ĐNO - On November 7 and 8, in Hanoi, the National Innovation Center NIC ( Ministry of Planning and Investment ) in collaboration with the Semiconductor Industry Association (SEMI) organized the Vietnam Semiconductor Industry Exhibition 2024 - SemiExpo Vietnam 2024 with the theme "Elevating Vietnam in the global semiconductor supply chain".
Attending the program, on the Central side, there was Party Central Committee member, Minister of Planning and Investment Nguyen Chi Dung. On the Da Nang side, there were Party Central Committee member, City Party Secretary, Head of the City National Assembly Delegation Nguyen Van Quang and Permanent Vice Chairman of the City People's Committee Ho Ky Minh.

Speaking at the forum "Developing the field of design, packaging and testing of microchips in Southeast Asia" within the framework of SemiExpo Vietnam 2024, on the morning of November 8, Standing Vice Chairman of the City People's Committee Ho Ky Minh said that the transformation and focus on the high-tech sector of the city is the result of a leadership and direction process over the past 20 years of Da Nang city.
In particular, since Vietnam and the United States upgraded their comprehensive strategic partnership in September 2023 with strong joint statements on the development orientation of the semiconductor industry. From October 2023 to present, the city has drastically and synchronously implemented many specific steps with the main orientation of focusing on developing human resources for semiconductor microchips and artificial intelligence.
The focus is on cooperation with large, reputable domestic and foreign enterprises and partners to attract investment, train human resources and form a semiconductor and artificial intelligence ecosystem in the city.
Specifically, the city organizes conferences and seminars on solutions for developing the semiconductor and artificial intelligence sectors in Da Nang; organizes business trips to the United States and Taiwan (China), and works with many of the world's leading corporations in semiconductor design such as Synopsys, Nvidia, Marvell, Intel, Qualcomm, etc.
Through surveys and work, partners highly appreciate the potential and investment opportunities in the field of microchip design and artificial intelligence of Da Nang city.
According to statistics, in Da Nang city, there are about 10 microchip design enterprises such as: Synopsys, FPT, Viettel, Savarti, Renesas, Synapse... with about 600 engineers trained from the University of Technology (Da Nang University) and universities in the city.
Compared to the overall correlation of Vietnam's microchip and semiconductor human resources, the city's microchip design human resources account for nearly 10%.
The city is developing a project to develop the microchip, semiconductor and artificial intelligence sectors based on the needs of businesses that have and are planning to invest in Da Nang city; at the same time, aiming to cooperate in training according to international standards to provide for domestic and foreign microchip and semiconductor businesses with which the city has and is establishing cooperation and investment relationships.
Da Nang plans to set a target of training and developing at least 5,000 engineers in the field of microchips and semiconductors by 2030 (including 2,000 engineers in the field of design and 3,000 engineers and technicians in the fields of packaging and testing).
Faced with current opportunities and goals, the city has been implementing 3 groups of solutions and tasks to create a favorable environment for the development of the semiconductor industry ecosystem as follows:
Firstly, the city is building political and legal foundations to create policies to attract and encourage investment and cooperation in the field of semiconductors and artificial intelligence by focusing on concretizing Resolution No. 136/2024/QH15 dated June 26, 2024 on the organization of urban government and piloting specific mechanisms and policies for the development of Da Nang city.
The city is developing policies for human resource development; a resolution stipulating the contents to confirm enterprises operating in the field of semiconductor chips and artificial intelligence in the area to enjoy tax exemption and tax incentives; policies to put into use information infrastructure assets invested by the state to support and encourage enterprises in semiconductor chips and artificial intelligence.
These policies are expected to create important momentum and changes to attract investment and cooperation from domestic and foreign enterprises to the city in the fields of semiconductors and artificial intelligence.
Second, the city prepares land funds and infrastructure for concentrated information technology parks, software parks, and high-tech parks for businesses to deploy projects and cooperate on semiconductors and artificial intelligence. By the end of 2024, Da Nang Software Park No. 2 with a floor area of over 90,000m2, meeting the needs of more than 6,000 employees, is expected to come into operation.
At the same time, the city focuses on investing in and completing the infrastructure of international fiber optic cable networks, electricity, transportation, and logistics to fully meet the high demands of semiconductor and artificial intelligence investors.
The city is also researching and discussing cooperation with Viettel, Synopsys, Intel, and Sovico corporations to call on businesses to jointly invest, exploit, and operate laboratory infrastructure and high-performance computing centers to serve research and training in line with practical requirements.
This is the basic foundation for training and development associated with practical practice on simulation models and modern equipment to meet business requirements.
Finally, it is to link and cooperate with businesses in training, developing human resources and attracting experts in the fields of semiconductors and artificial intelligence. Da Nang has 37 human resource training facilities related to the information technology industry and industries closely related to the semiconductor field such as telecommunications, mechatronics, and automation with about 5,700 students.
Currently, 4 universities in the city have announced new enrollment targets for microchip design engineers with nearly 320 targets/year. In the process of developing training programs, universities in the city have worked and coordinated closely with microchip design enterprises to develop training programs that meet business requirements.
On March 23, 2024, the city successfully launched the Semiconductor Microchip Human Resource Training Launch Ceremony and organized a training course for Microchip and Semiconductor training resource lecturers, including 25 lecturers from universities in the city.
This program is the result of cooperation between Da Nang city, Synopsys Company, Institute of Information Technology - Vietnam National University, Hanoi, Vietnam - Korea University of Information and Communication Technology (Danang University).
To date, the city has implemented 3 courses to convert engineers from the near-field to the field of microchip design with 39 students and also combined training for 43 lecturers. The city has signed a training cooperation agreement with Phenikaa University.
With the support and consultation of Synopys Group, in 2025, the city will select the best lecturers to attend the lecturer training course at Sicada Academy (Synopsys's cooperation unit in Taiwan).
The city is also cooperating with large corporations such as Nvidia and Qualcomm to implement innovation programs and develop human resources in the fields of microchips, semiconductors and artificial intelligence.
At the same time, based on working with international semiconductor enterprises, the city has identified international universities with experience in providing qualified human resources to connect with universities in the city to improve the quality of training and development.
It is known that the forum "Developing the field of design, packaging and testing of microchips in Southeast Asia" was organized by the National Innovation Center NIC in collaboration with the Semiconductor Manufacturing International Association (SEMI) and the People's Committee of Da Nang city.
The forum has the participation of corporations, enterprises, organizations and experts in the semiconductor field at home and abroad such as: Onsemi, Cadence, Kulicke & Soffa, Synopsys, Tektronix, Emerson Electric, FPT, AmCham, MSIA... to discuss global trends in the semiconductor equipment industry, Vietnam's efforts to participate in the semiconductor industry, especially in the value chain of semiconductor equipment manufacturing.
Previously, on November 7, at the opening session of the Vietnam Semiconductor Industry Exhibition 2024 - SemiExpo Vietnam 2024, Minister of Planning and Investment Nguyen Chi Dung; Secretary of the Da Nang City Party Committee Nguyen Van Quang, along with delegates and international partners, pressed the button to mark the joint cooperation to elevate the Southeast Asian semiconductor industry in general and Vietnam in particular.
SemiExpo Vietnam 2024 is the first international semiconductor exhibition held in Vietnam with the participation of more than 5,000 delegates, 500 international businesses and investors.
Within the framework of SemiExpo Vietnam 2024, there will be 3 forums and 1 workshop to discuss solutions to promote the participation of Vietnamese enterprises in the global value chain in the semiconductor microchip sector.
