Proactively maintain security and order right from the grassroots
The Congress was organized under the motto "Solidarity - Democracy - Discipline - Responsibility - Breakthrough", with the theme: "Promoting the tradition of the revolutionary homeland; enhancing the leadership capacity and fighting strength of the Party Committee; building a truly clean, strong, disciplined, elite and modern Tuyen Quang Provincial Police force; maintaining security and order, creating a favorable environment to promote local socio -economic development and foreign affairs".
During the past term, the Party Committees of the Public Security of the two provinces of Tuyen Quang and Ha Giang (old) have basically fulfilled the set targets. The work of protecting national security and ensuring social order and safety has achieved many comprehensive and outstanding results. The Party Committee has proactively advised the Provincial Party Committee and the Provincial People's Committee to lead and direct the issuance of resolutions, plans and strategic projects to resolve the risk of instability early, from afar, right from the grassroots. Implementing the viewpoint of "proactive security", the Public Security force has synchronously deployed solutions to ensure internal political security. The Provincial Public Security has ensured absolute safety for political events, activities of Party and State leaders and international delegations visiting and working in the locality; demonstrating the role of a "steel shield", a solid support for the People.

In crime prevention and control, the entire force has organized 61 peak periods of attacks and suppression of all types of crimes and law violations. Crimes against social order have decreased significantly (Tuyen Quang decreased by 6.39%/year, old Ha Giang decreased by 10.6%/year). No "mafia" gangs operating in a violent and protectionist manner have been formed in the area. The work of preventing and combating economic crimes, corruption, and drugs has achieved many important results, including cases that were monitored and directed by the Provincial Steering Committee for final settlement. The targets for investigation and case discovery have all been achieved and exceeded compared to the Resolution of the previous term, with no injustice, mistakes, or criminals being let go. The work of executing sentences, managing temporary detention, temporary imprisonment, and supporting community reintegration has had many positive changes. State management of security and order has also been strengthened, especially in the effective implementation of two major projects on the National Database on Population and Citizen Identification associated with the implementation of Project 06 of the Government, contributing to promoting digital transformation at the local level.
Building a regular, elite, modern force
During the past term, the Provincial Police Party Committee paid special attention to Party building and force building. Many difficult and long-standing tasks were resolved thanks to the motto "dare to think, dare to do, dare to innovate, dare to take responsibility". Party organizations at all levels were strengthened, the quality of Party cell activities and Party member management were improved. The Provincial Police also issued and synchronously deployed the Code of Conduct to build the image of a police officer "serving the people" associated with tightening discipline and order in performing public duties. Emulation movements, studying and following Uncle Ho, implementing "6 teachings of Uncle Ho to the People's Police" were promoted and had a wide spread.

The congress focused on discussing and defining the general direction and goals for the 2025-2030 term, setting out 15 specific targets, 3 breakthroughs and 8 key tasks. In particular, continuing to improve the quality of the staff; building a regular, elite and modern force; strongly applying digital transformation in professional activities, expanding international cooperation, especially with the Chinese Public Security force in border areas.

Speaking at the Congress, Secretary of the Provincial Party Committee Hau A Lenh affirmed: The People's Public Security Force in general and Tuyen Quang Public Security in particular are a sharp "sword", a solid "steel shield" protecting the Party, the regime, and the People. During the past term, the Provincial Public Security Party Committee has excellently fulfilled its assigned tasks, promoted its core role in ensuring security and order, and made important contributions to the stable and sustainable development of the province. Secretary of the Provincial Party Committee Hau A Lenh praised and acknowledged the outstanding achievements of the Provincial Public Security Party Committee and officers and soldiers. He requested that in the new term, the Provincial Public Security Party Committee and leaders continue to thoroughly grasp and effectively implement the resolutions and directives of the Central Committee, the Ministry of Public Security, and the Provincial Party Committee on building a clean, strong, disciplined, elite, and modern People's Public Security force. Promote the building of a strong and comprehensive Party organization in the Public Security force, improve the quality of Party cell activities, manage and select Party members, and promote the pioneering and exemplary role.

At the same time, improve the effectiveness of professional work, proactively grasp the situation, maintain security posture early and from afar; promote the application of technology, digital transformation in professional work, fight against all types of crimes; strengthen political and ideological education in mass organizations; build the image of police officers close to the people, serving the people. The police force promotes coordination with all levels, sectors, forces and localities in building a people's security posture associated with national defense; proactively cooperate internationally, especially with Chinese police forces in ensuring security in border areas.

Speaking at the Congress, Senior Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, highly appreciated the comprehensive achievements of Tuyen Quang Provincial Police. He requested that the new Provincial Police Party Committee urgently complete the working regulations, clearly assign people and tasks; continue to concretize Resolution No. 12 of the Politburo and improve the quality of emulation movements, discipline and order. Along with that, it is necessary to strengthen internal inspection, prevent violations early and from afar. The Provincial Police need to continue to train and improve the capacity of the communal police force and have a plan to effectively and reasonably use the headquarters after the apparatus arrangement, ensuring good performance of tasks in the new situation.

At the Congress, the decision of the Provincial Party Standing Committee on appointing 23 comrades to the Party Executive Committee was announced, the Standing Committee consisted of 7 comrades and the Inspection Committee consisted of 7 comrades. Major General Nguyen Duc Thuan, member of the Provincial Party Standing Committee, Party Secretary, Director of the Provincial Police Department was appointed to hold the position of Secretary of the Provincial Police Party Committee for the 2025-2030 term. The Congress also introduced the Delegation to attend the 18th Congress of the Tuyen Quang Provincial Party Committee, term 2025-2030.
