Da Nang: Removing obstacles in traffic projects worth over 1,848 billion VND

The project to renovate and upgrade National Highway 14E with a total investment of more than 1,848 billion VND is facing many difficulties, especially in site clearance.

Land acquisition problems are the main reason why the project to renovate and upgrade National Highway 14E is slow to implement.

Land encumbrance

According to the report of Project Management Board 4, the National Highway 14E Renovation and Upgrade Project has a total route length of more than 71 km, with a total investment of more than 1,848 billion VND, from the State budget, the investor is Project Management Board 4, under the Vietnam Road Administration, implementation period from 2021-2025.

Currently, the construction unit mobilizes more than 220 workers, 55 engineers and 264 equipment and machinery to construct the entire route.

Ms. Huynh Thi Mai, in Thang Binh commune, said that currently, the resettlement land arrangement is still slower than committed (July 30, 2025); the construction of the project does not ensure environmental hygiene, causing dust affecting the business and daily life of the people; it is necessary to arrange resettlement land reasonably. Households living in houses facing the street should arrange the street to ensure business continuity. When the contractor dumped the soil during construction, it rained and flooded, leaving no way to get into the house.

Similarly, Mr. Nguyen Thien Quang said that when superiors had a policy of relocation, his family was the first to comply, receive compensation and hand over the site.

However, the “process” of building resettlement areas still has many problems. Electricity poles and transformer stations located on residential land need to be relocated to ensure safety. “We will wait until the resettlement land is safe to move, even if it is a little late,” said Mr. Quang.

Mr. Doan Thanh Khiet, Chairman of the People's Committee of Thang Binh Commune, said: "The difficulties related to this project will continue to be propagated, mobilized, and discussed so that all people can understand and implement it. Everything must be ensured according to the provisions of the law and in accordance with the people's wishes. The railway overpass point on National Highway 14E must be actively resolved, and if necessary, coercive measures must be used to clear the land."

The leader of Project Management Board 4 said that currently, the site clearance work for this project is facing difficulties. The main reason is that the focal point for compensation and site clearance has not been identified, so compensation cannot be paid to the people; The site has been handed over but not continuously, some locations have not completed the relocation of the electricity and water systems, so many sections can only construct longitudinal trenches.

Priority support for compensation work

The leader of Project Management Board 4 said that the unit has proposed to the People's Committee of Da Nang City to pay attention and direct relevant sectors to promptly clear the site and hand over the remaining site for the project to start construction.

There will be an early decision to assign the investor of the GPMB sub-project to the units (previously, the People's Committee of Quang Nam province assigned the old districts of Thang Binh, Hiep Duc, and Phuoc Son to be the investor of GPMB).

At the same time, there are instructions and tasks assigned to units participating in compensation and site clearance work to continue making payments and handing over the site for the project.

“Currently, this project is receiving strong attention from the authorities in terms of site clearance. We strive to complete site clearance before August 25, 2025,” said Mr. Le Duc Loc.

Regarding the above project, Mr. Phan Thai Binh , Vice Chairman of Da Nang City People's Committee, said that the project to renovate and upgrade National Highway 14E plays a very important role in the local socio-economic development.

This is a key project, receiving attention from all levels of government and people. Therefore, the city always gives great priority policies to support compensation and resettlement as well as promote construction progress. Any household eligible for compensation must promptly implement, review and apply all policies to support people as well as focus on propaganda and mobilization.
