
The People's Committee of Da Nang City has recently issued a document on enhancing the effectiveness of management, investment, development, and operation of local markets in the city.
According to the official document, the People's Committees of communes and wards are required to implement the decentralization of market management in accordance with Government Decree 139/2025/ND-CP dated June 12, 2025, and the guidance of the Ministry of Finance in Official Letter 6606/BTC-QLCS dated May 15, 2025.
Local authorities must take over and inherit the management, business operations, and exploitation of markets from the previous unit; reorganize the business model to suit the actual situation, ensuring fire safety, environmental hygiene, and urban order.
The Da Nang City People's Committee has assigned the Department of Industry and Trade to coordinate with the People's Committees of wards and communes and relevant authorities to strengthen inspections and guide small traders to list and sell goods at publicly disclosed prices.
At the same time, the Da Nang Market Management and Development Company was instructed to develop a pricing plan for the use of sales space invested with state capital, and to seek the opinion of the Department of Finance before submitting it to the City People's Committee for decision.
The City People's Committee also directed the investment and upgrading of the Tho Quang fishing port area in conjunction with the Tho Quang seafood wholesale market. The Department of Internal Affairs was tasked with guiding the People's Committees of communes and wards in managing markets, including those funded by non-budgetary sources. The Department of Finance was instructed to review and advise on the allocation of annual funds for investment, upgrading, and repair of markets, prioritizing those serving tourism .
The city police are intensifying patrols and inspections, strictly handling illegal business activities; directing the Fire Prevention and Rescue Police Department to guide market management boards in completing fire safety documentation, especially for markets that have been built for many years but lack construction documents.
The city's Food Safety Management Board is stepping up food safety inspections at markets, strictly handling violations, and ensuring food safety conditions are met in accordance with regulations.
