An Giang Provincial Party Congress: Affirming the determination for rapid and sustainable development.

(Chinhphu.vn) - On the morning of October 3rd, the First Congress of the An Giang Provincial Party Committee, for the 2025-2030 term, officially opened, bringing together 448 delegates representing over 131,000 Party members from 107 grassroots Party organizations throughout the province, with the motto "One An Giang - One Vision - One Will - One Belief in Victory".

5 development driving regions

Attending and directing the Congress were General Phan Van Giang, Member of the Political Bureau and Minister of National Defense ; Vice President Vo Thi Anh Xuan; former Prime Minister Nguyen Tan Dung; former Standing Member of the Party Central Committee, General Le Hong Anh; leaders and former leaders of the Party, State, central ministries, departments, and agencies, Military Region 9 and An Giang province; Vietnamese Heroic Mothers and Heroes of the People's Armed Forces; along with 448 official delegates representing 131,487 party members from 107 party committees under the Provincial Party Committee.

In his opening remarks at the Congress, An Giang Provincial Party Secretary Nguyen Tien Hai affirmed that, despite facing many difficulties during the 2020-2025 term, especially the COVID-19 pandemic, the province has achieved many outstanding results in various fields; the fighting capacity of the Party organization has continuously improved, the political system has operated more effectively; the economy has gradually recovered, the structure has shifted in the right direction, the appearance of urban and rural areas has changed significantly; people's lives have improved, national defense and security have been maintained, and foreign relations and regional linkages have expanded.

Reporting at the Congress, Chairman of the People's Committee of An Giang province, Ho Van Mung, stated that during the past term, the average GRDP growth was nearly 5.7% per year; budget revenue increased steadily, ensuring resources for social welfare and development investment; the marine economy and border trade gradually became strategic pillars; coastal infrastructure was invested in synchronously; and tourism, services, and aquaculture developed strongly.

Party and government building work has been emphasized; the two-tiered administrative apparatus operates stably after the merger, and the effectiveness and efficiency of management have been improved; inspection, supervision, and anti-corruption work have shown significant progress; in the social sector, the poverty rate has decreased to 0.9%; the rate of people participating in health insurance has reached 95%; and material and spiritual life is increasingly being given attention.

Entering the 2025-2030 term, An Giang province has identified three major priorities: building a clean and strong Party organization and political system; developing a rapid and sustainable economy based on innovation, green economy, circular economy, and digital transformation; and focusing on developing An Giang's culture and people to meet the requirements of industrialization and modernization.

In addition, the province has set out three strategic breakthroughs: Strongly developing the marine economy, aiming for a national center position, with Phu Quoc as the leading force, thereby spreading tourism, coastal urban areas, transportation infrastructure - seaports and aquaculture; a breakthrough in infrastructure with a focus on expressways connecting the region, ports, and Phu Quoc - Rach Gia airport, researching Tho Chau airport, and simultaneously building digital infrastructure for the digital transformation process; promoting science and technology, innovation and digital transformation, developing digital governance models, the digital economy, linked to deep processing of agricultural, forestry and aquatic products and training high-quality human resources.

With its spatial development orientation, An Giang province focuses on five key development zones: Rach Gia becoming the political-administrative, industrial, and logistics center; Phu Quoc becoming a special economic zone and an international tourism and trade center; Long Xuyen developing high-tech agriculture and processing industries; Chau Doc as a center for spiritual and ecological tourism and border trade; and Ha Tien becoming a center for marine economy, tourism, and border trade.

To connect the dynamic regions, the province prioritizes two strategic transportation axes: the Long Xuyen - Rach Gia - Ha Tien - Phu Quoc vertical axis and the Chau Doc - Can Tho - Soc Trang expressway horizontal axis, connecting with Tran De port and international routes.

By 2030, the goal is to achieve a per capita GRDP of over US$6,300, an urbanization rate exceeding 50%, and a competitiveness and digital transformation index ranking among the top 20 provinces and cities nationwide. Phu Quoc will become an international tourism and trade center; Rach Gia will be a comprehensive political-administrative, commercial-service center; and the Long Xuyen quadrilateral will become a driving force for industry, logistics, and tourism.

With its strategic vision, An Giang province affirms its determination to rise strongly, develop sustainably, and become a national maritime economic center and an important trade gateway of the Mekong Delta region.

Speaking on behalf of the Politburo at the Congress, General Phan Van Giang emphasized that An Giang is a locality with a rich history and strong traditions of patriotism and revolution. The people of An Giang are brave and resilient in the resistance war, diligent and creative in labor, making great contributions to the cause of national liberation, building and protecting the Fatherland.

Following the merger, the socio-economic development space expanded, human resources became abundant, industry developed strongly, transportation infrastructure was synchronized, tourism potential increased, and the marine economy developed rapidly, creating conditions for An Giang to develop comprehensively along with the rest of the country, entering a new era, an era of national progress.

During the past term, amidst a complex and unstable global and regional situation, with more challenges than opportunities, the Party Committee, military, and people of all ethnic groups in An Giang and Kien Giang provinces have strived to overcome difficulties, united with high determination, seized opportunities, and proactively and creatively led, managed, and implemented focused, key, and breakthrough socio-economic development, comprehensively achieving the goals and targets set forth in the Resolution of the Party Congress for the 2020-2025 term, with many targets significantly exceeded.

On behalf of the Politburo, General Phan Van Giang warmly congratulated, acknowledged, and highly appreciated the achievements that the Party Committee, government, armed forces, and people of An Giang and Kien Giang provinces have achieved during the 2020-2025 term.

6 key tasks for the new term

To achieve the goals and tasks of the 2025-2030 term, General Phan Van Giang proposed that the Congress focus on discussing and deciding on a number of key priorities.

Firstly , the Party Committee needs to accurately assess and understand the overall situation and context, clearly identify the potential and advantages of the locality, select key tasks and development breakthroughs, in order to focus leadership and guidance, creating a new transformation in socio-economic development.

Secondly, it is necessary to proactively and actively integrate internationally, especially into the international economy, to attract more resources, enhance overall strength, and mobilize the potential of the entire society. Review and calculate resources to ensure development is on the right track; manage and utilize resources effectively; and persevere with greater determination, greater effort, and more decisive action so that An Giang strives to become the economic engine of the Mekong Delta region.

Thirdly, focus on building the province's socio-economic infrastructure, paying attention to planning and planning management. Invest in developing and improving the road transport system, especially the Chau Doc - Long Xuyen economic corridor; the border economic corridor; connections with expressways, and coastal road connections…

Complete the inland waterway, maritime, and aviation infrastructure systems; focus on investing in the Phu Quoc special economic zone to be bright, green, clean, and beautiful, befitting its status as the host of APEC 2027.

Fourth , focus on ensuring harmony between economic development and effectively addressing social issues, continuously improving the material and spiritual lives of the people. Implement comprehensively the solutions outlined in Resolution No. 57 on breakthroughs in national science, technology, innovation, and digital transformation; Resolution No. 71 on breakthroughs in education and training; Resolution No. 68 on the development of the private economy; and other resolutions such as Resolutions 59, 66, 70, and 72; building An Giang into a center for training high-quality human resources for provinces in the region and the whole country.

Fifthly , given the province's particularly important strategic position, it is proposed that the Party Committee continue to consolidate and build a national defense system based on the people's participation, linking it with a people's security system and security posture, building a solid defense zone and a strong "people's support" strategy. Closely integrate national defense and security with socio-economic development, and establish appropriate mechanisms and policies to encourage state-owned enterprises and defense and security enterprises to invest in production and business, develop the economy, and improve the people's living standards.

Sixth, build a clean, strong, and comprehensive Party organization and political system. Continue to vigorously implement Resolutions and Conclusions of the Central Committee No. 4 of the 12th and 13th Party Congresses on building and rectifying the Party and political system, focusing on perfecting a streamlined organizational structure that operates efficiently and effectively; and linking this with promoting the study and emulation of Ho Chi Minh's thought, morality, and style.
