The telegram stated: Pursuant to the Prime Minister's telegram No. 143/CD-TTg dated August 23, 2025 on focusing on emergency response to storm No. 5 in 2025, the Minister of Culture, Sports and Tourism requests:
Directors of the Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism in the above localities: Focus on leading and directing with the most urgent and drastic spirit, proactively monitoring the situation and developments of the storm, developing specific storm and flood response plans and effectively implementing response measures, closely coordinating with functional agencies and local authorities in the area to review and inspect all tourist accommodation establishments, tourist attractions, especially coastal areas, islands, areas at risk of landslides and flash floods; coordinate in organizing propaganda and evacuating tourists to safe places; count, inform, call on means of tourism activities at sea to know, not to enter or exit dangerous areas or to safe shelters; organize guidance for boats to safe anchorages, support people in implementing measures to ensure safety for boats (not to let them sink at shelters); Organize continuous communication, deploy measures to ensure absolute safety for tourists with the most proactive spirit.
Direct and review festival, entertainment and recreation activities in the area, develop plans, establish crowd evacuation procedures, notify residents and tourists to avoid large gatherings. Proactively decide or advise competent authorities to direct the temporary suspension of festival, entertainment and recreation activities and tourism in the area to ensure the safety of residents and tourists.
Deploy protection and reinforcement work for cultural and sports works and institutions, historical and cultural relics, scenic spots, tourist areas and spots in the area to ensure safety of life and property, especially now that the whole country is focusing on preparing for the grand celebration of the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam.
Direct press agencies, radio and television stations and grassroots information to update storm forecasts from the National Center for Hydro-Meteorological Forecasting to promptly notify people and tourists to proactively prevent and respond to heavy rains, floods, landslides, and flash floods that may occur in dangerous areas, at risk of flash floods and landslides, to move to safety.

The Vietnam National Administration of Tourism, the Department of Grassroots Culture, Family and Library focused on directing and guiding agencies, units and businesses in tourism and festival activities in localities affected by the storm to monitor, update the situation, and deploy plans to ensure safety for people and tourists before, during and after the storm.
The Press Department, the Department of Radio, Television and Electronic Information, the Department of Grassroots Information and External Information direct press, media and grassroots information agencies nationwide to organize propaganda, broadcasting and timely reporting on forecasts, developments of storms, instructions of the Government, the Prime Minister and central and local authorities for people to monitor and update regularly. Focus on information on the risks of floods, landslides and disease prevention that may arise due to floods and inundation, instruct people on skills to prevent and respond to storms and floods to minimize damage.
The Construction Investment Project Management Board proactively grasps the situation and directs contractors to deploy measures to ensure safety for construction works, and prepare available forces, means, and materials to respond to and overcome the consequences of storms and floods that may occur.

Ensuring safety of temporary structures at the National Achievement Exhibition
On August 23, 2025, the State Appraisal Department of Construction Quality - Ministry of Construction sent a document to Vingroup Corporation; Vietnam Exhibition Fair Center Joint Stock Company regarding the implementation of measures to ensure safety of temporary works at the Socio-Economic Achievements Exhibition on the occasion of the 80th anniversary of National Day to respond to storm No. 5.
Accordingly, to ensure absolute safety for people and works, maintain the quality, aesthetics and progress of this important political event, authorized by the Ministry of Construction's leadership, the State Appraisal Department of Construction Quality - Ministry of Construction requests Vingroup Corporation, Vietnam Exhibition Fair Center Joint Stock Company to coordinate with relevant agencies and units to urgently implement the following contents:
Before the storm hits: Urgently review, inspect, reinforce, and anchor all temporary construction items (structural frames, roofs, panels, signs, lighting systems, electricity and water, hanging equipment, etc.) to ensure stability and safety; Proactively dismantle items and components at risk of being unsafe when unusual factors appear; Prepare full disaster prevention plans, arrange vehicles and on-call forces, and closely coordinate with the Exhibition Organizing Committee and local authorities.
During the storm: Stop all construction, installation and on-site activities; Strictly prohibit workers, technical staff and related people from staying in areas at risk of unsafety; Organize security and control forces, coordinate with local authorities in response work.
After the storm: Organize inspection and assessment of the current status of temporary construction items according to the approved design documents; only allow continued construction, installation or putting into use of equipment and works after repairing all damages, ensuring absolute safety in terms of structure, electricity, lighting and aesthetics.
Vingroup Corporation and Vietnam Exhibition Fair Center Joint Stock Company urgently notify investors, design and construction units of temporary works and items serving the Exhibition and relevant agencies and units for implementation.
"This is an urgent and important task to ensure the safety of life, property and the success of this important event. The State Appraisal Department of Construction Quality requests relevant agencies and units to seriously implement it," the document stated.
