The Party Congress of Division 395, Military Region 3 was selected and directed to hold the Congress first so that the Central Military Commission Standing Committee and the General Department of Politics of the Vietnam People's Army could draw experience for the direct superior Party Committees at the grassroots level throughout the army.

Previously, the Division Party Committee focused on leading and directing the subordinate party organizations to hold the congress and it was a great success. That result demonstrated and affirmed the will, belief and political responsibility of the cadres, party members and the masses in the entire Division; demonstrating the spirit of democracy, solidarity and high unity in the entire Party Committee.

The Division Party Committee proactively issued directives and plans to organize the congress for the 2025-2030 term, fully organizing sub-committees: Documents, personnel, and propaganda. The congress documents were fully prepared, in accordance with the instructions of superiors, of good quality, concise, clear in orientation, increasing action; the working regulations, elections, the congress agenda and the content of the order of the executive steps of the presidium, the vote counting committee, etc. were fully prepared, thoughtfully and thoroughly, ensuring that the congress took place smoothly, in accordance with procedures and principles. Personnel work was strictly ensured, in accordance with procedures and standards with a reasonable structure and quantity. The security work was carried out carefully and safely; propaganda and emulation were promoted, creating an exciting atmosphere throughout the division.

The congress proceeded to vote to elect delegates to attend the 10th Congress of the Party Committee of Military Region 3.

With the motto "Democracy, solidarity, intelligence, innovation", the Congress discussed and commented on the draft documents to be submitted to the 14th National Party Congress; the draft political report of the Military Region Party Committee to be submitted to the 10th Military Region 3 Party Congress; and documents of the Division Party Congress, term 2025-2030. According to the assessment, the opinions presented at the congress were carefully and elaborately prepared, of high quality; ensuring honesty and objectivity, fully reflecting the results, achievements and existing limitations and shortcomings; clearly expressing political opinions, promoting political responsibility, self-criticism and criticism, clarifying the responsibility of the collective, of the agency and the responsibility of cadres and party members before the congress.

The Congress elected the Executive Committee of the Division Party Committee for the 2025-2030 term and delegates to the 10th Congress of the Military Region 3 Party Committee, with a concentrated number of votes and high confidence. At the first meeting, the Division Party Committee for the 2025-2030 term elected: Standing Committee of the Party Committee, Secretary, Deputy Secretary of the Division Party Committee; and Inspection Committee of the Division Party Committee.

Speaking at the congress, Lieutenant General Do Xuan Tung congratulated the achievements of the Division Party Committee and praised the 395th Division Party Committee for successfully completing the task of organizing the 13th Division 395 Party Congress, term 2025-2030, on schedule and with great success... creating an important foundation to continue building a strong and clean Division Party Committee, a comprehensively strong Division "Exemplary, typical" in the coming time.

From the practical results of the congress of Division 395, Lieutenant General Do Xuan Tung requested: The Party Committees at the higher levels directly at the grassroots level in Military Region 3 and the entire army need to: Closely follow the instructions of the higher levels, proactively prepare documents for the congress early. Personnel work (Executive Committee and delegation) must ensure the correct procedures, democracy, and objectivity; well implement the steps of planning, commenting, and introducing personnel, ensuring the standards, structure, quantity, and balance ratio are correct according to regulations; the comments must be comprehensive, ensuring the quantity, structure, composition of participants, and content according to the instructions of the Central Committee, the General Department of Politics of the Vietnam People's Army, and the higher-level Party Committee.

In organizing the congress, the presidium must closely follow the Central Committee's instructions, focusing on issues directly related to the military and defense fields and issues discussed at lower levels where there are many different opinions; it is necessary to grasp the instructions of higher levels on the election of Party Committees, especially issues of principle; the vote counting committee must be well prepared, trained and practiced. Based on the specific situation of each Party Committee to conduct the congress, divide the appropriate content according to the prescribed time.
