Accordingly, to ensure the tourism environment, security, order and safety during the times of welcoming and serving cruise ship tourists visiting the city, the Chairman of the City People's Committee requested the heads of departments, branches, localities and related functional units based on their functions and tasks to organize and direct the implementation of the task of welcoming and serving cruise ships.

Identify this as an important and necessary task; implement in accordance with regulations, and ensure close and synchronous coordination so that the work of welcoming ships is implemented thoughtfully, promptly, safely and professionally; strengthen inspection work to ensure security and order, traffic safety, environmental sanitation, anti-stalking and soliciting of passengers, etc. in areas and routes during the times of welcoming cruise ship tourists to visit the city. The City Border Guard Command manages and controls entry and exit for ships, crew members and passengers at the port gate area. Coordinate maritime traffic activities to ensure the safety of international passenger ships during the process of moving in and out of the port. Search and rescue people in distress on international passenger ships in the port waters when incidents occur. Relevant authorities ensure security and order at tourist destinations. Ensure the safety, life and property of tourists, detect, prevent and promptly handle activities that violate national security, cases of foreigners entering Vietnam that cause social disorder and affect the tourism environment. At the same time, assign forces, regulate traffic, ensure no prolonged congestion in central areas and routes of the city; strengthen inspection and handling of cases affecting security, order and traffic safety, especially in areas, routes and tourist attractions with a large concentration of visitors such as: Routes around Han Market, Con Market, Da Nang Museum, Cham Sculpture Museum, Linh Ung Pagoda - Son Tra, Dragon Bridge, Love Bridge, tourist attractions in the itinerary of cruise ship tourists and routes with many tourists: Hung Vuong, Bach Dang, Tran Phu, Nguyen Thai Hoc, Yen Bai, Hoang Sa, Vo Nguyen Giap, Tran Hung Dao. Coordinate with the City Border Guard Command to resolve and overcome risks and incidents that occur to crew members and passengers who have accidents and cannot exit (change ports) by ship. The Department of Tourism is the focal point for providing timely information on the situation of welcoming cruise ship tourists (cruise ship reception schedule, cruise ship tour schedules, etc.) to relevant units and localities to ensure good coordination in ensuring security, order and safety for tourists. Organize the provision of tourism information to cruise ship tourists; Direct the Tourist Support Center to strengthen information work for tourists, coordinate with relevant units to handle and resolve feedback from tourists. Advise on welcoming cruise ships of special significance. Conduct inspections and guide tourism service businesses, tourist areas and destinations to improve service quality, ensure safety for tourists, improve the quality of tourism services, and environmental sanitation at tourist areas and destinations; Guide travel agencies and tourism businesses welcoming cruise ship tourists to properly implement traffic organization and diversion plans according to regulations. Based on current regulations, synthesize the Procedures for welcoming and serving cruise ships bringing international tourists to Da Nang city and send them to relevant agencies and units for research and reference for coordination in implementation. The Department of Transport coordinates with the City Police to guide traffic safety, handle cases of stopping and parking vehicles in violation of regulations, pay attention to areas with high concentrations of tourists during times of welcoming cruise ships to visit the city such as: routes around Han market, Con market, Da Nang Museum, Cham Sculpture Museum, Linh Ung Pagoda - Son Tra, Dragon Bridge, Love Bridge, main routes: Hung Vuong, Bach Dang, Tran Phu, Nguyen Thai Hoc, Yen Bai, Hoang Sa, Vo Nguyen Giap, Tran Hung Dao and transit points, sightseeing according to the specific time schedule sent by the Department of Tourism before the ship arrives at Da Nang port.

Shipping agencies and international travel agencies shall strictly and fully comply with legal regulations on receiving ships and international travel business activities; strictly comply with the arrangements of competent authorities in the port area; coordinate with competent authorities at the port to carefully and conveniently organize procedures for tourists to quickly go ashore for sightseeing and return to port according to regulations. The units shall coordinate with the Department of Tourism and relevant functional units to supervise and manage passengers, ensure quality, service and safety for passengers during their time ashore for sightseeing at destinations and return to port; promptly notify and coordinate with competent authorities to resolve and overcome risks and incidents that occur to tourists; promptly receive and handle recommendations and feedback from tourists.
