Announcement of the decision to conduct thematic audits in Thanh Hoa area

On the morning of March 18, the State Audit held a conference to announce the Decision of the State Auditor General on auditing the Special topic on the regulation, management and use of land use fee revenue for socio -economic development investment in 2023 according to the Resolution of the People's Council of Thanh Hoa province and the Special topic on the management and leasing of public land for the period 2022-2023 in Thanh Hoa province.

At the conference, Chief Auditor of State Audit Region XI Doan Chien Thang announced the decision of the State Auditor General with the aim of assessing the honesty and reasonableness of information and data on regulation and use of land use fee revenue for investment in socio-economic development and financial data and information of projects; assessing compliance with the Resolution of Thanh Hoa Provincial People's Council on regulation, management and use of land use fee revenue for investment in socio-economic development; recommending competent authorities to improve inadequate mechanisms and policies; promptly detecting violations, acts of corruption, waste and negativity and clearly identifying the responsibilities of collectives and individuals to propose handling in accordance with the provisions of law.

The audit content focuses on the regulation, management and use of land use fee revenue for investment in socio-economic development; investment capital; investment costs for project implementation; compliance with laws, investment management regimes, construction, finance, accounting and other relevant legal policies.

Thematic audit of public land management and leasing in the period of 2022-2023 of Thanh Hoa province aims to assess compliance with the law, economy, effectiveness and efficiency in the management and leasing of public land in the locality; recommend competent authorities to improve inadequate mechanisms and policies, promptly detect violations, acts of corruption, waste and negativity and clearly identify the responsibilities of collectives and individuals to propose handling according to the provisions of law.

The audit focuses on compliance with legal regulations in the management and leasing of public land; the accounting and management of revenues and sources of revenue from public land.

According to the decision, there will be 18 units audited this time. Of which, there are 4 departments and branches: Department of Finance, Department of Planning and Investment, Department of Natural Resources and Environment, State Treasury and 14 districts, towns and cities in the province including: Thanh Hoa city, Sam Son city, Nghi Son town, Ngoc Lac, Quang Xuong, Thieu Hoa, Yen Dinh, Nga Son, Nhu Xuan, Hoang Hoa, Trieu Son, Dong Son, Tho Xuan, Thuong Xuan districts.

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi sincerely thanked the State Audit for always accompanying Thanh Hoa province in implementing socio-economic development tasks. At the same time, he directed the departments, branches and audited units to closely coordinate with the State Audit in implementing the requirements and tasks set out.

Thanh Hoa province has closely directed the Special Topic on regulating, managing and using land use fee revenue for socio-economic development investment in 2023 according to the Resolution of Thanh Hoa Provincial People's Council and the Special Topic on management and leasing of public land for the period 2022-2023. Immediately after this conference, the Provincial People's Committee will assign tasks to units and localities to seriously implement the provision of information and documents for auditing to ensure the correct progress and time of auditing.
