Industry - Bright spot in the growth picture

In the first 6 months of 2025, Son La's economy recorded positive signals from the industrial and construction sectors, especially key industries. Many products grew steadily, contributing significantly to the province's overall development goals.

Son La focuses on planning and investing in infrastructure for industrial parks and clusters and attracting production projects, especially renewable energy and agricultural processing. The province has 3 large hydropower plants (Son La, Nam Chien I, Huoi Quang), with a total capacity of 3,120 MW; 57 small hydropower plants with a capacity of 670.05 MW; 2 industrial parks (Mai Son, Van Ho), 2 industrial clusters (Moc Chau, Gia Phu); 34 industrial-scale agricultural processing facilities and about 1,000 small industrial and handicraft production facilities.

Since the beginning of the year, the industrial production index of the whole industry has increased by 9.5% compared to the same period. Many products have grown quite well, such as: cement increased by 14.9%, electricity production by 10.6%, construction stone by 5.2%, sterilized fresh milk by 4%, commercial tap water by 3.2%... Showing that the province's industrial production is on the path to recovery and breakthrough.

As a large unit in the province in terms of electricity production, Son La Hydropower Company strictly follows the reservoir operation process, ensuring effective exploitation of water resources and safety for the project, upstream and downstream.

Mr. Nguyen Tuan Dung, Deputy Director of the Company, said: In the first months of 2025, the amount of water flowing into the lake increased compared to the same period. The Company proactively monitored hydrometeorology, proposed flexible operations, efficient use of water resources, and avoided excess discharge. The generators were repaired and maintained in the first quarter, ensuring effective operation during the hot season. As a result, in the first 6 months of the year, Son La Hydropower Plant produced 3.420 billion kWh, reaching 119%, Lai Chau Hydropower Plant produced 1.095 billion kWh, reaching 121% over the same period.

Mai Son Cement Joint Stock Company is one of the leading units in product consumption. Mai Son Cement brand is increasingly trusted by domestic and foreign markets. Mr. Quach Huu Toan, Deputy Director of the Company, said: In the first 6 months of 2025, thanks to the high demand for construction, cement consumption reached nearly 251,000 tons; clinker more than 40,000 tons, an increase of over 3% over the same period last year.

In the first 6 months of the year, the total retail sales of goods in the province were estimated at VND20,200 billion, up 12.5% over the same period. Export value reached about 112.2 million USD, of which agricultural products increased by 10.5%. Main export items include: cement, clinker, coffee, tea, cassava products, sugar cane, bananas, mangoes...

Mr. Ha Nhu Hue, Director of the Department of Industry and Trade, said: The industry regulates and manages water resources reasonably, promotes the efficiency of hydroelectric plants, ensures water for power generation and agricultural production, stabilizes electricity supply and promotes agricultural processing. Enterprises and industrial establishments continue to expand their scale, improve techniques, apply technology, improve productivity, product quality and protect the environment.

The Department of Industry and Trade coordinates to update market information, support businesses to proactively produce, circulate, and clear goods; organize livestreams to consume plums, mangoes, and agricultural products in Phieng Khoai commune; promote and connect the consumption of Son La goods on e-commerce platforms. At the same time, promote administrative reform, creating favorable conditions for business development.

Synchronously implementing solutions, in the first 6 months of the year, the industry and construction sector contributed about 4,260 billion VND, up 11.83%, contributing 2.97 percentage points to GRDP growth. The results show that the market is recovering, the production capacity of local enterprises has clearly improved.

Efforts to increase GRDP growth to 8%

In the coming period, the global economy continues to recover but there are still many potential risks due to geopolitical conflicts, financial fluctuations and climate change. Increasingly strict technical barriers and environmental standards in major markets also put pressure on domestic products.

Currently, the province is implementing the Provincial Planning for the period 2021-2030, with a vision to 2050, identifying agricultural processing industry and renewable energy as development pillars. The reorganization of the apparatus according to the 2-level local government model is being implemented synchronously, contributing to improving management effectiveness and supporting the development of the industry and trade sector. However, Son La still faces difficulties in industrial infrastructure, labor quality and supply chain connectivity.

The Industry and Trade sector is closely coordinating with relevant units, advising the Provincial People's Committee to synchronously deploy solutions, aiming to achieve the goal that by the end of 2025, the industrial production index will increase by 1%, total retail sales of goods will reach 39,500 billion VND, and export turnover will reach 215 million USD, up 8.6% over the same period.

Mr. Ha Nhu Hue, Director of the Department of Industry and Trade, added: The industry is proactively inspecting and monitoring business activities, promptly removing difficulties, promoting production and consumption, especially products with the potential to increase output, making up for the decline. At the same time, focusing on developing the agricultural processing industry, closely following market prices, ensuring supply and demand balance, and stabilizing when necessary. The Department is promoting trade promotion, putting products on e-commerce platforms, supporting the consumption of goods, and improving knowledge of business and cooperative integration.

In addition, the province focuses on supporting investors to implement projects on schedule. In 2025, strive to put into operation Moc Chau High-tech Milk Factory, Phase 1; Vinatea Tea Processing Factory; BHL Son La Modified Starch Factory; Mavin Mai Son Animal Feed Production and Agricultural Product Processing Complex.

Strengthen the management of planning, investment and operation of small and medium hydropower plants; review and adjust the power supply network to ensure consistency and synchronization in scale and capacity according to the provincial planning. Step up inspection of dam and reservoir safety at plants under construction and operation; ensure water supply for downstream areas, prevent floods during the rainy and stormy season. It is expected that by the end of 2025, Nam Hoa 1, Hang Dong B and Nam Pan 5 hydropower plants will be put into operation.

With synchronous solutions, the drastic participation of the entire political system, and the efforts of enterprises, Son La industry has strongly shifted towards improving productivity, quality, efficiency and competitiveness, contributing to completing the target of GRDP growth of Son La province in 2025 at 8% or more.
