
On the afternoon of July 30, the Standing Committee of the City Party Committee held a meeting of the Steering Committee for Site Clearance of the North-South High-Speed Railway Project, the section passing through Da Nang City, to hear a report on the project's progress. The meeting was held online to wards and communes affected by the project.
Member of the Party Central Committee, Secretary of the City Party Committee, Head of the City National Assembly Delegation Nguyen Van Quang, Head of the Steering Committee chaired the meeting. Also attending were Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Duc Dung; Chairman of the City Vietnam Fatherland Front Committee Le Tri Thanh.
The North-South high-speed railway project has a total length of about 1,541km, passing through 20 provinces and centrally-run cities (after the merger, there will be 15 provinces and cities). The route has a double-track gauge, a design speed of 350km/h, the entire route has 23 passenger stations, 5 freight stations, with a total investment of about 1,713,548 billion VND (67.34 billion USD).
The North-South high-speed railway section through Da Nang city has its starting point in Hai Van ward and its ending point in Nui Thanh commune with a length of 116.05km; the route mainly runs along the North-South expressway in the East and the Da Nang - Quang Ngai expressway.
The route has 2 passenger stations (Da Nang station, Tam Ky station), 1 freight station (Chu Lai station), 4 depots and maintenance stations. The route passes through 24 communes and wards including: Hai Van, Lien Chieu, Hoa Khanh, Cam Le, Ba Na, Hoa Vang, Hoa Tien, Dien Ban Bac, Dien Ban Tay, Go Noi, Duy Xuyen, Xuan Phu, Que Son Trung, Thang Binh, Thang Phu, Thang Dien, Tay Ho, Chien Dan, Ban Thach, Huong Tra, Tam Xuan, Tam Anh, Tam My, Nui Thanh.
The railway line from Thu Bon River to the North to the boundary of Da Nang city has a length including branches of about 45.22km, passing through 9 communes and wards with a total area of 506ha, of which the area for site clearance is 369ha, the area of railway traffic safety corridor is 137ha.
The route from Thu Bon River to the South to the boundary of Da Nang city is 75.26km long, passing through 15 communes and wards, of which the recovered land area is 604.9ha.
Regarding implementation progress: Surveying, statistics on actual land use status and demographic investigation will be carried out from September 2025 to November 2025; implementing investment in construction of resettlement areas, relocating infrastructure, will be carried out from September 2025 to December 2026; from March 2026, conducting inventory, compensation and resettlement support.
Regarding the implementation of site clearance from Thu Bon River to the North to the end of the city boundary: The total area of recovered land is 238.65 hectares, of which residential land is about 36.79 hectares; rice land is about 88.36 hectares; forest land is about 3.12 hectares; other land (agriculture, traffic, irrigation...) is about 110.38 hectares; 629 houses are affected; about 854 resettlement lots are needed; compensation, support and site clearance costs are about 6,347.68 billion VND.
The section from Thu Bon River to the South to the boundary of Da Nang city, the total land area recovered is 604.90ha, of which, residential land is about 68.41ha, rice land is about 137.31ha; forest land is about 237.51ha, other land is about 161.67ha; 1,510 houses are affected, needing about 2,826 resettlement lots; compensation, support and site clearance costs are about 6,560.14 billion VND.
At the meeting, representatives of the management boards under the City People's Committee proposed that the city agree to choose the resettlement area serving the North-South High-Speed Railway project in Dien Ban Bac ward as the resettlement area to start serving the project on August 19, 2025.
Direct the People's Committees of communes and wards along the route to urgently carry out the work of reviewing cadastral data, conducting initial inventory of land, assets on land, and population according to the project boundary. The Land Fund Development Center shall preside over and coordinate with relevant units to develop detailed plans and solutions for compensation, support, and resettlement...

Concluding the meeting, Secretary of the City Party Committee Nguyen Van Quang emphasized that this is a particularly important national project. Therefore, the city must be responsible for seriously and effectively implementing the Central Government's direction, especially the direction of the Politburo and the Prime Minister in site clearance work, ensuring the set schedule; must clearly define the responsibilities of agencies and units in the implementation process and the time and results achieved.
The Secretary of the City Party Committee requested the City People's Committee to urgently develop a specific plan to implement the tasks under the direction of the Prime Minister and the Steering Committee, in which the spirit of "6 clear" must be determined, especially the responsibilities of each department, branch, committee, and People's Committee of wards and communes where the railway passes through must be clear.
Wards and communes establish steering committees, headed by the Party Secretary of the commune, with the task of organizing and implementing the instructions of the City Steering Committee; at the same time, directing and urging the People's Committees at the commune level to coordinate and organize the implementation of compensation and site clearance according to the authority of the commune level.
The City People's Committee closely coordinates with the Ministry of Construction's High-Speed Railway Project Management Board to participate in designs to suit the terrain and works in the city.
The Secretary of the City Party Committee noted that it is necessary to thoroughly study and apply the provisions of Resolution No. 136/2024/QH15 on the organization of urban government and pilot a number of development policy mechanisms for Da Nang, as well as new provisions of the Land Law for effective implementation, especially in resettlement arrangement and site clearance.
The counting work must be carried out accurately from houses to graves; continue to review resettlement locations appropriately; construction of resettlement areas must be linked to residential area development, urban development and must have specific criteria and cultural institutions.
The City People's Committee proactively coordinated with the City People's Council to develop specific mechanisms for compensation and site clearance.
