On May 8, the Inspectorate of the Ministry of Education and Training announced the conclusion of the inspection of the joint organization of exams and issuance of foreign language proficiency certificates with IDP Education Company Limited (Vietnam), the co-owner of the IELTS test in Vietnam.
According to the inspection conclusion, from January 1, 2022 to December 31, 2022, the Company has organized IELTS Test Report Form for 67,195 people, issuing 66,153 IELTS certificates. The test locations are spread across the country, including Hanoi, Ho Chi Minh City and 16 provinces and cities.
Meanwhile, from January 1, 2022 to September 9, 2022, IDP Company is not allowed to cooperate in organizing foreign language proficiency certification exams.
However, this company has cooperated with the organization of foreign language proficiency certification exams with a total of 46,643 certificates, violating Point b, Clause 5, Article 6 of Decree No. 04/2021/ND-CP of the Government regulating administrative sanctions in the field of education.
From September 10, 2022 to November 16, 2022, the Company is not allowed to organize joint exams to issue foreign language proficiency certificates in Vietnam. However, the Company has jointly organized foreign language proficiency certificates with a total of 9,587 certificates.
The Inspectorate of the Ministry of Education and Training stated that this responsibility belongs to the Director of IDP Vietnam Education Limited Liability Company.
The inspection conclusion also stated that on June 15, 2023, the Department of Quality Management (Ministry of Education and Training) sent an official dispatch to the Departments of Education and Training nationwide regarding the use of certificates to exempt from the foreign language test in the 2023 high school graduation exam.
The document clearly states: "Candidates who have registered to take the 2023 high school graduation exam can use foreign language proficiency certificates issued after September 10, 2022 to consider exemption from the foreign language exam according to regulations."
The Inspectorate of the Ministry of Education and Training recommends that IDP Vietnam Education Limited Company review all foreign language proficiency certification joint activities in Vietnam and comply with the regulations.
IDP Company reviewed and reported to the Department of Quality Management, proposing a solution for the number of foreign language certificates that the company had jointly organized to issue foreign language proficiency certificates without permission from the competent state management agency.
The Inspectorate of the Ministry of Education and Training also recommended that the Minister of Education and Training assign the Department of Quality Management to strengthen the inspection and supervision of the activities of units and organizations conducting training, joint training, and granting foreign language certificates in Vietnam in accordance with legal regulations, promptly detect, handle or recommend handling of violations (if any).
