(Dong Nai) - The Dong Nai Meteorological and Hydrological Station reported that at 7:00 AM this morning (July 20), the typhoon's center was located at approximately 21.7 degrees North latitude and 114.8 degrees East longitude, in the northern part of the South China Sea, about 705km east of Quang Ninh - Hai Phong. The strongest winds near the center of the typhoon reached level 11 (103-117 km/h), with gusts up to level 14; it is moving in a West-Northwest direction at a speed of about 20-25 km/h.

Due to the influence of Typhoon No. 3, the northern part of the South China Sea experiences strong winds of force 8-10, reaching force 11-12 near the center of the typhoon, with gusts up to force 15; sea waves are 5-7 meters high. The sea is extremely rough. From the night of July 20th, the northern part of the Gulf of Tonkin (including the special zones of Bach Long Vi, Co To, and Cat Hai) will experience gradually increasing winds of force 6-7, then increasing to force 8-9, reaching force 10-11 near the center of the typhoon, with gusts up to force 14; sea waves are 2-4 meters high, reaching 3-5 meters near the center. The sea is extremely rough.

From July 21st, the southern part of the Gulf of Tonkin will experience increasingly strong winds, reaching levels 6-7, with winds near the storm's center reaching levels 8-9, gusting to level 11, and waves 2-4 meters high. The sea will be very rough. Ships/vessels operating in these dangerous areas are likely to be affected by thunderstorms, tornadoes, strong winds, and high waves.

The coastal areas of Hai Phong and Quang Ninh are experiencing storm surges of 0.5-1m, with water levels at Hon Dau (Hai Phong) reaching 3.8-4.1m and at Cua Ong (Quang Ninh) reaching 4.8-5.2m. There is a high risk of flooding in low-lying coastal and river mouth areas around noon and afternoon on July 22nd.

From the evening and night of July 21st, strong winds will gradually increase to level 7-9, gusting to level 10-11, over the mainland from Quang Ninh to Thanh Hoa; further inland, winds will be strong at level 6-7, gusting to level 8-9; near the center of the storm, winds will reach level 10-11, gusting to level 14.
