The 1st Congress of Hua Bum Commune Party Committee, term 2025

Attending the Congress were comrade Ly Van Tai - Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; representatives of the Provincial Military Command; leaders of Bum Nua and Pa Tan communes and 150 delegates representing 393 party members of the entire commune.

In the 2020 - 2025 term, the Hua Bum Commune Party Committee has implemented and completed the main targets set out. The leadership capacity and fighting strength of the Party organization have been improved; the contingent of cadres and civil servants has operated effectively. The economy has continued to recover and grow steadily. The cultural and social fields have changed positively; the quality of education and health care for the people has improved. National defense and security have been maintained, and the great national unity bloc has been consolidated.

Average income per capita reached over 30 million VND/year, reaching 97%; the poverty rate decreased to 39.97%. Total grain output reached 3,151 tons, an increase of 108 tons compared to 2020. Livestock development with a herd of nearly 31,000 cattle and poultry, a growth rate of 4.2%/year. Forest coverage reached 65.98%, new rural areas achieved 9/19 criteria; 289 temporary and dilapidated houses were eliminated...

The whole commune has 3/4 schools meeting national standards level 1, educational targets have met and exceeded the plan; 98% of people have health insurance cards. The work of preserving and promoting traditional culture is focused on, the whole commune has 12 cultural houses, 14 art troupes... Every year, 80% of households, 83.33% of villages, 100% of agencies and units achieve cultural titles.

Comrade Lo Van Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee spoke at the Congress.

The goals and tasks for the coming term are determined by the Party Committee of Hua Bum commune: Strengthening the leadership capacity and fighting strength of the Party Committee, improving the management and operation effectiveness of the government and the activities of the Vietnam Fatherland Front and mass organizations; continuing to promote administrative reform, implementing digital transformation, exploiting the potential and strengths of the locality; striving for a total grain output of 3,150 tons; average income per capita by 2030 to increase by 12.9% compared to 2025; the poverty rate by 2030 to be under 25%; striving to achieve 15 criteria for new rural construction; 80% of Party organizations and 85% of Party members to complete their tasks well or better...

In their discussions at the Congress, delegates focused on: solutions for developing party members, improving the leadership and combat capacity of the Party Committee; solutions to improve the quality of party cell activities associated with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; solutions to improve the quality of criteria in building "four good party cells"; solutions to protect and develop forests associated with planting medicinal plants...

Comrade Lo Van Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee presented flowers to congratulate the Party Executive Committee of the commune, term I.

Speaking at the Congress, Comrade Lo Van Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee acknowledged and highly appreciated the achievements of Hua Bum commune in the past term. He suggested that in the coming term, the Party Committee of the commune should mobilize all resources to the maximum, focus on effectively exploiting potential advantages for socio-economic development; pay attention to and take care of socio-cultural development; effectively implement social security policies, people with meritorious services, ethnic minorities; focus on improving the quality of education; pay attention to the management of mineral resources, environmental protection, forest protection, proactively prevent natural disasters; do a good job of Party building, building a strong political system.

At the Congress, the Decision of the Provincial Party Standing Committee was announced to appoint the Executive Committee, Standing Committee, Inspection Committee; Secretary and Deputy Secretary of the Hua Bum Commune Party Committee for the 2025-2030 term. Comrade Phan Van Coc was appointed to hold the position of Secretary of the Commune Party Committee; Comrade Ha Van Rue to hold the position of Permanent Deputy Secretary of the Commune Party Committee; Comrade Nguyen Duc Hien to hold the position of Deputy Secretary of the Party Committee and Chairman of the Commune People's Committee.

Delegates voted to pass the Congress Resolution.

The Congress announced the Decision to appoint 6 delegates to attend the 15th Provincial Party Congress, term 2025 - 2030 and voted to pass the Congress Resolution.
