Hoang Sa Special Zone has the youngest new president ever

Mr. Phan Van Binh has just been appointed to the position of Director of the Department of Home Affairs of Da Nang City and Chairman of the People's Committee of Hoang Sa Special Zone.

On July 1, at the first session of the 10th term People's Council of Da Nang City for the 2021-2026 term (after the merger), the People's Committee of Da Nang City announced and awarded the decision to appoint leaders of departments, branches and specialized sectors, including the position of Chairman of the People's Committee of Hoang Sa Special Zone.

According to the approved list, the People's Committee of Da Nang City has 16 members of the People's Committee who are heads of specialized departments and branches. Of which, Mr. Phan Van Binh, Head of the Organization Board of the Quang Nam Provincial Party Committee (before the merger), was appointed to hold the position of Director of the Department of Home Affairs of Da Nang City and Chairman of the People's Committee of Hoang Sa Special Zone.

Mr. Phan Van Binh (44 years old) became the youngest Chairman of the People's Committee of Hoang Sa Special Zone (formerly known as Hoang Sa island district) ever.

Mr. Phan Van Binh is the 5th Chairman of Hoang Sa. Previously, this position was held concurrently by the Directors of the Department of Home Affairs of Da Nang City, including: Mr. Nguyen Huu Loi (appointed from October 2024), Mr. Vo Ngoc Dong (from 2016 - October 2024), Mr. Vo Cong Chanh (from 2014 - 2016), Mr. Dang Cong Ngu (from 2009 - 2014).

Mr. Phan Van Binh is from Thang Binh district, Quang Nam province (old). He has a master's degree in Public Policy, a university degree in Industry and Rural Engineering, a university degree in Politics, majoring in organizational work, and a senior degree in political theory.

Mr. Phan Van Binh has held the following positions in Quang Nam: Deputy Head of Organization Department - Provincial Party Committee Organization Board; Deputy Secretary of the Provincial Youth Union, Chairman of the Vietnam Youth Union of the province; Deputy Secretary of the Nam Giang District Party Committee; Deputy Head of the Provincial Party Committee Organization Board; Chief of the Provincial Party Committee Office; Deputy Head in charge of the Provincial Party Committee Organization Board; Head of the Provincial Party Committee Organization Board.

Previously, on June 16, the Party Committee of the Department of Home Affairs of Da Nang decided to establish the Hoang Sa Special Zone Party Cell. This cell officially operated from July 1 with 7 party members, under the Party Committee of the Department of Home Affairs.

According to the decision of the Party Committee of the Department of Home Affairs of Da Nang City, Mr. Tran Trung Son, Deputy Director of the Department of Home Affairs, is the Secretary; Mr. Le Tien Cong, Chief of Office of the People's Committee of Hoang Sa District (old) is the Deputy Secretary. The working headquarters of the Party cell is located at the Hoang Sa Exhibition House.
