Initial effectiveness

Building a digital government is the first step that determines the success or failure of digital transformation in the administrative sector, serving the people. According to the People's Committee of Nam Tra My district, the information technology (IT) infrastructure at state agencies in the area has basically met the requirements for deploying applications in the management, operation, and activities of units and commune-level People's Committees. Accordingly, the average ratio of computers per official/civil servant at the district level is 100% and at the commune level is 95%.

The communes in the district have equipped themselves with relatively high-speed network and Wi-Fi infrastructure to support the exploitation and application of information technology. To date, 26 out of 35 villages in the district have 3G/4G coverage (74%); 100% of administrative centers, commune health stations, and 25 out of 29 schools in the district have fiber optic internet (86%). The online video conferencing system is interconnected across four levels (central - provincial - district - commune).

Mobile network operators have invested in 45 base stations (30 Viettel stations, 13 VNPT stations, and 2 MobiFone stations) in the district, ensuring coverage in all 10 communes. Based on this, Nam Tra My has deployed community Wi-Fi systems in 31 out of 35 villages, 40 IP broadcasting clusters (wireless broadcasting) in 4 communes (Tra Van, Tra Tap, Tra Leng, and Tra Nam), and community technology groups in all 35 villages.

Regarding the digital economy, it has initially instilled confidence in businesses, cooperatives, and household businesses in the district.

Ms. Nguyen Thi Huynh, Director of Huynh Sam One-Member Limited Company, said: “Digital technology has been highly effective for our company's business, especially since we joined the district's e-commerce platform. This has built customer trust in our medicinal products and Ngoc Linh ginseng.”

"We have accounts, take photos, and create promotional videos to post on the page. Besides the district's page, we also make full use of social media for buying and selling products, and payment is also electronically via bank account, so it's very convenient."

Efforts to keep up with the general trend

According to Mr. Tran Van Man, Vice Chairman of the People's Committee of Nam Tra My district, the application of digital certificates and digital signatures has been implemented in 100% of state agencies under the People's Committee of the district and at the commune level.

Agencies and units have effectively applied the issued digital signatures, promptly meeting the urgent needs of agencies in ensuring the authentication and security of information.

Up to 90% of electronic documents sent are digitally signed, effectively serving the work of direction and management, saving costs, creating a modern working environment, contributing positively to administrative reform and improving work efficiency, increasing transparency in management and operation, and handling applications for the people. However, many difficulties remain, so both the government and the people must strive to keep up with the trend.

Some of the current challenges in the locality include: although the computer system has been invested in comprehensively, its quality is uneven; most computers are old and outdated, lacking the necessary equipment to install specialized software and applications; and most computers do not have antivirus software or information security tools.

In some units and localities, LAN networks and broadband internet speeds are still limited and lack centralized connection management.

The telecommunications infrastructure in residential areas is still inadequate, with many areas experiencing signal loss or weak signals, but investment in BTS base stations is impossible due to the lack of access to the national power grid. Consequently, the application of information technology, from government agencies to the general public, has not yet reached the desired level.

In the coming period, Nam Tra My district has identified three key tasks in digital transformation: building a digital government, a digital economy, and a digital society, with 23 specific tasks; the total estimated implementation cost is over 10.6 billion VND from national target programs, provincial and district budgets, and other mobilized sources.

The district will continue to request telecommunications companies to invest in eliminating remaining areas with weak or no signal coverage in the district. It will also continue to establish support points to help ethnic minority communities access information technology, apply it to their lives, and contribute to the current comprehensive digital transformation.
