Citizen Le Thi Bi, Hamlet 7, Khanh An Commune, U Minh District, stated: “On July 21, 2011, my family was granted a Land Use Right Certificate No. BG 222014 by the People's Committee of U Minh District with an area of ​​1,150 m2, at plot No. 569, map sheet No. 08, located in Hamlet 7, Khanh An Commune. However, in 2018, the U Minh District Land Registration Office adjusted the land information itself, changing the area, without notifying or providing me with an extract of the drawing, but hid it until the media got involved in 2022. From here, I discovered the abnormalities of my land, losing more than 1/3, equivalent to 398.3 m2. Accordingly, the U Minh District Land Registration Office, the District Department of Natural Resources and Environment explained to me that it was due to incorrect coordinates, errors in the measuring machine, and the previous issuer. wrong..., not going straight to the issue of whether there was any wrongdoing and who did wrong, beating around the bush and lacking responsibility, covering up for each other; there are signs that the person performing the task did wrong and assisted in my land encroachment, leading to the land boundary determination case lasting more than 10 years, causing economic, time and mental damage. I do not agree with the above answer, requesting an inspection, a clear written answer, in accordance with legal regulations".

Citizen Le Thi Bi, Hamlet 7, Khanh An Commune, U Minh District and representative presented the case at the citizen reception.

According to Ms. Le Thi Bi: The reason for the loss of land area is that the land use right certificate granted to Mr. Nguyen Van Thuan showed signs of overlapping with her land. The confusing thing is that during the process of establishing the records, the authorities did not follow the correct procedures and she did not sign the boundary even though she still lives in the locality.

Vice Chairman of the Provincial People's Committee Lam Van Bi directed: "Local authorities and relevant agencies should sit down together to review the process of granting land use right certificates to Ms. Le Thi Bi and Mr. Nguyen Van Thuan to see if there is any boundary overlap or whether the actual area is correct. If there is any mistake in the process of establishing the documents, it must be corrected and the shortcomings must be acknowledged."

Vice Chairman of the Provincial People's Committee Lam Van Bi noted that the locality and relevant agencies should sit down together to resolve the matter.

Concluding the meeting with citizens, Head of the National Assembly's Petition Committee Duong Thanh Binh directed the People's Committee of U Minh district to fulfill all responsibilities to the people and promptly resolve the matter in a reasonable and sympathetic manner. Assigned the Office of the Provincial National Assembly Delegation to monitor, remind the locality to resolve the matter and report the case and progress to the provincial National Assembly delegates.

Vice Chairman of U Minh District People's Committee Le Hong Thinh explained and clarified issues raised by citizens.

Mr. Duong Thanh Binh reminded the locality to fulfill all responsibilities, be fair, objective, and transparent. Whoever does wrong must be held accountable to the people and the State, and even compensate for material and spiritual damages to the people. At the same time, he reminded Ms. Le Thi Bi's family to provide complete documents to the court to resolve the case because the dispute has been accepted by the court.
