Previously, on January 8, 2025, Nhan Dan Newspaper published an article "Need to clarify the issue of unlicensed medical examination and treatment in Son La", reflecting signs of fraud for examination and treatment of diseases using exclusive high technology at the DHY JW CENTER Medical Examination and Treatment Center located at 27 To Hieu Street, old Son La City, now To Hieu Ward, Son La Province.
Immediately after Nhan Dan Newspaper published an article, during the night, DHY JW CENTER Medical Examination and Treatment Center dismissed all employees; cleared all equipment and moved out of house number 27, To Hieu street.
At the same time, the Center also deleted all advertising pages on Facebook; deleted all Facebook, Zalo, and Telegram accounts of the group; burned related documents...
Based on the information reported by Nhan Dan Newspaper and evidence provided by the people, the Investigation Police Agency, Son La Provincial Police coordinated with the People's Procuracy of Son La City to conduct an investigation and verification according to the provisions of law.
Initial investigation results basically determined: DHY JW CENTER medical examination and treatment center owned by Duong Cong Dinh and Nguyen Thi Huyen is not licensed to examine and treat diseases.
To prepare and maintain operations, Duong Cong Dinh and Nguyen Thi Huyen opened new or rented spa, hair salon, and shampoo centers to create a cover to avoid detection by authorities.
Although they rented spa, hair salon, and shampoo centers, they actually hired people to post on Facebook: Recruiting staff and advertising the center as a "High-tech musculoskeletal treatment institute" capable of curing diseases such as: bones and joints, dermatitis, sinusitis, hemorrhoids, andrology... examined and treated by experienced doctors at Hanoi Medical University Hospital.
The subjects also hired many employees without professional qualifications or medical expertise to act as consultants, treating doctors, and technical staff.
Along with that, the subjects also hired people to pretend to be patients who had been effectively treated; used fake films and test results... to create trust for customers coming to see a doctor and get treatment in order to appropriate property.
Accordingly, when a customer comes to the medical examination and treatment center, a number of assigned staff members will introduce themselves as doctors and technicians to provide consultation and introduce treatment methods, total examination and treatment costs, and commit to completely curing all types of diseases: Bones and joints, sinuses, hemorrhoids, dermatitis, andrology... with high-tech equipment.
After the customer agrees to participate in the treatment, the subjects take the customer to the service rooms, use black cloth to cover the eyes of the person coming for treatment and use equipment: whitening bath machines, skin care machines; laser hair removal machines... sold on the market at cheap prices to perform operations to deceive the customer's senses.
Previously, on July 8, 2025, at a meeting chaired by the Secretary of the Son La Provincial Party Committee on illegal mineral exploitation following a report from Nhan Dan Newspaper, Colonel Tran Thanh Son, Deputy Director of Son La Provincial Police, provided additional information about the investigation and arrest of 3 suspects by the Provincial Police.
Also at the above meeting, Colonel Tran Thanh Son thanked Nhan Dan Newspaper for promptly reporting on the illegal medical examination and treatment activities at 27 To Hieu. This helped the investigation agency grasp the information to handle it in accordance with the law, ensuring the rights of the people.
The subjects also buy common medicines with instructions for use, then remove the labels and sell them to customers. After completing treatment and paying all costs, the customer will be provided with a commitment to guarantee the treatment. The price of the full treatment packages, depending on the type of disease, ranges from 5 million VND to 20 million VND/patient.
Consider the behavior of subjects showing signs of committing the crime of "Fraudulent appropriation of property" through the form of medical examination and treatment, according to the provisions of Article 174 of the Penal Code.
On June 9, 2025, the Investigation Police Agency, Son La Provincial Police urgently searched Duong Cong Dinh's residence at No. 71, Lane 44, Tran Thai Tong Street, Dich Vong Hau Ward, Hanoi City and seized many electronic data related to the crime.
Based on the investigation documents, it was determined that Duong Cong Dinh and Nguyen Thi Huyen also opened other medical examination and treatment centers, including: Teayang Dr. Heakth Care Medical Examination and Treatment Center at No. 40, Nguyen Khoi Street, Vinh Yen City, Vinh Phuc Province and DHY Hanoi Medical Examination and Treatment Center at To Hien Thanh Street, Group 4, Phan Thiet Ward, Tuyen Quang City, Tuyen Quang Province.
On June 9 and 10, 2025, the Investigation Police Agency, Son La Provincial Police coordinated with Vinh Phuc Provincial Police and Tuyen Quang Provincial Police to conduct emergency searches at the above two Centers.
Based on initial data, it was preliminarily determined that many people in Son La, Vinh Phuc, Tuyen Quang provinces... after receiving advertising information on Facebook went to these centers for examination and treatment.
On June 20, 2025, the Investigation Police Agency, Son La Provincial Police initiated a case, prosecuted the accused and issued a detention order for 3 accused including: Duong Cong Dinh, born in 1995 and Phung Van Long, born in 1995, both residing in Yen Son village, Huong Dao commune, Tam Duong district, Vinh Phuc province.
The remaining subject prosecuted is Nguyen Thi Huyen, born in 1994, residing in Trung Ha village, Tien Thinh commune, Me Linh district, Hanoi city. All 3 subjects were prosecuted for the crime of "Fraudulent appropriation of property" under the provisions of Article 174 of the Penal Code.
The case is currently under investigation. The Investigation Police Agency, Son La Provincial Police, has announced the subject's method and means of committing the crime.
