An Giang Provincial Party Congress: Affirming determination for rapid and sustainable development

(Chinhphu.vn) - On the morning of October 3, the 1st Congress of An Giang Provincial Party Committee, term 2025-2030, officially opened, gathering 448 delegates, representing more than 131,000 party members from 107 grassroots party organizations in the whole province, with the motto "One An Giang - One vision - One will - One belief in victory".

5 dynamic development regions

Attending and directing the Congress were General Phan Van Giang, Politburo member, Minister of National Defense ; Vice President Vo Thi Anh Xuan; former Prime Minister Nguyen Tan Dung; former Standing member of the Secretariat, General Le Hong Anh; leaders and former leaders of the Party, State, ministries, central agencies, Military Region 9 and An Giang province; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces; along with 448 official delegates representing 131,487 party members from 107 party committees under the provincial Party Committee.

Speaking at the opening of the Congress, Secretary of the An Giang Provincial Party Committee Nguyen Tien Hai affirmed that although the 2020-2025 term faced many difficulties, especially the COVID-19 pandemic, the province has achieved many outstanding results in all fields; the fighting strength of the Party organization has been constantly improved, the political system has operated more effectively; the economy has gradually recovered, the structure has shifted in the right direction, the appearance of urban and rural areas has changed a lot; people's lives have been improved, national defense and security have been maintained, foreign relations and regional connectivity have been increasingly expanded.

Reporting at the Congress, Chairman of the An Giang Provincial People's Committee Ho Van Mung said that in the past term, the average GRDP increased by nearly 5.7%/year; budget revenue increased steadily, ensuring resources for social security and development investment; marine economy and border trade economy gradually became strategic pillars, coastal infrastructure was invested synchronously, tourism - services and aquaculture developed strongly.

Party and government building work has been focused on; the two-level apparatus has operated stably after the merger, with improved management effectiveness and efficiency; inspection, supervision, and anti-corruption work has seen remarkable changes; in the social field, the poverty rate has decreased to 0.9%; the rate of people participating in health insurance has reached 95%; and material and spiritual life has received increasing attention.

Entering the 2025-2030 term, An Giang province has identified three major focuses: Building a clean and strong Party organization and political system; developing the economy rapidly and sustainably on the basis of innovation, green economy, circular economy and digital transformation; focusing on developing An Giang culture and people to meet the requirements of industrialization and modernization.

In addition, the province also set out 3 strategic breakthroughs: Strongly developing the marine economy, aiming at the central position of the country, taking Phu Quoc as the locomotive, thereby spreading tourism, coastal urban areas, transport infrastructure - seaports and marine farming; infrastructure breakthroughs with a focus on the expressway connecting the region, ports, Phu Quoc - Rach Gia airport, researching Tho Chau airport, and at the same time building digital infrastructure for the digital transformation process; promoting science - technology, innovation and digital transformation, developing digital governance models, digital economy, associated with deep processing of agriculture, forestry, fishery and training high-quality human resources.

With the development space orientation, An Giang province focuses on 5 dynamic areas: Rach Gia becomes a political - administrative, industrial, and logistics center; Phu Quoc becomes a special economic zone, an international tourism - trade center; Long Xuyen develops high-tech agriculture and processing industry; Chau Doc becomes a center for spiritual tourism, ecology, and border trade economy; Ha Tien becomes a center for maritime economy, tourism, and border trade.

To connect dynamic regions, the province prioritizes two strategic traffic axes: the Long Xuyen - Rach Gia - Ha Tien - Phu Quoc vertical axis and the Chau Doc - Can Tho - Soc Trang expressway horizontal axis, connecting with Tran De port and international routes.

By 2030, the target is to have GRDP per capita reach over 6,300 USD, urbanization rate over 50%, competitiveness index and digital transformation among the top 20 provinces and cities in the country. Phu Quoc will become an international tourism and trade center; Rach Gia will be a political - administrative, trade - comprehensive service center; Long Xuyen quadrangle will become a driving force for industry, logistics and tourism.

With its strategic vision, An Giang province affirms its determination to rise strongly, develop sustainably, and become a national marine economic center and an important trade gateway of the Mekong Delta region.

On behalf of the Politburo, General Phan Van Giang emphasized that An Giang is a locality with a long history and a rich tradition of patriotism and revolution. The people of An Giang are brave and resilient in the resistance war, industrious and creative in work, making great contributions to the cause of national liberation, building and defending the Fatherland.

After the merger, the space for socio-economic development is expanded, human resources are abundant, industry is strongly developed, transport infrastructure is synchronized, tourism potential, etc., the marine economy develops rapidly, creating conditions for An Giang to develop comprehensively with the whole country, entering a new era, an era of national growth.

In the past term, in the context of the complicated and unstable world and regional situation, with more challenges than advantages, the Party Committee, army and people of the two provinces of An Giang and Kien Giang have made efforts to overcome difficulties, united with high determination, firmly grasped opportunities, proactively and creatively led, managed and implemented with focus, key points, and made breakthroughs in socio-economic development, comprehensively completing the goals and targets set by the Resolution of the Party Congress for the 2020-2025 term, many targets were exceeded at a high level.

On behalf of the Politburo, General Phan Van Giang warmly congratulated, acknowledged and highly appreciated the achievements that the Party Committee, government, armed forces and people of An Giang and Kien Giang provinces have achieved in the 2020-2025 term.

6 key tasks in the new term

To achieve the goals and tasks for the 2025-2030 term, General Phan Van Giang proposed that the Congress focus on discussing and deciding on a number of key issues.

Firstly , the Party Committee needs to correctly assess and make judgments about the general situation and context, clearly identify the potential and advantages of the locality, select key tasks and development breakthroughs, to focus on leadership and direction, and create new changes in socio-economic development.

Second, it is necessary to proactively and actively integrate internationally, especially into the international economy, to attract more resources, enhance the overall strength, and mobilize the potential of the whole society. Review and calculate resources for proper development; manage and use resources effectively; persevere with higher determination, greater efforts, and more drastic actions so that An Giang can strive to become the economic locomotive of the Mekong Delta.

Third, focus on building the province's socio-economic infrastructure, pay attention to planning and planning management. Invest in developing and perfecting the road traffic system, especially the Chau Doc - Long Xuyen economic corridor; border economic corridor; connection with expressways, coastal road connection projects...

Complete the inland waterway, maritime and aviation infrastructure system; focus on investing in Phu Quoc special economic zone to be bright - green - clean - beautiful, worthy of hosting APEC 2027.

Fourth , focus on ensuring harmony between economic development and solving social problems, constantly improving the material and spiritual life of the people. Synchronously deploy solutions to implement Resolution No. 57 on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 71 on breakthroughs in education and training development; Resolution No. 68 on private economic development and other resolutions, such as Resolutions 59, 66, 70, 72; build An Giang into a center for training high-quality human resources for provinces in the region and the whole country.

Fifth , with the province's particularly important strategic position, it is recommended that the Party Committee continue to consolidate and build the all-people national defense, the all-people national defense posture associated with the people's security, the people's security posture, build a solid defense zone, and "people's hearts posture".
