Delegate Ly Mong Trinh - Chau Thanh district unit - asked: Currently, patients in the province who participate in health insurance when going for medical examination and treatment still have to go out to buy some types of medicine prescribed by the treating doctor due to lack of medicine. The problem of lack of medicine, medical supplies, and chemicals to serve people participating in health insurance has been proposed by voters since 2021 and through many sessions of the Provincial People's Council, voters have expressed their concerns. Why has it not been resolved yet?
Director of Kien Giang Department of Health Ho Van Dung said that recently, there has been a shortage of drugs and medical supplies at many medical facilities across the country, affecting the medical examination and treatment of people. In Kien Giang, there is also a shortage of drugs and medical supplies for some types at some medical facilities.
The subjective cause of this problem is that the ability to assess and forecast the situation of many units is limited and lacks initiative. Centralized purchasing units have not promptly organized the purchase of drugs and medical supplies that have not been selected from the previous bidding round.
The process of organizing bidding and purchasing is not scientific , the method is not strict, from the stage of determining needs, making a list, proposing quantity. The coordination between affiliated units and the Department of Health is not good, so the process of building a plan to select contractors is often prolonged and time-consuming.
There is also a fear of making mistakes, fear of being inspected and checked, so some units do not dare to do, bid or purchase.
Regarding objective reasons, Mr. Dung said that many types of drugs and medical supplies are limited in supply; the bidding process for procurement is complicated and takes a long time; many drugs do not have circulation registration numbers because the Ministry of Health does not promptly grant licenses...
"The lack of medicine and medical supplies in the past is the responsibility of the Board of Directors of the Department of Health, including the individual directly assigned to be in charge," Mr. Dung acknowledged.
According to Mr. Dung, up to now, the Department of Health has completed the bidding for the procurement of drugs and medical supplies in Kien Giang province for the period 2023 - 2025. Accordingly, a contractor has been selected to supply 2,589 drugs (including pharmaceutical chemicals and herbal medicines) and 1,332 medical supplies (including high-tech and conventional medical supplies).
"However, there are still a small number of drugs and medical supplies that cannot be selected by contractors. With this result, in the period of 2023 - 2025, medical facilities in the province will be more proactive in ensuring the supply of drugs and medical supplies to meet treatment needs," said Mr. Dung.
