14th Party Congress: Building Da Nang into a growth pole of Vietnam

On the morning of September 17, the 1st Congress of the Da Nang City Party Committee, term 2025 - 2030, opened with the participation of 450 official delegates, representing more than 139,500 party members in the entire city Party Committee. Attending the congress were leaders of the Central Committee, ministries, departments, branches, Party building agencies in the Central and Central Highlands regions, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Heroes of Labor...

The Congress has the theme: “Building a clean and strong Party and political system; promoting cultural identity, revolutionary tradition, great solidarity and development aspirations; building a civilized and modern Da Nang city with high quality of life, becoming a growth pole of Vietnam, joining the whole country in entering a new era of national development”. The Congress motto is: “Solidarity - Democracy - Discipline - Creativity - Development”.

Speaking at the Congress, Standing member of the Secretariat Tran Cam Tu highly appreciated the achievements of the Party Committee, government and people of Da Nang city in the past term. He suggested that in the new term, the Da Nang City Party Committee continue to thoroughly grasp, effectively and promptly implement the directions of the Central Committee, the Politburo, the Secretariat, the conclusions of the General Secretary, the resolutions of the National Assembly and the Government, strive to become a Center of science and technology, international transportation, a Center of tourism services, finance and technology with developed traffic infrastructure to be able to compete with large, modern cities in the region and the world, worthy of being the nucleus of the region. The city constantly improves people's lives, all for the prosperous and happy life of the people.

Standing member of the Secretariat Tran Cam Tu suggested that the City Party Committee continue to strongly innovate leadership methods, determined to effectively implement the Central Resolutions on Party building and rectification, and the Politburo Directive on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle. This is a task of decisive significance in constantly improving the leadership capacity and fighting strength of the Party and each Party organization, building a truly clean and strong grassroots Party organization, acting as the core in the political system, closely connected with the people. Da Nang improves the investment environment, enhances productivity, quality and competitiveness of the economy; promotes private economic development, creates the most favorable environment to attract and encourage domestic and foreign enterprises to invest in the city's priority development sectors and fields. Da Nang continues to effectively implement social security policies, sustainably reduce poverty, ensure social justice, create jobs, and improve people's quality of life.

"Da Nang has performed well its military and local defense tasks, maintained security, social order and safety, built a solid national defense posture, people's security posture, and people's hearts posture. The first thing to do right after the Congress is to effectively organize and implement the action program, promptly bring the resolution into life; do a good job of propaganda so that people have a deeper and more complete understanding, and strive to successfully implement the Congress Resolution," emphasized Standing member of the Secretariat Tran Cam Tu.

At the Congress, Comrade Luong Nguyen Minh Triet, Alternate Member of the Party Central Committee, Secretary of the Da Nang City Party Committee, emphasized that the city aims to build a clean and strong Party Committee; build a modern city, a pioneer in science and technology development, start-ups, innovation, and digital transformation. The city has successfully implemented new economic models such as the International Financial Center, Free Trade Zone, and the "5 high" model (high knowledge, high culture, high income, high governance, and high living standards); becoming a growth pole of Vietnam, joining the whole country in entering a new era of development.

To achieve that goal, each delegate needs to uphold the spirit of responsibility, concentrate their intelligence, research, discuss, evaluate objectively and comprehensively; clearly analyze the advantages, opportunities, difficulties and challenges affecting the city's development in the coming time. From there, delegates will contribute opinions and propose appropriate solutions to successfully implement the goals, targets and tasks set out by the 1st City Party Congress, worthy of the trust and expectations of the Party, State and people.

In the 2020-2025 term, despite facing many difficulties and challenges, the two Party Committees before the merger (Da Nang City Party Committee and Quang Nam Provincial Party Committee) closely followed the leadership and direction of the Central Committee, continued to promote the tradition of solidarity, unity, sense of responsibility and determination; mobilized the participation of the entire political system and people; resolutely, creatively and flexibly implemented solutions to implement the Congress resolution. The breakthrough and key tasks during the term achieved many positive results. The work of building and rectifying the Party and the political system was deployed synchronously, increasingly becoming routine; the Party's leadership and governing methods had many innovations and strong changes; the city's key personnel were promptly consolidated. The role, position and prestige of the Fatherland Front and its member organizations were constantly enhanced.

The two localities have made efforts to control and overcome the impact of COVID-19, regain economic growth momentum and achieved many important results; there have been many bright spots in proactively and actively advising the Central Government to promulgate and concretize the implementation of many specific mechanisms and policies, policies to remove difficulties and obstacles, contributing to unlocking resources, expanding development space; at the same time, well implementing solutions to improve the investment environment and promoting innovative startups. The two localities have done well in planning and investing in developing socio-economic infrastructure; proactively and effectively implementing national target programs and many social security policies with strong humanistic characteristics. National defense and security have been maintained; social security and order have been ensured, becoming a safe and friendly destination for people, tourists and investors. Foreign affairs, integration, international cooperation, and regional connectivity have been enhanced... The above results have significantly contributed to helping the two localities successfully carry out the renovation process, improve the material and spiritual life of the people, and create high consensus in society.

During the working session on the morning of September 17, the Congress announced the Central Committee's Decision on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman and Deputy Chairman of the Inspection Committee of the Da Nang City Party Committee, term I, 2025 - 2030.

According to Decision No. 2346-QD/TW, dated September 15, 2025, the Executive Committee of the Da Nang City Party Committee, term 2025-2030, consists of 75 comrades, of which 73 comrades are re-elected, 2 comrades are participating for the first time; the Standing Committee consists of 23 comrades; Secretary and 4 Deputy Secretaries.

Comrade Luong Nguyen Minh Triet, alternate member of the Party Central Committee, Secretary of the Da Nang City Party Committee for the 2020-2025 term, was appointed to hold the position of Secretary of the City Party Committee for the 2025-2030 term.

According to Decision No. 2347-QD/TW, dated September 15, 2025, the Da Nang City Party Committee's Inspection Committee consists of 14 members. Comrade Le Thi My Hanh was appointed as Chairwoman of the City Party Committee's Inspection Committee for the 2025 - 2030 term.
