From July 1, the whole country will reorganize administrative units, reducing the number of provinces and cities from 63 to 34. This change is accompanied by adjustments to the names, administrative codes and locations of thousands of communes and wards.
To ensure uninterrupted postal services, no loss, no impact on people and no additional costs, Vietnam Post has proactively deployed many synchronous solutions.
Notably, to avoid interruptions and errors in the processing of postal items, Vietnam Post has developed an automatic conversion tool between old and new addresses at the website: https://diachi.vnpost.vn, allowing users to use both types of addresses.
This is one of the very convenient tools, allowing flexible order processing, even with Excel files or API connections. Currently, the tool has been integrated directly into the My Vietnam Post application.
Mr. Nguyen Hong Long, Director of the Network Operations Center, said that Vietnam Post currently owns a massive digital address database, with more than 23 million addresses built, collected and standardized over many years. This is an important foundation for the Corporation to effectively deploy solutions to adapt to changes in administrative boundaries from July 1, 2025.
“As the new administrative address covers a wider area after the merger of provinces and cities, the digital address system of Vietnam Post continues to play an important role, helping with convenient lookups, effectively supporting production and business, service operations and public administrative activities. Changing local names will no longer be a concern for people or businesses – whether in remote areas or in the middle of a big city,” Mr. Long shared.
All operational software such as receiving, sorting, routing and delivering mail has been upgraded synchronously to suit the new boundaries. Vietnam Post Corporation has organized a nationwide system test and trained 100% of employees and postmen at service points to master the address processing process according to the new list.
Look up new administrative units with Viettel 's AI assistant
At the same time, people are also guided directly at transaction points or via the official application, website, and social network of the Post Office.
With nearly 13,000 service points nationwide, Vietnam Post has prepared in advance according to the principle of "no service interruption - no impact on people". The software system, address data and delivery routes are all updated synchronously, preventing lost mail or address confusion.
"Customers do not need to worry if they do not know the new address - because both the old and new addresses are accepted and processed accurately by the system. People do not have to re-declare, do not have to update, and especially, do not incur additional costs," said a representative of the Corporation.
Other activities such as social security payments, social insurance, public administration, etc. via the post office continue to be guaranteed to operate smoothly as usual.

Recently, the Military Industry and Telecommunications Group (Viettel) has also launched an AI assistant that can be used via the web to look up all information about new administrative units for all people. The AI assistant is completely free for all people.
Viettel has developed an AI assistant that can be used via a web platform at https://tracuuphuongxa.trolyao.org/, helping people easily look up information about new administrative units from personal computers, tablets, and smartphones.
People can ask questions about the information the administrative unit wants to learn in the form of a conversation and the virtual assistant will provide information with corresponding text sources.
The AI assistant also provides a comprehensive handbook on the new provincial and commune-level administrative units, including the Resolutions of the National Assembly Standing Committee on the arrangement of new administrative units.
