(Chinhphu.vn) - On the afternoon of July 22, at the Conference of the Prime Minister with Heads of Vietnamese representative agencies abroad on promoting economic diplomacy, Deputy Minister of Foreign Affairs Nguyen Minh Hang presented the results of implementing economic diplomacy in the first 6 months of 2025 and the focus of work in the last 6 months of 2025.

According to Deputy Minister Nguyen Minh Hang, in the first 6 months of 2025, economic diplomacy work has been implemented by the Ministry of Foreign Affairs and ministries, branches, localities, and enterprises with a determined, proactive, specific, and substantive spirit, opening up many new directions and achieving many important results.

Specifically, it has proactively promoted economic content in foreign affairs activities, especially high-level foreign affairs, contributing to maximizing external resources, effectively exploiting good foreign political relations to promote traditional growth drivers and new growth drivers, serving the economic growth target in 2025, creating momentum for double-digit growth in the next period.

In nearly 50 foreign affairs activities of key leaders in the first 6 months of 2025 (59 activities in the whole year of 2024), we have upgraded relations with 10 countries, signed 253 cooperation agreements (double that of 2024), in which economy, trade, investment, science and technology are the focus.

Renewing traditional growth drivers, proactively maintaining and promoting trade and investment cooperation with key and important partners, especially China, Japan, Korea, the United States, the EU, and ASEAN countries. Through high-level foreign affairs activities (China, Japan, France, etc.), market opening has been promoted.

In addition, the policy of diversifying markets and partners has been resolutely and effectively implemented, creating breakthroughs in a number of new and potential markets such as Latin America, the Middle East - Africa, Central Asia, Central Eastern Europe, etc., achieving specific results.

The Ministry of Industry and Trade has presided over and coordinated with the Ministry of Foreign Affairs and other ministries and sectors to actively promote new FTA negotiations with large potential markets (MERCOSUR, GCC, Southern African Customs Union (SACU), Brazil, Bangladesh, Egypt, etc.); promote the effective exploitation of signed FTAs. Actively remove market barriers, mobilize EU members to ratify

Investment Protection Agreement (EVIPA), removing the IUU yellow card, continuing to lobby the US to remove Vietnam from the D1-D3 group and soon recognize Vietnam as a market economy.

We have also proactively and actively implemented Resolution 57-NQ/TW and Resolution 71/NQ-CP; promoted science and technology diplomacy, international cooperation in science and technology, innovation, and digital transformation. Closely following the major policies of the Party and State, science and technology diplomacy is identified as a key task.

In addition, promoting the proactive role, actively participating, making substantial contributions at multilateral forums, enhancing the country's prestige and position, attracting resources for development. Through our leaders' participation and contribution, demonstrating Vietnam's strategic thinking and vision at multilateral activities (ASEAN, WEF, United Nations Ocean Conference, BRICS, Mekong Sub-region, etc.), successfully organizing the ASEAN Future Forum, P4G Summit, etc., continuing to affirm the country's new position and position and promoting many specific cooperation results in economics, trade, investment, etc.

Creating breakthroughs in trade and investment growth drivers

Regarding the shortcomings and limitations, Deputy Minister Nguyen Minh Hang acknowledged that we have not yet effectively and fully utilized the results of upgrading and upgrading relations as well as good political and diplomatic relations with partners to create breakthroughs.

In addition, the implementation of international commitments and agreements, although progressing positively, is still slow. Along with that, research, forecasting and consulting work in some cases is still not proactive and has not kept up with the situation.

Regarding the key tasks for the last 6 months of the year, Deputy Minister Nguyen Minh Hang said that economic diplomacy will focus on proactively and actively implementing effectively Resolution 59-NQ/TW on international integration in the new situation; effectively implementing and promoting economic diplomacy in high-level foreign affairs activities in the last 6 months of 2025 to maintain momentum, further strengthen relations with key partners, important partners and expand relations with potential partners.

At the same time, develop specific plans and establish a mechanism for exchanging with partners on promoting the implementation of high-level agreements that have been reached. Clearly assign ministries and branches to coordinate inspection, supervision, and resolute implementation in the spirit of saying what is done, committing to doing what is committed to produce specific products. Promote the effectiveness of the Working Group mechanism; promote exchange, foreign political advocacy, and coordinate with partners to resolve objective difficulties, promptly detect and handle newly arising issues.

Deputy Minister Nguyen Minh Hang also emphasized the task of continuing to promote and create breakthroughs in growth drivers of trade, investment, labor, and tourism.

Specifically, in terms of trade, promote harmonious and sustainable trade with major partners, diversify markets, diversify products, diversify supply chains; promote negotiations and sign new cooperation frameworks, especially with countries that have recently upgraded diplomatic relations, potential regions such as the Middle East, Eastern Europe, Latin America, Central Asia, Pakistan, Egypt, India, Brazil, etc.

Regarding investment, we will try to resolve and attract a number of key and strategic investment projects. We will promote FDI attraction in 11 strategic technology sectors; and encourage domestic enterprises to participate more deeply in the global value chain and production and supply chain.

Another key task mentioned by the Deputy Minister of Foreign Affairs is to promote new growth drivers, in which science and technology diplomacy, semiconductor diplomacy, and digital economic diplomacy are the focus and breakthrough of new-age economic diplomacy.

Along with that, continue to focus on and improve the quality of research and advisory work: closely monitor developments and situations, proactively propose timely and appropriate response solutions, avoid being passive, surprised, especially strategic surprise.

Strengthen the provision of information to localities and businesses on new governance rules, standards, and new economic trends. Promote dialogue and policy advice on economic and development issues; focus on long-term research on strategic issues to serve the completion of documents for the 14th Party Congress.
