Dai Loc needs to strengthen state management of minerals

According to the People's Committee of Dai Loc district, the work of state management, protection of unexploited resources; inspection and supervision of mineral exploration and exploitation activities; settlement of administrative procedures, etc. of agencies, departments and localities in the district has many positive changes, ensuring compliance with legal regulations.

Most enterprises participating in the mineral sector comply with legal regulations on mineral exploration and exploitation, environmental protection, financial obligations and social work in the locality.

All units licensed for mining by competent authorities are deployed to mark boundaries and hand over land in the field. Mineral exploitation is carried out in accordance with the licensed annual mining reserves.

After the mining period in the license expires, the units or investors shall take measures to stop mining, level and restore the land, and carry out procedures to prepare a mine closure plan according to regulations.

Most investors create conditions and create jobs for local workers. Using local resources and connecting with commercial and service activities contributes to increasing personal and household income and service industry revenue.

Units and investors with mining projects focus on supporting festival activities and community activities in residential areas. Directly participate in the maintenance and upgrading of rural roads. Support the construction of public works and charity houses for policy beneficiaries...

However, state management in the field of mineral resources still faces some difficulties and shortcomings. The system of laws and legal documents is still lacking, slow to promulgate and overlapping. The staff changes constantly and is rarely trained to improve professional skills. Coordination between agencies and departments is sometimes not tight.

Some localities have not performed well their functions, tasks, roles and responsibilities according to decentralization. Some enterprises have not complied well with legal regulations, causing violations related to legal documents, especially in mineral resource exploitation and environmental protection.

Dai Loc District authorities recommend that it is necessary to promptly and promptly issue guiding documents on the basis of synchronously integrating decrees and circulars guiding other relevant laws. The guidance content needs to be detailed and specific, minimizing the need to edit and supplement newly issued decrees and circulars to facilitate implementation at the grassroots level.

The Ministry of Natural Resources and Environment shall consider issuing guidance documents or specific regulations on tools, equipment, technology, standards, and quantity of weighing stations, cameras for monitoring mining activities, as well as the number of these systems for each type of mineral. In addition, specific sanctions shall be prescribed for cases of failure to install or damage to weighing station equipment at certain times continuously during the month.

Deputy Head of the Provincial National Assembly Delegation Duong Van Phuoc acknowledged and highly appreciated the efforts and responsibilities of the locality in implementing legal policies on mineral management and exploitation. The monitoring delegation requested the locality to further strengthen the role of state management, from the government, the Fatherland Front, and mass organizations in mineral exploitation activities; to propagate, guide, and create conditions for enterprises participating in mineral activities to comply with legal regulations.

More importantly, it is necessary to increase the organization of auctions and grant of rights to exploit common mineral materials to meet the urgent needs in the district as well as Quang Nam .

Localities continue to strictly manage and protect mineral resources; inspect and strictly handle violations; coordinate with sectors and levels to resolve problems and shortcomings, creating the most favorable conditions for enterprises licensed to exploit minerals, avoiding budget losses.
