Data for national development
At the meeting, Director of the Department of Information and Statistics Tran Dac Hien reported an overview of the database system, digital infrastructure and information platforms of the science and technology sector. This system not only serves the management and operation of the Ministry but also provides practical support for localities, businesses and institutes in accessing and using scientific information.

The Department of Information and Statistics is serving readers nationwide to access and exploit the largest source of documents in the country on science and technology, including 672,000 printed documents (books, magazines, reports on the results of science and technology tasks); access to 40 million digital documents, 20,080 e-books, e-journals with high impact factors from the world's leading academic databases such as: ScienceDirect, Springer Nature, IEEE, ACS, Sage, ProQuest Central, InCites, Scopus...
The Department has built a database of more than 10,000 scientists, and granted access to and exploitation of ScienceDirect and Scopus - the world's two leading scientific data sources - to 7 research and training units, contributing to improving knowledge access capacity and research quality.
The Department also issues certificates of registration of results of S&T tasks at three levels: National, ministerial, and grassroots; and issues ISSN codes, with an annual average of more than 50 to more than 80 codes.
The Department is a member of international organizations such as ISSN (International Periodicals Numbering Network), APAN (Asia-Pacific Advanced Network), IFLA (International Federation of Library Associations), ICSTI (International Center for Scientific and Technical Information) and is an observer of OECD.
The Department compiled and published 682 issues of science, technology and innovation information publications; 7,400 science and technology news serving leadership, management, policy making, research and training.

Speaking at the meeting, Deputy Minister Hoang Minh said: The current system of science and technology, innovation and digital transformation still does not have a database that accurately reflects the potential of the industry - especially in terms of human resources, equipment, infrastructure and R&D activities. This makes management, analysis and forecasting difficult.
In order to improve the effectiveness of statistical work in the field of science and technology, innovation and digital transformation, Deputy Minister Hoang Minh has put forward five major requirements:
First of all, the Deputy Minister emphasized the need to build a unified, foundational data system capable of serving macro management and accurately assessing the actual potential of the industry. This system will be an important basis for formulating comprehensive development policies, prioritizing investment, and allocating resources effectively and in accordance with reality.
Second, statistical work does not stop at collecting data but needs to be closely linked to impact assessment and specific quantification of the contributions of science, technology, innovation and digital transformation to socio-economic growth. Convincing figures will support the policy communication process, create social consensus and be the foundation for managers to issue evidence-based decisions.
Third, it is necessary to comprehensively innovate statistical methods. Expanding the scope of statistics and strengthening coordination with the General Statistics Office, customs agencies, tax agencies and relevant ministries and sectors will help to outline a more complete picture of national capacity in the fields of science, technology and innovation. The Deputy Minister noted that only when there is complete and accurate data can management, investment and monitoring activities be truly effective.
Fourth, the Deputy Minister requested that units proactively coordinate with international organizations to include Vietnamese data in the global statistical system. At the same time, it is necessary to verify and criticize international data when necessary to protect Vietnam's legitimate voice in the international arena, avoiding being misled or misunderstanding domestic S&T capacity.
Finally, the Deputy Minister requested to review and adjust the statistical unit system in the whole industry, updating it to match the new organizational model of the Ministry. This is to ensure that there is no duplication, falsification or inconsistent information, while creating conditions for the data system to operate more flexibly, effectively and transparently.

From data aggregation to policy advice, future forecasting
Speaking at the meeting, Minister Nguyen Manh Hung emphasized that in the era of big data and AI, data is not only a tool but also a foundation for decision-making. Without data, there can be no management, and without information, there can be no innovation.
The integrated shared database system of the Ministry of Science and Technology needs to be developed into a centralized, unified database - a "living database" that ensures correctness, completeness, cleanliness and liveness. Here, "living data" is not only data that is regularly updated, but more importantly, data that has users, is easily accessible and can be reused - directly serving the operations, research, innovation and development.
To realize this, the Minister requested the Department of Information and Statistics to reorganize data in an open direction, aiming to become a national information sharing platform in the field of science and technology, innovation and digital transformation. Working mindset also needs to fundamentally change - instead of holding on to information, the Department must proactively activate information, turn data into living assets, contributing to creating practical values for management, research and development.

Minister Nguyen Manh Hung has clearly defined five strategic trends - major orientations to reposition the role and elevate the Department in the national ecosystem of science, technology, innovation and digital transformation.
First of all, the Minister emphasized the need to transform from simple information collection and traditional statistics to strategic and real-time data analysis on science and technology, innovation and digital transformation - becoming a place to integrate, coordinate and provide strategic information to serve the entire system.
Second, data is shifting from discrete collection and statistics to open, interconnected and integrated data. The goal is for businesses and startups to be able to exploit, analyze and create new values. Data is only meaningful when it is connected to multiple sources - between units inside and outside the Ministry of Science and Technology, with institutes, schools, businesses and other ministries - through open platforms, interconnected APIs (allowing different data systems between ministries, institutes, schools, businesses, etc. to exchange data automatically, securely, in real time). This requires both technological transformation and proactive proposals to improve policies and laws.
Third, the Minister also requested the Department to expand its role from traditional "information management" to providing multi-object information services - promptly serving the needs of the Ministry, Government, businesses and people, helping data truly become a national asset with practical use value.
Fourth, the Department of Information and Statistics needs to upgrade itself to become a center for policy consultation and coordination of national science and technology data. The Department must be the focal point for providing data for strategic documents such as Party Congresses, 5-10 year development plans, and managing the national database on GGI.
Finally, to adapt to new requirements, the Department needs to invest in developing high-tech capabilities in big data processing, artificial intelligence (AI), and information visualization, to convert dry data into living knowledge, effectively serving management, forecasting, and communication.
This year of strategic transformation not only demonstrates a long-term vision, but also opens up a specific path of action for the Department of Information and Statistics to gradually become the core information infrastructure of the national science, technology, innovation and digital transformation system.

Also at the meeting, Minister Nguyen Manh Hung assigned the Department of Information and Statistics a series of strategic tasks to create a comprehensive transformation, aiming to become a model of digital transformation in the entire industry.
The Minister assigned the Department to develop a strategy for the unit, especially for the period from now to 2028. This will be the guiding principle for all activities of the Department in the new context.
In that strategy, the Department needs to clearly identify priority pillars, including: Big Data, digital technology, strategic analysis and information provision to serve multiple audiences - from state management agencies to businesses, research organizations and people.
At the same time, the Department must reorganize its apparatus in a streamlined, specialized and capable direction to become a national center for analysis and strategic consulting on science and technology, innovation and digital transformation.
Above all, the Minister expects that the Department will be a model of digital transformation for the entire Ministry, not only in building business processes, but also in developing a digital service system - where data becomes a living asset, operated intelligently and effectively.
Affirming the key role of data in the new era, the Minister emphasized: Science and technology, innovation and digital transformation are pillars for the country's development, but for this pillar to exert its strength, there needs to be a solid data foundation, vivid information and a center with sufficient capacity to orient strategies based on data.
All this, according to the Minister, is to shift the Department from making data information to analyzing and evaluating to create valuable strategic advice at the national level. "This is the most important innovation".
