order, safety, and fire prevention for fishermen's vehicles.
