The conference to inform about the 2025 high school graduation exam scores was held by the Ministry of Education and Training (MOET) on the afternoon of July 15 at the headquarters of the MOET.
More than 15,300 exams scored 10
Permanent Deputy Minister of Education and Training Pham Ngoc Thuong said this is the first time the Ministry of Education and Training has organized a conference to announce score distribution.
Statistics show that this year, the whole country had more than 15,300 exams with a score of 10, an increase of more than 4,400 compared to last year. Specifically, in math, there were more than 1.12 million candidates taking the exam, of which 513 candidates scored 10, with 6 exams scoring 0. In geography, there were more than 6,900 exams scoring 10, with 3 zeros in this subject. Next was physics with 3,930 scores of 10, with 1 zero.
History ranked third with 1,518 scores of 10, with 2 zeros. Economics and law education had 1,451 scores of 10, with no zeros. Literature alone had no scores of 10, with 7 zeros.
The score of 10 in chemistry is 625, no zero points; the score of 10 in English is 141, no zero points in this subject is 2; the score of 10 in technology - agriculture is 101, no zero points; the score of 10 in biology is 82, no zero points in the exam; the score of 10 in information technology is 60, no zero points; the score of 10 in technology - industry is 4, no zero points.
According to the analysis, the literature subject's score distribution is relatively stable, with an average score of 7, and the score achieved by the most candidates is 7.5. The English subject has an average score of 5.38. According to the representative of the Ministry of Education and Training, the "beautiful" English score distribution is a surprise to the entire score distribution analysis council. Hanoi and Ho Chi Minh City are the two localities with the most 10 points in English, specifically, Hanoi has 56 10 points, Ho Chi Minh City has 29 10 points. The remaining provinces in the top 10 have about 3 - 5 10 points. The average score for physics is 6.99 points, the average score for chemistry is 6.06. Meanwhile, in biology, the score distribution is wider, with an average score of 5.78 points, with 82 candidates achieving a score of 10. The average score for information technology is 6.78, the average score for history is 6.52. There are 1,510 points for 10 subjects of history. Geography has an average score of 6.63 points, technology - industry has an average score of 5.79, this is the first subject to appear in the high school graduation exam. Agricultural technology has an average score of 7.72, this is the subject with the highest average score among the subjects. Economics and law, the average score is 7.69.

English and math scores are both "nice" (?!)
Overall assessment of the exam scores of the subjects, Professor Nguyen Dinh Duc, Chairman of the Council of the University of Technology - Vietnam National University, Hanoi, said that the differentiation of this year's exam was good. Although math and English were difficult, fortunately, looking at the score distribution, one did not feel "shocked" by the low scores. Regarding English, a subject that has received much public attention, Professor Duc said that the English score distribution was "beautiful", reflecting reality.
"The English exam is difficult, but it is difficult because the output standards have changed, reaching level B1, not like previous years. The structure of the English exam has also changed. Every year, about 1 million candidates take the English exam, but this year there are only more than 300,000 candidates. The average score has not changed much compared to last year, because when candidates choose English, they usually already have good ability," said Professor Nguyen Dinh Duc.
Meanwhile, Dr. Hoang Ngoc Vinh, former Director of the Department of Vocational Education - Ministry of Education and Training, commented that the English score distribution of the 2025 high school graduation exam looks balanced on the surface but contains many instabilities: the average score is only 5.38, the median is 5.25 and nearly 50% of candidates are below average. Meanwhile, the average score of physics is 6.99, only 9.8% of candidates are below 5 points; chemistry is also at 6.06, significantly lower than English. From here, a paradox arises, that is, candidates choosing English are at a clear disadvantage when applying to university, just because of the difficulty and lower score distribution. With the same learning ability but choosing different subjects can lead to a difference of up to 1-1.5 points - this is unfair in a competitive admissions environment.
Mr. Thai Van Thanh, Director of the Department of Education and Training of Nghe An province, noted that although there is still regional differentiation in English scores, some mountainous provinces such as Dien Bien have improved. This is not accidental but is the result of systematic investment and effective implementation of new teaching methods. The math score distribution shows a clear level of differentiation, the average score is not high but reasonable in the context of changing the way questions are set. More importantly, there is no longer the case of "randomly guessing" and still getting high scores like before. This year's exam requires students to think and understand in order to do it. According to Mr. Thanh, the 2025 high school graduation exam has successfully completed its mission of evaluating students in a more comprehensive and substantial way.
Ms. Nguyen Boi Quynh, Principal of Viet Duc High School (Hanoi), said that the innovation of exam questions, especially in math and English, requires teachers to innovate teaching methods, and students to change their learning methods, not only in grade 12 but also in grade 10. It is impossible to just teach tips for doing the test, memorizing the model, but must help students understand and apply knowledge.

Enough to be the basis for university admission
Deputy Minister of Education and Training Pham Ngoc Thuong, Head of the National Steering Committee for the 2025 High School Graduation Exam, assessed that this year's high school graduation exam has fully achieved three important goals: considering graduation, providing data to assess the quality of teaching and learning in general education, and being the basis for education policy.
Mr. Thuong said that this year's score distribution is considered highly reliable and can be used as a basis for university admission. Difficult provinces such as Gia Lai and An Giang have students achieving high scores in IT, reflecting the positive impact of policies related to teaching, examinations, etc.
