Delegates offer solutions to successfully implement the Resolution set forth by the Congress.

Continuing the program of the 1st Gia Lai Provincial Party Congress, on the afternoon of October 3, 9 delegation groups held discussions. The delegates proposed many solutions to successfully implement the targets and tasks set out in the Congress Resolution.

Propose many fundamental solutions

The draft political report of the Provincial Party Committee has clearly identified five strategic growth pillars for the next term, including: processing industry, tourism, high-tech agriculture, port-logistics services and urban development. At the same time, it sets the goal of rapid, sustainable development and digital and green transformation in socio-economic development.

Deputy Secretary of the Party Committee of Hoi Phu Ward Vu Manh Dinh expressed high agreement and proposed a number of systematic solutions to realize this goal.

According to the Deputy Secretary of the Hoi Phu Ward Party Committee, it is necessary to combine "creation-service-accompanying" in the activities of the two-level government to create an open and transparent administrative environment, shortening time and costs for people and businesses; synchronizing spatial planning, infrastructure and value chains; ensuring green, sustainable and equitable development.

Along with that, it is necessary to prioritize the development of green industrial zones/clusters associated with raw material areas, the development of agro-forestry processing industry, renewable energy and supporting industries (supply chains for semiconductors and electronics). Establish "clean land funds" for strategic projects; apply preferential policies with conditions along with clean technology commitments, training links and technology transfer.

In addition, the province also needs solutions to build green tourism products, community tourism, cultural tourism; develop connecting infrastructure (destination-airport-highway corridor), inter-regional promotion (Quy Nhon-Pleiku-Central Highlands) and international promotion in border areas.

“In addition, the province needs to focus on developing a sustainable tourism brand: Dai Ngan-Dai Duong as Comrade Nguyen Trong Nghia - Member of the Politburo , Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission gave a speech at the Congress. In particular, prioritize investment in multimodal logistics centers along the National Highway 19 corridor, Quy Nhon-Pleiku Expressway; develop dry ports, connecting with Quy Nhon Port and Le Thanh International Border Gate; encourage PPP for logistics and warehouse infrastructure” - Mr. Dinh proposed.

Basically agreeing with the socio-economic development targets set by the Congress, however, delegate Bui Van Khanh - Secretary of the Party Committee of An Binh Ward - said: "The target of GRDP per capita reaching 6,300-6,500 USD by the end of the term is relatively high and the possibility of achieving it is very difficult, especially for localities in the western region of Gia Lai because of the high proportion of ethnic minorities and many difficulties in life. Therefore, we must have a fundamental solution and must start implementing it right now."

According to the Secretary of the Party Committee of An Binh Ward, the province needs to focus on vocational training and job creation, especially planning and building industrial parks/clusters to call on businesses to invest in building factories to create stable jobs for local people.

Currently, the handling of records and procedures related to land in many localities in the province is still inadequate, causing frustration among the people. Therefore, the Secretary of the Party Committee of An Binh Ward proposed that the province should allocate funds to digitize all records and procedures related to land to reduce the number of complaints and lawsuits among the people.

Delegate Nguyen Duc Toan - Chairman of Quy Nhon Ward People's Committee said: Implementing the direction of the Provincial People's Committee, localities are implementing planning work on the basis of 5 growth pillars and 4 breakthroughs as identified in the Congress documents. However, if localities are left to develop their own planning, the quality of regional linkages and connections between localities will be very difficult.

"The Provincial People's Committee is requested to direct departments, branches and professional agencies to support localities in orienting planning work to ensure better quality" - delegate Nguyen Duc Toan expressed his opinion.

Discussing urban development, delegate Le Ngoc Quy - Secretary of the Ia Grai Commune Party Committee - acknowledged: This content is highly expected by localities. However, to build an urban area, there will certainly be many problems arising, so they must be specified in the action program. In particular, there needs to be clear investment in infrastructure to create a premise for urban development, increase the rate of households living in urban areas, especially for communes that were previously in the central areas of old districts.

The Secretary of the Ia Grai Commune Party Committee also emphasized: The implementation of targets must be linked to the allocation of investment resources to be effective. For example, the target of using clean water from centralized projects, the province needs to pay attention to allocating resources, especially for rural areas.

Based on the proposed solutions, the Secretary of the Hoi Phu Ward Party Committee proposed that the Congress concretize the above contents into the term action program; promptly issue mechanisms, roadmaps and implementation focal points for rapid and sustainable development and benefit for the people.

Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh said: The province has a policy of focusing on investment in infrastructure connection. The Provincial Party Committee Standing Committee has met and proposed borrowing ODA capital, estimated at over 10,000 billion, in which priority will be given to investment in transport and irrigation infrastructure in the western region.

Regarding planning work, the Standing Vice Chairman of the Provincial People's Committee said: Wards and communes must have synchronous connections, basically like previous plans and add issues of spatial potential, reconnect traffic routes for synchronization and form new urban areas. The nature of this planning is local, should not be completely assigned to consulting units to ensure planning quality.

Based on the target of double-digit growth, raising GRDP per capita to 6,300-6,500 USD and budget revenue to over 41,000 billion VND by 2030, delegate Do Viet Hung - Deputy Director of the Department of Finance - said: The Finance sector is assigned the responsibility of ensuring resources, allocating the budget effectively, creating momentum for development. Localities need to recognize, advise correctly and accurately on the goals and strengths of developing industries and fields.

“From now until 2030, the socio-economic targets and key tasks are clear. Therefore, 135 localities must regularly update and review, in conjunction with the tasks and targets set by the Provincial Party Congress. The Department of Finance has also advised the Provincial People's Committee to assign 24 targets to units. Localities need to focus on reviewing all targets as well as developing action programs right now to achieve the growth target in the 2026-2030 period,” said Mr. Do Viet Hung.

The Deputy Director of the Department of Finance also said: In order for the apparatus to truly operate stably, systematically, effectively and efficiently, it is necessary to quickly stabilize personnel work at the commune level. At the same time, quickly review and effectively implement decentralization and delegation of authority to the commune level to create favorable conditions for localities to carry out assigned tasks smoothly.

Meanwhile, Director of the Department of Home Affairs Pham Thi To Hai said: To achieve the goals set out in the Congress Resolution, we must have a team of good cadres who dare to think, dare to do, and dare to take responsibility. However, at present, the two-level government apparatus has only just begun to form a framework, we must work and perfect it at the same time. Therefore, the province must continue to be determined and work with localities in arranging the apparatus; at the same time, focus on training and coaching to improve professional qualifications, especially for the team of cadres and civil servants at the commune level.

Based on the issues raised by delegates as well as proposed implementation solutions, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Anh Tuan highly appreciated the sense of responsibility and substance in the discussion. The opinions delved into solutions, methods of organization and implementation, linked with clear goals and targets.

The Chairman of the Provincial People's Committee emphasized: The key issue is to continue building a clean and strong Party and political system; at the same time, demonstrating the spirit of listening, accompanying the grassroots, and being ready to remove difficulties and obstacles.

“Focus on Party building and rectification of cadres, in which leaders must set an example. At the same time, localities must enhance their initiative in solving problems based on common interests. For major problems, if deemed necessary, they will be compiled and sent to the general management system every Thursday. Provincial leaders will receive and direct the responsible departments and branches to respond on Friday and Saturday with a clear and focused spirit,” the Chairman of the Provincial People's Committee affirmed.

Speaking at the discussion session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Rah Lan Chung added: The draft Political Report to be submitted to the Congress has been carefully prepared by the Standing Committee of the Provincial Party Committee, with the participation of experts, central ministries and branches and widely consulted with people from all walks of life; at the same time, closely following the development orientation of the Central Government. On that basis, the Provincial Party Committee will concretize it into action programs and specific tasks for implementation.

To promote economic development, according to the Standing Deputy Secretary of the Provincial Party Committee, in the coming time, the province will carefully review the potentials to calculate appropriate solutions. In particular, continue to closely follow the growth pillars in the province's socio-economic development, create a flexible and dynamic environment to attract investment; take advantage of resources, create conditions for private economic development, develop logistics infrastructure, tourism, etc.

Comrade Rah Lan Chung emphasized: On the basis of the identified targets and objectives, the delegates attending the Congress and the affiliated grassroots Party organizations should promote their roles and responsibilities, overcome difficulties, overcome challenges, and create consensus among the people to join the Provincial Party Executive Committee in successfully implementing the Congress Resolution; and soon realize the goal of developing Gia Lai into a well-off province in the country.
