The defendants' criminal acts that infringe upon State management of the environment not only damage the environment but also reduce people's trust in organizations operating in the environmental field.
On July 23, the Investigation Police Agency of Dak Lak Province Police announced that the unit had just initiated an additional criminal case on the crime of "Giving and receiving bribes", and at the same time issued a decision to prosecute 3 defendants: Le Trong Huy Truong, born in 1978, residing in Buon Ma Thuot Ward, Dak Lak Province, Head of General Administration Department of Dak Nong Aluminum Company - TKV (VINACOMIN); Mai Thanh Tung, born in 1993, residing in Kien Duc Commune, Lam Dong Province, Deputy Head of Environmental Safety Department of Dak Nong Aluminum Company - TKV (VINACOMIN) and Le Manh Hung, born in 1980, residing in Dak Lieng Commune, Dak Lak Province, former Deputy Director of Lak District Medical Center (old) .
The above defendants had an agreement with defendant Doan Ba Nhut, Director of PNE Environmental Center, located in Thanh Nhat Ward, Dak Lak Province (who was prosecuted and temporarily detained by the Investigation Police Agency of Dak Lak Province in December 2024) to create conditions for PNE Environmental Center to sign contracts with their units, with each contract signed, implemented and paid, defendant Nhut had to deduct from 30 to 35% of the contract value to defendants Truong, Tung and Hung.
The additional prosecution of this criminal case for the crime of "Giving and receiving bribes" is related to the case of "Forging documents of agencies and organizations; using fake documents of agencies and organizations", which was decided by the Investigation Police Agency of Dak Lak Provincial Police to prosecute the criminal case and prosecute the accused in December 2024.
Previously, on December 19, 2024, the Dak Lak Provincial Police Investigation Agency issued a decision to prosecute the criminal case, prosecute the accused and temporarily detain Doan Ba Nhut, Director of the PNE Environmental Center, located in Thanh Nhat Ward, Dak Lak Province, for the crime of "Forging documents of agencies and organizations; using fake documents of agencies and organizations". Expanding the investigation of the case to March 14, 2025, the Dak Lak Provincial Police Investigation Agency prosecuted the accused Tran Le Lam Phuong, an employee of the PNE Environmental Center.
The investigation results determined: During the period from October 2019 to 2024, although the PNE Environmental Center's Certificate of Eligibility for Environmental Monitoring Services had expired, and did not guarantee the capacity of its personnel and laboratories, Mr. Nhut still signed environmental service contracts with nearly 100 organizations and individuals in many provinces and cities such as Dak Lak, Gia Lai, Lam Dong and Ho Chi Minh City, and at the same time directed Tran Le Lam Phuong and a number of other employees of the PNE Environmental Center to falsify 1,058 environmental monitoring analysis and testing results. Thereby, illegally profiting billions of VND.
The fake environmental impact assessment reports do not accurately reflect the environmental situation, weaken the effectiveness of environmental protection policies, and cause long-term impacts on the ecosystem. The criminal acts of the defendants violate the State's environmental management, not only damaging the environment but also reducing people's trust in organizations operating in the environmental field.
Currently, the Dak Lak Provincial Police Investigation Agency is actively and urgently investigating and clarifying the violations of other related people to ensure deterrence, not to let criminals escape, and to handle the right person for the right crime. At the same time, it is recommended that businesses and individuals research carefully before choosing reputable environmental service providers with sufficient legal qualifications to ensure compliance with legal regulations in the environmental field.
