On the afternoon of July 10th, in Hanoi , a conference was held to announce regulations on the framework of criteria for evaluating the performance of individuals and units at the Central Policy and Strategy Committee (KPIs framework), chaired by Comrade Tran Luu Quang, Secretary of the Central Committee of the Party and Head of the Central Policy and Strategy Committee.
As the first central agency to issue a KPI framework – an advanced performance management model – the Central Policy and Strategy Board considers this a significant milestone in improving the quality and effectiveness of its work.
The regulations include a framework of criteria for evaluating individual work performance applicable to the evaluation of officials, civil servants, and public employees, and a framework of criteria for evaluating unit work performance applicable to the evaluation of departments and units under the Board.
Based on this, the departments and units of the Board will, based on the functions, tasks, and job descriptions of officials and employees in their respective units, issue and apply the set of criteria for evaluating individual work performance to assess officials and employees in their units; clearly defining the weight of each group of criteria; specific criteria that are appropriate to the job descriptions of officials and employees; and the scoring scale for each criterion.
The KPI framework also takes into account performance evaluation criteria that fall under the specific KPI group of the unit.

Speaking at the event, Comrade Tran Luu Quang, Secretary of the Central Committee of the Party and Head of the Central Policy and Strategy Committee, emphasized the importance of the Party's major orientations on personnel work and building a modern, professional, effective, and efficient public service, which have been institutionalized in the amended Law on Cadres and Civil Servants recently passed by the National Assembly .
One of the breakthroughs is the innovation in evaluating civil servants through specific indicators of work progress, quality, and efficiency. This regulation will be applied from January 1, 2026. With the pioneering spirit of a strategic advisory body, the leadership team of the Board has decisively directed the research and development of the Board's KPI framework and implemented it from the beginning of July.
Comrade Tran Luu Quang also shared that the Board will operate this system based on core principles: "Discipline - Fairness - Transparency - Professionalism - Cohesion," in which the work performance of individuals is closely linked to the work performance of the unit, and the work performance of the unit is closely linked to the responsibility of the head of the unit.
