Questioning the Minister of Information and Communications Nguyen Manh Hung, delegate Hoang Duc Thang, Deputy Head of the National Assembly Delegation of Quang Tri province, said that advertising is a very important source of revenue for the press, this is also a "fierce competitive battlefield" between the press and social networks, in fact the press is "inferior", losing right at home, 80% of advertising is flowing into social networks, creating great pressure and challenges for the economic activities of the press.

The delegates asked Minister Nguyen Manh Hung to inform them that in addition to the solutions that the minister had answered the delegates' questions before, it is necessary to approach a new solution that, in addition to accepting competition with core values, there needs to be a solution for cooperation between the press and social networks in the economic advertising relationship in the direction of sharing benefits and what legal corridor is needed to implement this relationship?

Responding to the question of delegate Hoang Duc Thang, Minister Nguyen Manh Hung said that if the press wants to compete with social networks to have more quality readers, thereby increasing advertising and revenue, it needs to do things differently from social networks.

Accordingly, if the press wants to maintain its position, it needs to return to the core values ​​of journalism: authenticity, accuracy, objectivity, accountability, and professional ethics. Instead of reporting news, the press needs to analyze, evaluate, propose solutions, lead, and orient society. The press needs to improve the quality of content so that information in the press can guide public opinion on social networks.

Regarding cooperation between press agencies and social media platforms in economic and advertising relations, Minister Nguyen Manh Hung said that most press agencies have accounts and pages on social media platforms to reach readers. There has been a proposal to allow press agencies to post information on social media first, instead of only being allowed after posting on mainstream media.

At the same time, the minister said that in Decree No. 147/2024/ND-CP on Management, provision and use of the Internet and online information replacing Decree No. 72/2013/ND-CP which has just been signed and issued, it has added a regulation that social networking platforms must reach an agreement with press agencies when using press products.

At the question-and-answer session with the Minister of Health, delegate Ho Thi Minh, Deputy Head of the Ethnic Minorities Committee of Quang Tri province, reflected on the current situation that most pharmacies do not have pharmacists, drugs are sold everywhere, and asked the minister to let her know what solutions the ministry has to manage the situation of "buying and selling drugs without prescription"?

Responding to the question of delegate Ho Thi Minh, Minister of Health Dao Hong Lan affirmed that the person responsible for the pharmaceutical expertise of a business establishment in general and a retail establishment in particular is the person who bears the highest responsibility before the law for all professional activities of the establishment. Legal documents on pharmacy have strict regulations to ensure that the person responsible for the expertise properly performs his/her functions and duties.

Current regulations strictly prohibit the retail sale of prescription drugs without a prescription, and the absence of the person responsible for the professional expertise can result in an administrative fine of up to VND 5 million. Also according to the regulations, the local health department is responsible for receiving, assessing, issuing, reissuing, adjusting and revoking the license to qualify for pharmaceutical business for pharmaceutical business establishments.

The Minister said that recently, medical facilities have increased their supervision of retail establishments and this activity is becoming increasingly strict. The Ministry has also implemented regulations on the national electronic prescription system.

This is a nationwide unified management system that helps medical facilities and pharmacies manage prescriptions and monitor drug sales activities in a transparent process. This system requires all pharmacies to update information each time they issue or sell prescription drugs and closely cooperate with medical facilities to check and monitor this prescription. If there is incorrect information, non-compliant facilities will be handled according to pharmaceutical law.
