Discussing at the meeting, delegate Nguyen Ngoc Son (National Assembly delegation of Hai Duong province) said that the Government is currently submitting amendments to technical standards and regulations for expressways. According to a survey by the National Assembly's Committee on Science, Technology and Environment, there are still many shortcomings in the application of standards and regulations in the road sector.
"We have not yet applied it, so we do not know whether the operation of highway standards and regulations will bring positive results or not. Therefore, we need to carefully evaluate and refer to international experience to find a way to apply it to the Road Law effectively, in line with the world 's development trends," said delegate Nguyen Ngoc Son.
Delegate Tran Van Lam (National Assembly delegation of Bac Giang province) also said that regulating standards, regulations, and techniques for expressways is very necessary, but it is necessary to pay attention to transitional provisions when applying new standards and regulations. Because in reality, when applying standards according to the draft law, some current routes will no longer be expressways. For example, the draft law stipulates that expressways must have separate median strips for two-way traffic, but currently there are some expressways that do not have median strips for two-way traffic, so they are no longer called expressways. "So how should the transition be regulated?", the delegate raised the issue.
Meanwhile, delegate Le Hoang Anh (National Assembly Delegation of Gia Lai Province) said that up to now, there are no standards and regulations for expressways, which has created many problems and difficulties in implementing solutions to ensure traffic safety on expressways. The delegate suggested legalizing the mandatory principles in the Law, after which the Minister of Transport will issue specific standards and regulations.
“I propose that there should be 6 regulations in the Law: It is mandatory to have a hard median strip; there must be an emergency lane; there must be a stop; the speed of moving vehicles must be the highest in all technical levels; the lane width must not be lower than 3.75m; and the specific number of lanes must be specified,” said delegate Le Hoang Anh.
Delegate Nguyen Thi Viet Nga (Hai Duong Province National Assembly Delegation) said that the activity of picking up and dropping off children and students by car is now very popular and chosen by many families, so it is necessary to regulate this content due to arising practical requirements. However, there are currently many models with similar characteristics such as picking up and dropping off employees and workers of companies and businesses... Therefore, delegates need to review further to develop unified regulations to manage similar types of transportation activities, ensuring safety for users of transportation services.
Delegate Nguyen Thi Viet Nga also expressed concern about the software service supporting car transportation connection as stipulated in Article 80 of the draft Law.
According to the delegate, in the current context, regulations on software services supporting transport connections are extremely necessary. However, the provisions in the draft law still do not meet the current management requirements of this type. Therefore, it is necessary to clarify further and regulate management more strictly to ensure the rights of passengers and transport service providers, while facilitating state management of this type of service./.
