The congress unanimously approved a congress resolution setting out four development perspectives, specific targets, key tasks, three breakthroughs and key groups of solutions to focus on leadership and successful implementation in the 2025-2030 period.

After 3 days of urgent, serious and responsible work, on the morning of October 1, the 1st Dak Lak Provincial Party Congress , term 2025-2030, held its closing session and was a great success.

At the closing session, delegates listened to the report summarizing comments and suggestions, and receiving and explaining the Presidium of the congress on the documents of the 1st Provincial Party Congress and draft documents to be submitted to the 14th National Congress of the Party .

Deputy Secretary of Dak Lak Provincial Party Committee Do Huu Huy reported on the synthesis of comments and suggestions, and the reception and explanation of the Congress Presidium in the Documents of the 1st Provincial Party Congress.

Next, the Congress passed the Resolution of the 1st Congress of Dak Lak Provincial Party Committee, term 2025-2030.

The congress unanimously approved the congress resolution setting out 4 development perspectives, specific targets, key tasks, 3 breakthroughs and main groups of solutions to focus on leadership and successful implementation in the period 2025-2030. The Dak Lak Provincial Party Committee strives for an average growth rate of gross regional domestic product (GRDP) in the period 2026-2030 of 10.5%/year or more; GRDP per capita (at current prices) by 2030 to reach 153 million VND/person or more .

The congress voted to pass the congress resolution.

Total social investment capital in the 5 years 2026-2030 will reach over 620,000 billion VND, accounting for about 35% of GRDP at current prices . Total export value in the 5 years 2026-2030 will reach over 13,000 million USD, increasing by an average of 5-6%/year.

In the 5 years 2026-2030, total retail sales of goods and service revenue will reach 1,240,000 billion VND, an average increase of about 10%/year; total tourists to the province will reach 43 million, an average increase of 10.97%/year; total tourism revenue will reach 97,150 billion VND, an average increase of 14.5%/year.

State budget revenue in the area (excluding land use fees) increased by an average of 11%/year or more.

The rate of ensuring irrigation for water-using crops by 2030 will reach over 86%. The total number of newly established enterprises in the 5 years 2026-2030 will reach about 15,500, an average increase of 13%/year. The scale of the digital economy by the end of 2030 will reach 30% of GRDP.

The poverty rate in the whole province will decrease by an average of 2% per year or more; the poverty rate among ethnic minorities will decrease by an average of 3% per year or more. By 2030, there will be no more poor households according to the multidimensional poverty standard for the period 2022-2025.

The rate of schools meeting national standards by 2030 will reach 70%. Labor and employment targets: The rate of trained workers by 2030 will reach over 75%; the rate of trained workers with certificates will reach about 30%. Each year, jobs will be created for more than 56,000 workers, of which about 2,000-2,500 workers will be exported. The unemployment rate in urban areas will be reduced to 2% by 2030.

By 2030, the rate of malnourished children under 5 years old (weight for age) will be 12.15%. The number of hospital beds per 10,000 people (excluding commune health station beds) will reach 33 beds; the number of doctors per 10,000 people will reach 10.2 doctors. The health insurance coverage rate will reach 96.5%.

By 2030, 68/88 communes will meet new rural standards, of which 16/88 communes will meet advanced new rural standards, 8/88 communes will meet modern new rural standards; forest coverage will reach 42% or more; the proportion of urban population supplied with clean water through centralized water supply systems will reach 98%; the proportion of rural population using hygienic water will reach 98.7%; the proportion of industrial clusters in operation with centralized wastewater treatment systems meeting environmental standards will reach 100%; the proportion of urban solid waste collected and treated according to regulations will reach 98%.

The Congress approved the targets for the 2025-2030 term.

Regarding the Party building target, the annual rate of new Party members admission is 3%-4% of the total number of Party members. Maintain 100% of villages, hamlets, and residential groups with Party cells. Every year, more than 90% of grassroots Party organizations and Party members are evaluated and classified as having completed their tasks well or better...

The Congress announced the Politburo's decision to appoint a delegation of Dak Lak Provincial Party Committee to attend the 14th National Party Congress, including 36 comrades and 3 alternate comrades.

In his closing speech at the congress, comrade Nguyen Dinh Trung, member of the Party Central Committee and Secretary of the Dak Lak Provincial Party Committee, emphasized that the documents approved by the 1st Congress of the Dak Lak Provincial Party Committee for the 2025-2030 term are collective works, crystallization of intelligence, demonstrating the will, belief and development aspirations of the Party Committee and people of all ethnic groups in Dak Lak province, determined to make Dak Lak a developed province in the region and the whole country.

Dak Lak Provincial Party Secretary Nguyen Dinh Trung delivered a closing speech at the congress.

He suggested that after the congress, the Provincial Party Executive Committee should urgently complete and issue an action program to implement the congress resolution.

Party committees at all levels need to promptly disseminate and widely propagate the results of the congress throughout the Party, organize research, thoroughly grasp the resolutions and documents of the congress, promptly develop and implement programs and action plans, promptly put the resolutions of the congress into life, join hands to build Dak Lak province to develop rapidly, sustainably, civilized, with identity, contributing worthily to the cause of building and defending the socialist Vietnamese Fatherland.
