Besides those outstanding results, the province saw improvements in its index and ranking in four areas: "Direction and management of administrative reform," "Administrative procedure reform," "Building and developing e-government and digital government," and "Impact of administrative reform on citizens, organizations, and socio -economic development." Specifically, the inspection of administrative reform was carried out regularly and decisively; dialogues were conducted with citizens and businesses in the province; regulations on controlling administrative procedures were strictly followed; the one-stop shop and integrated one-stop shop mechanisms were implemented effectively; the results of handling administrative procedure dossiers were high; the development of applications and services within state agencies was well implemented; and the province's investment attraction increased compared to 2023...
"Administrative procedure reform" is one of the four areas for improving the index and ranking, facilitating the resolution of administrative procedures for citizens and businesses.
In particular, in 2024, many new solutions and initiatives in administrative reform were implemented and brought practical results, such as: implementing the reception and processing of applications for cadastral map extracts and cadastral surveys of land parcels on the Electronic One-Stop System; piloting the reception of applications for cadastral map extracts and cadastral surveys of land parcels at some one-stop service departments in the province; and issuing a resolution stipulating the level of financial support for the operation of community digital technology groups in the province. As a result, for the criterion of "New initiatives and solutions in administrative reform," Ca Mau continued to achieve a perfect score (2/2 points).
However, two areas experienced both a decline in index and ranking. Specifically, "Civil Service Reform" dropped 5 places, due to two units incorrectly assigning civil servants and 15 units incorrectly assigning public employees according to the approved job position plan; 16 commune-level civil servants not meeting the required standards; some officials receiving disciplinary action at the level of reprimand or higher during the year; and the training and professional development of officials, civil servants, and public employees in 2024 reaching only 98.58%.
However, the area with the most significant decline in the province's index value and ranking in 2024 was "Public Finance Reform," dropping 13 places. Analyzing the reasons, Mr. Pham Chi Hai pointed out that this was due to the province's disbursement rate of state budget investment capital reaching only 93.71%; the results of implementing recommendations following state audits and inspections on finance and budget reaching only 95.70%; and the continued discovery of cases where public service units did not comply with regulations on the use of financial resources and the distribution of financial results...
Mr. Pham Chi Hai emphasized: "There are many objective and subjective reasons for the results of implementing this Administrative Reform Index. Some units have been slow to address shortcomings and limitations in implementing administrative reform; some criteria and sub-criteria in the socio-economic field, despite many efforts, have not seen much improvement due to geographical location, reduced profits or losses for businesses, such as the number of newly established businesses, the annual budget revenue collection of the province, etc.; at times there has been a lack of inspection, supervision, and reminders in the implementation of solutions."
However, with the determination of the entire political system and solutions to improve the Administrative Reform Index in the coming time, it is believed that Ca Mau will overcome its limitations and continue to make breakthroughs in the national ranking of the Administrative Reform Index.
