A boost for industrial promotion activities.

At its first special session, the Provincial People's Council passed a Resolution stipulating specific expenditure levels for local industrial promotion activities in Dak Lak province.

The policy will standardize the management and efficient use of industrial promotion funds, while creating new impetus to boost industrial and handicraft production in the province.

The subjects to which the industrial promotion policy applies are rural industrial establishments in the province, including: small and medium-sized enterprises, cooperatives, cooperative groups, and business households; industrial production facilities applying cleaner production methods; and domestic and foreign organizations and individuals participating in the management and implementation of industrial promotion services in the province.

The financial resources for implementing industrial promotion activities come from the provincial budget, allocated according to the annual budget balance.

In addition, it is encouraged to mobilize other legitimate financial sources and integrate some projects under national target programs and other socio -economic development programs to effectively achieve the objectives of industrial promotion programs and projects.

A notable aspect of the industrial promotion policy is that activities involving the application of advanced machinery and equipment, technology transfer, and scientific and technical advancements in industrial and handicraft production are supported with up to 50% of the costs, but not exceeding 270 million VND per establishment; the construction of technical demonstration models to disseminate new technologies and produce new products (including construction costs, machinery and equipment purchase costs; completion of documentation on technological processes and production processes for technical demonstrations) is supported with up to 30% of the costs, but not exceeding 800 million VND per model.

The province's policy also encourages the application of cleaner production in industry. Specifically, the construction of pilot models for applying cleaner production to industrial production facilities (including costs for replacing raw materials, fuels, and supplies; upgrading machinery and equipment, technology lines; training to improve management capacity; training to improve the skills of workers; product consumption; and completing documentation on technology and production processes for technical demonstrations) is supported with a maximum of 30% of the cost, but not exceeding 400 million VND per model.

In addition, industrial promotion funds will be used to support the establishment of handicraft production enterprises in areas with difficult and extremely difficult socio-economic conditions; organize trade fairs and exhibitions of handicraft products; build and register trademarks and brands for handicraft products; provide training in business startup and management, and hire experts, etc.

The Center for Industrial Promotion and Trade Development (Department of Industry and Trade) is reviewing and approving the industrial promotion project in Ea Kar commune.

According to the Department of Industry and Trade, the Provincial People's Council Resolution stipulating specific expenditure levels for local industrial promotion activities in Dak Lak province will finalize the policy supporting industrial promotion activities to ensure compliance with the law and suitability to the actual situation and the province's budget balance. Through this, the policy of encouraging and supporting organizations and individuals in production and business and the application of cleaner production in industry will be implemented more effectively. Currently, the industry and trade sector is advising the Provincial People's Committee on the effective implementation of the policy to gradually overcome difficulties in resources, funding, infrastructure, and policies, thereby promoting the development of rural industrial production.

During the period 2021-2025, the entire province implemented 146 projects (122 projects from the former Dak Lak province and 24 projects from the former Phu Yen province), including 7 national industrial promotion projects and 139 local industrial promotion projects. The total funding for the industrial promotion programs and projects over the past five years reached nearly 47 billion VND, including 4.8 billion VND from national industrial promotion funds, over 18 billion VND from local industrial promotion funds, and over 24 billion VND from beneficiary units.
