Speaking at the opening of the Congress, Comrade Tran Minh Binh - Member of the Government Party Executive Committee, Party Secretary, Chairman of the Board of Directors of VietinBank stated: Over the past 5 years, the domestic situation has been affected by complex developments in the world and the region; however, with the wise leadership of the Party Central Committee, the drastic management of the Government, the fundamental innovations that have been drastically implemented have created new positions and strengths for the country's development. In that context, promoting the tradition of solidarity, dynamism and creativity, the Party Committee of VietinBank has comprehensively led all Party committees, Party organizations and staff, Party members to uphold political determination, overcome difficulties and challenges; creatively and effectively apply the guidelines, policies and guidelines of the Party and State, the Government, and the State Bank to implement the Resolution of the Party Congress for the term 2020 - 2025 and achieved many very important and proud achievements.
Party building work has been focused on, implemented in a disciplined and proper manner, with many innovations, associated with the implementation of political tasks. In the 2020 - 2025 term, the VietinBank Party Committee has led and directed the system to resolutely implement the Restructuring Plan associated with bad debt settlement, the Development Strategy for the 2021 - 2025 period, and the medium-term business plan; completing and exceeding 12/12 political task targets: (1) Credit growth; (2) Growth in mobilized capital; (3) Growth in service fee revenue; (4) Proportion of non-interest income/total income; (5) Ratio of operating expenses to operating income; (6) Ratio of bad debt/credit balance; (7) Growth in pre-tax profit; (8) Profit/equity ratio ROE; (9) Profit/total assets ratio ROA; (10) Capital adequacy ratios in compliance with regulations of the State Bank; (11) Paying the State Budget correctly, fully, and promptly as prescribed; (12) Continue to improve the working environment and conditions, wages and income, material and spiritual life for cadres, party members and workers.
In particular, VietinBank has strongly transformed its growth model towards sustainability and quality. Maintaining and promoting the role of a large State-owned commercial bank, focusing credit on production and business sectors, priority sectors and fields of the Government, key national projects; accompanying the development of regions, localities, and key economic zones, contributing to creating growth momentum for the country. As of June 30, 2025, total assets reached more than VND 2.6 million billion, mobilized capital reached nearly VND 1.95 million billion, outstanding credit reached nearly VND 1.9 million billion - all nearly doubled compared to 2020 - the first year of the term. The bad debt ratio was controlled at 1.11%, much lower than the bad debt ratio of the Banking Industry. In terms of financial capacity, total profit after tax in the period of 2020 - 2024 and the first 6 months of 2025 will reach more than 105 trillion VND. Equity capital will nearly double, capital safety and liquidity indicators will always be guaranteed to be superior.
To create breakthroughs, VietinBank is a pioneer in promoting innovation, building and implementing a comprehensive digital transformation program. The technology infrastructure system is synchronously modernized by VietinBank, operational processes are automated, improving labor productivity and competitiveness. Along with digital transformation is a "revolution in organization and personnel" to build a truly streamlined, modern apparatus, operating effectively, efficiently and effectively in the spirit of Resolution No. 18 dated October 25, 2017 of the Central Executive Committee. With the motto "Solidarity - Discipline - Innovation - Breakthrough - Development" and absorbing the spirit of the draft documents of the 14th National Party Congress and the 1st Government Party Congress, the 11th VietinBank Party Congress has determined the general goal for the 2025 - 2030 term as: "Strengthening leadership, building a united, clean and strong Party organization; mobilizing and effectively using resources, proactively adapting, promoting innovation, digital transformation, improving internal capacity and competitiveness; building VietinBank to develop safely, effectively and sustainably, by 2030 to be among the strongest banks in the Asia - Pacific region, by 2045 to be the leading bank in the Asia - Pacific region and highly prestigious in the world, making great contributions to the country's strong progress in the era of national development" .
