Comments on the draft Law on Planning and draft resolution related to the implementation of the Land Law

(GLO)- On the afternoon of October 9, Comrade Chau Ngoc Tuan - Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Gia Lai province chaired a conference to contribute ideas to the draft Law on Planning (amended) and the draft Resolution stipulating a number of mechanisms and policies, removing difficulties and obstacles in organizing the implementation of the Land Law.

Attending the conference were members of the Provincial Party Committee, Deputy Heads of the Provincial National Assembly Delegation: Ly Tiet Hanh, Siu Huong; Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council Truong Van Dat; representatives of the leadership of the Provincial Vietnam Fatherland Front Committee, departments, branches and relevant agencies and units.

At the conference, delegates basically agreed with the content of the draft Law on Planning (amended) and the draft Resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law. At the same time, they focused on discussing and giving comments on many important practical contents.

Regarding the draft Law on Planning (amended), delegates recommended retaining strategic plans associated with ensuring national security and defense; integrating a number of specialized plans to avoid redundancy and overlap; reviewing the necessity of urban system planning; supplementing inter-sectoral coordination mechanisms, and applying national planning data to ensure consistency and avoid conflicts.

Regarding the draft Resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law, delegates proposed adding regulations on coordination mechanisms between ministries, branches and local authorities during the implementation process to ensure consistency and effectiveness.

Along with that, carefully review the provisions that may lead to legal risks or lack of transparency; have clear regulations on the regulations for handling complaints and denunciations in cases of land recovery according to consensus ratio; supplement monitoring and inspection mechanisms, ensure the principles of publicity, transparency, and protect the rights and legitimate interests of people and businesses...

In addition, many opinions focused on the issue of determining land prices and land price adjustment coefficients such as: supporting the removal of specific land prices; needing a national land price database; adding "calculating starting prices for land use rights auctions" to ensure the completeness and comprehensiveness of the regulations as well as serving as a legal basis for localities in organizing land use rights auctions according to regulations.

Along with that, supplement specific regulations on the purpose and cases allowed to apply land price adjustment coefficients; supplement the supervisory role of the Central Government, ministries, branches and specific adjustment criteria for the delegation of authority to the Provincial People's Committee to issue land price adjustment coefficients...

Concluding the conference, Head of the Provincial National Assembly Delegation Chau Ngoc Tuan acknowledged the attention and contributions with many enthusiastic opinions of the delegates. At the same time, he affirmed that collecting opinions on draft laws and resolutions is urgent, related to the interests of people and businesses.

He said that the Provincial National Assembly Delegation will fully and specifically synthesize the comments on each content and provision to serve the research and comments at the upcoming 10th session of the 15th National Assembly . Thereby, contributing to the completion of the drafts, ensuring that the regulations put into practice are feasible, protect the rights as well as meet the expectations of the people and the business community.
