Dien Bien Police receive and foster 40 students

On the afternoon of August 21, Dien Bien Provincial Police held a ceremony to receive and foster 40 students who are children of officials and people from 6 provinces of Northern Laos and children of ethnic minorities in Dien Bien province under two programs, including: "Dien Bien Police support training of 12 students from 6 provinces of Northern Laos" and "Adopted children of Dien Bien Police".

Attending and witnessing the adoption ceremony of Dien Bien Police, there were Colonel Kham Si-Nau Va Lat, Head of the Representative Office of the Lao Ministry of Public Security in Vietnam; representatives of the police leaders of the provinces: U Dom Xay, Bo Keo, Luong Nam Tha.

Regarding the program "Dien Bien Police support training of 12 students from 6 provinces of Northern Laos" and the program "Adopted children of Dien Bien Police", Colonel Vu Van Dau, Director of Dien Bien Provincial Police, said: in the spirit of international cooperation "Helping friends is helping yourself" and the spirit of mutual love, responding to the call "The whole country joins hands for the poor", "No one is left behind", Dien Bien Provincial Police reported and received approval from the Central Public Security Party Committee, leaders of the Ministry of Public Security of Vietnam, leaders of the Ministry of Public Security of Laos, the Standing Committee of the Provincial Party Committee , and the People's Committee of Dien Bien Province to allow the Provincial Police to simultaneously implement two programs.

Implementing two programs, Dien Bien Provincial Police coordinated with local Party committees and authorities in the province and the police of 6 Northern Lao provinces to screen and select 40 children. Of these, 12 are overseas students who are children of officials and people from 6 Northern Lao provinces; 28 are children of ethnic minorities in remote areas of Dien Bien province and have special circumstances.

The implementation period of the two programs will start from September 2025 and is expected to end in 2036 (when the children complete their university and college programs).

During this time, all 40 children were raised, cared for and educated at schools and educational institutions until they finished university or college (depending on each child's learning ability). All funding for raising, teaching and studying expenses of the children was mobilized from socialized sources; from support from party members, officers, soldiers of Dien Bien province's police and other legal sources.

To ensure food, accommodation and study conditions for the children, Dien Bien Provincial Police arranged for 20 children (8 Vietnamese students; 12 Lao students) to stay at the old PC09 headquarters; 10 children were arranged to stay at Muong Nhe Commune Police; 10 children were arranged to stay at Na Hy Commune Police.

Witnessing the announcement ceremony and reception of students for nurturing and care under two programs at the Dien Bien Provincial Police Hall, Comrade Vu A Bang, Vice Chairman of the Dien Bien Provincial People's Committee, praised the efforts and initiatives of the Dien Bien Provincial Police.

Comrade Vu A Bang affirmed: Although the two programs have different names, they have the same goal, which is to nurture talents, nurture young people, and at the same time contribute to maintaining border security, building great national unity and fostering the everlasting friendship between Vietnam and Laos.

The Dien Bien Provincial Police Department's welcoming of 12 Laotian students and 28 children with especially difficult circumstances into one home to care for and raise affirms the responsibility, revolutionary and humane nature of the Dien Bien police force.

"As one of the first models deployed in the entire People's Public Security force, and a program proposed and directly implemented by Dien Bien Provincial Public Security, this shows the determination, spirit of innovation, creativity, daring to think, daring to do of officers and soldiers of Dien Bien Provincial Public Security and their responsibility to the community and international friends. This is not only an act of material support, but also a solution to build a position of people's hearts early, from afar, from the root, from outside the territory with cultural depth and strategic vision" - Comrade Vu A Bang emphasized the meaning of the program.

From now on, in the new home, the children will be guided and taught by the Dien Bien Police how to eat, live, study and live...

In order for the two programs to be implemented effectively, sustainably and in-depth, comrade Vu A Bang requested that the departments and branches: Department of Education and Training, Department of Home Affairs and associations and unions proactively support the Provincial Police to complete the documents and accept the children for study; pay attention to organizing for the children to participate in extracurricular activities, cultural exchanges, arts and sports to arouse optimism and the will to rise up.

As for the commune-level authorities where the children previously and currently reside, Vice Chairman Vu A Bang requested that they proactively coordinate, supervise, and provide logistical support; regularly visit and encourage the families and support the implementation of policies, resources, and the Dien Bien Police force to best care for the children.

For the students received and raised by Dien Bien Provincial Police, the Vice Chairman of the Provincial People's Committee hopes that they will proactively study, practice, live with discipline, have dreams and aspirations to become useful citizens in the future, contributing to building the homeland.
