VHO - The Da Nang City People's Committee has just issued Plan No. 227/KH-UBND to implement the "All People Unite to Build a Culturally Rich Life" movement in 2026, aiming to create significant changes in building a culturally rich life and civilized lifestyle, creating a humane, healthy, and modern cultural environment associated with socio-economic development, building new rural areas, sustainable poverty reduction, and other movements and campaigns in the city.

The city of Da Nang requires the development of the "All People Unite to Build a Culturally Rich Life" movement in 2026 (hereinafter referred to as the movement) both in breadth and depth, in a substantive manner, avoiding formalism; focusing on improving the quality of cultural titles within the movement, linked to the preservation and promotion of national cultural values; and mobilizing and effectively utilizing social resources to enhance the cultural enjoyment level of the people.

Raising awareness and responsibility among officials and the public in building a healthy and progressive cultural life, contributing to socio -economic development and preserving national cultural identity. Implementing a civilized lifestyle in residential communities, complying with the law, maintaining order and urban aesthetics, and protecting the environment.

At the same time, strictly implement inspection and supervision; promptly detect and resolve difficulties and obstacles; ensure the maintenance of order and improve the quality and effectiveness of the movement.

Accordingly, the plan outlines 12 specific implementation contents, including: Implementing the contents of the Movement in conjunction with the tasks of implementing Conclusion No. 156-KL/TW of the Politburo on continuing to implement Resolution No. 33-NQ/TW of the Central Committee of the 11th Party Congress on building and developing Vietnamese culture and people to meet the requirements of sustainable national development and Conclusion No. 76-KL/TW of the Politburo of the 12th Party Congress on continuing to implement Resolution No. 33-NQ/TW; Action Program No. 54-CTr/TU of the Da Nang City Party Committee on implementing Resolution No. 80-NQ/TW of the Politburo on developing Vietnamese culture; and patriotic emulation campaigns and movements launched by central and city ministries, branches, and organizations.

Thoroughly understand and implement Directive No. 14-CT/TU of the City Party Committee on strengthening leadership and management to ensure urban order and promote civilized lifestyles in the city, and Plan No. 109/KH-UBND of the City People's Committee on implementing urban order management and promoting civilized lifestyles in Da Nang.

Strengthen the Steering Committee for the Movement towards a streamlined and efficient structure, and consider integrating the Steering Committee for the "National Unity in Building a Culturally Rich Life" Movement with the Steering Committee for Family Affairs, clearly assigning responsibilities to each member in accordance with the functions and duties of each agency and unit. Focus on solutions to promote civilized practices in weddings, funerals, and festivals; strengthen the management and organization of festivals according to regulations. Promote digitalization and build a database of traditional festivals in Da Nang to manage, search, and disseminate cultural values.

Improve the quality of the evaluation and recognition of cultural titles, linking them with new criteria and standards, ensuring openness, transparency, and substance; resolutely overcome the problem of focusing on achievements rather than substance in the evaluation of titles.

Effectively implement the building of a new rural cultural life, focusing on improving the quality of new rural development towards a modern new rural area associated with comprehensive cultural development based on the application of science, technology, innovation, and digital transformation.

Invest in the construction, management, operation, and effective utilization of grassroots cultural and sports facilities to meet the needs of the people; develop plans for handling surplus cultural facilities to avoid waste.

The People's Committee of Da Nang City has assigned the Department of Culture, Sports and Tourism to take the lead and coordinate with other departments, agencies, the Vietnam Fatherland Front Committee of the city, political and social organizations of the city, the People's Committees of communes, wards, special zones and relevant units to effectively implement the Plan.
